NEW DELHI: Power minister Piyush Goyal is reviewing measures to restore power supply in the capital on Saturday.

Vast areas of Delhi were still without power after supply was disrupted by Friday's dust storm lashed the capital and its surrounding areas.

The power minister has called senior ministers and Delhi officials as well as discom executives to take stock of the situation, even as the Met department forecast hints at the possibility of another dust storm in the next 24 hours.

Two teenagers crushed to death in Jammu

JAMMU: Two teenagers were crushed to death by a speeding vehicle in winter capital Jammu on Saturday.

Police said two teenagers were crushed to death when the two-wheeler they were riding was over run by a speeding vehicle in Jammu City during the wee hours of Saturday morning.

"Two teenagers identified as Saurab Kumar Bali, 19, and Aman Bali, 16, were crushed when the Scooty two-wheeler they were riding was crushed by a speeding vehicle on the highway in Gandhi Nagar area near Hotel Asia in the city.

"The incident occurred around 2 am today morning. Both the teenagers were taken to hospital where doctors said they were brought dead.

"Both the victims were brothers. We have launched a manhunt to nab the vehicle responsible for the tragedy. The driver has fled from the scene of occurrence along with the vehicle", a senior police officer said.

A pall of gloom descended on the entire Gandhi Nagar residential and commercial area in the city when the news about the accident spread there. The parents of the deceased teens live in this area.

2 policemen fired for not acting in Badaun gang-rape case

LUCKNOW: Facing relentless media attention and growing criticism for a series of rapes, state officials in Uttar Pradesh have fired two police officers for failing to investigate the disappearance of two teenage cousins, who were gang-raped and later found hanging from a tree.

But in a country with a long history of tolerance for sexual violence, the firings on Friday also came as the state's top official mocked journalists for asking about the attack.

''Aren't you safe? You're not facing any danger, are you?'' Uttar Pradesh chief minister Akhilesh Yadav said in Lucknow, the state capital. ''Then why are you worried? What's it to you?''

The gang rape, with video of the girls' corpses hanging from a mango tree and swaying gently in a breeze, was the top story on Friday on India's relentless 24-hour news stations. But in just the past few days, Uttar Pradesh has also seen the mother of a rape victim brutally attacked and a 17-year-old girl gang-raped by four men.

Uttar Pradesh is India's most populous state, with nearly 200 million people.

Official statistics say about 25,000 rapes are committed every year in India, a nation of 1.2 billion people. But activists say that number is very low, since women are often pressed by family or police to stay quiet about sexual assaults.

Indian police and politicians, who for decades had done little about sexual violence, have faced growing public anger since the December 2012 gang-rape and murder of a young woman on a moving New Delhi bus, an attack that sparked national outrage over the treatment of women.

On Friday, the state's former chief minister lashed out at the ruling government.

''There is no law and order in the state,'' said Mayawati, who uses only one name. ''It is the law of the jungle.''

Hours later, the chief minister ordered that suspects in the attack be tried in special ''fast track'' courts, to get around India's notoriously slow judicial system.

The girls, who were 14 and 15, were raped in the tiny village of Katra, about 180 miles (300 kilometers) from Lucknow.

Police say they disappeared on Tuesday night after going into fields near their home to relieve themselves, since their house has no toilet.

The father of one girl went to police that night to report them missing, but he said they refused to help.

When the bodies were discovered the next day, angry villagers silently protested the police inaction by refusing to allow the bodies to be cut down from the tree.

The villagers allowed authorities to take down the corpses after the first arrests were made on Wednesday. Police arrested two police officers and two men from the village, and were searching for three more suspects.

The girls were dalits, from the community once known as ''untouchables'' in India's ancient caste system. The fired policemen and the men accused in the attack are Yadavs, a backward-caste community that dominates that part of Uttar Pradesh. The chief minister is from the same caste.

On Thursday, officials suspended two local police officers for ignoring the father's pleas for help. They were fired on Friday.

Top state official Anil Kumar Gupta said the two policemen had been charged with criminal conspiracy for refusing to file a complaint or take any action.

Meanwhile, the chief minister's mocking comments to reporters were not a surprise to many in India.

Last month, Yadav's father-a former chief minister and head of the state's ruling party-told an election rally that the party opposed a law calling for gang rapists to be executed.

''Boys will be boys,'' Mulayam Singh Yadav said. ''They make mistakes.''

Kavita Krishnan, a women's rights activist, said such comments make clear to police that rape isn't taken seriously by officials.

She called the chief minister's Friday comments ''a trivialization of rape.''

While sexual assaults are reported across India, there have been a string of high-profile attacks in just the past few days in Uttar Pradesh.

On Thursday, police arrested three men for brutally attacking the mother of a rape victim after she refused to withdraw her complaint.

The attack, in the town of Etawah, followed the May 11 rape of the woman's teenage daughter. A local man was arrested after the mother filed a complaint with authorities.

Five men-including the father, a brother and a cousin of the man accused in the rape-followed the victim's mother away from her house on Monday and beat her relentlessly, demanding she drop the accusation, said Dinesh Kumar, the town's police superintendent. The mother was in critical condition in a hospital, with numerous broken bones and internal injuries.

Police arrested three men on Thursday for the attack and were looking for two others.

On Wednesday, a 17-year-old woman was attacked in a field and raped by four men in southwestern Uttar Pradesh, police said. One man has been arrested.

Japan says Chinese ships in disputed waters

TOKYO: Two Chinese coastguard ships sailed into disputed waters off Japan-administered islands in the East China sea on Saturday, officials said, as the United States warned Beijing over increasing territorial assertiveness.

The Japanese coastguard said the vessels entered the 12-nautical-mile band of territorial waters around one of the Senkaku islands, which China also claims and calls the Diaoyus, around 10 am (0100 GMT).

Chinese vessels and aircraft have regularly approached the East China sea archipelago-thought to harbour natural resources-since Tokyo nationalized some of the islands in September 2012, setting off the latest spate of incidents in a long-running territorial dispute.

Saturday's incursion was the first of official Chinese vessels into the disputed waters since May 2 and the 12th this year.

China is also locked in territorial disputes, in the South China sea, which Beijing claims almost entirely.

There have been incidences of Vietnam and China ramming each other's vessels recently while in 2012 the Philippines lost control of rich fishing grounds after a tense standoff with China.

Brunei, Malaysia, the Philippines and Vietnam-claim parts of the sea, with Manila and Hanoi being the most vocal in opposing China's claims. Taiwan is also a claimant.

At the annual Shangri-La Dialogue in Singapore on Saturday, US defence secretary Chuck Hagel accused China of "destabilising actions" in the South China sea.

He also warned that Washington would not "look the other way" if international order is threatened.

Top US diplomat, Nisha Desai Biswal, to travel to India next week

WASHINGTON: Nisha Desai Biswal, the Obama administration's point person for South and Central Asia, will travel to India next week to hold talks with officials of the new government on a series of bilateral and regional issues.

Biswal, the assistant secretary of state for South and Central Asia, would be in New Delhi from June 6 to 9, the State Department said on Friday.

This would be the first visit of a top American diplomat to India after Narendra Modi was sworn in as the country's Prime Minister this week.

During her visit, the State Department said, Biswal will meet with a range of officials in the new government to review the full scope of bilateral and regional issues.

"This will be the first visit to India by a senior State Department official since India's national elections this spring. While in New Delhi, assistant secretary Biswal will also meet with key strategic thinkers and business leaders," the State Department said.

Biswal would reach New Delhi from Beijing, where she would be travelling from June 4-6.

During her Beijing stay, Biswal would meet a range of Chinese government officials to engage in regional consultations, including economic engagement and connectivity.

While in Beijing Biswal will also meet with scholars and think tank representatives to discuss opportunities for regional trade linkages along the New Silk Road and the Indo-Pacific Economic Corridor, the statement said.

She will start her travel from Dushanbe, Tajikistan, June 2-3 to lead the US delegation to the third session of the US-Tajikistan Annual Bilateral Consultations.

In Dushanbe, she will meet with senior Tajikistani officials and political leaders, civil society and youth representatives, and officials from international organizations.

Bangladesh, Myanmar exchange fire in fresh border tension

DHAKA: Tensions escalated afresh along the Bangladesh-Myanmar frontier as border forces of the two countries traded gunfire for hours sparked off by the killing of a Bangladeshi guard on patrol, officials said on Saturday.

"The two border forces mobilized further on the border after they exchanged gunshots for several hours late yesterday," a local journalist told PTI by phone.

He added that residents of at least eight frontier villages were evacuated to safety from near the zero line while an alert was issued for the people along the border though no fresh gunshots were exchanged on Saturday.

Border Guards Bangladesh (BGB) chief Major General Aziz Ahmed said told the media Myanmar's Border Guard Police (BGP) opened fire afresh on Bangladeshi frontier troops after asking them to come to a certain location to take back a body, believed to of slain BGB soldier Mizanur Rahman.

"Since morning (Friday) Myanmar troops (through common sources) had been giving us several locations on the borders to handover the body and our troops followed their suggestions," he said.

But, he said, when the BGB members went to a certain point, instead of handing back the body, the Myanmar forces suddenly opened fire forcing the "the BGB members to fire back in self-defence".

BGB officials at Bandarban frontier, the scene of the tension, said no fresh casualty was caused but unconfirmed reports said two more BGB soldiers went missing during the firing at the thickly-forested frontier on Friday.

The officials did not confirm the claim but said the escalated tensions made the situation "unsuitable" for any flag meeting with Myanmar border forces on the zero line.

On Wednesday, Myanmar's border troops suddenly opened fire on BGB soldiers who were on a routine patrol at the Naikhangchharhi area when Rahman went missing.

The people in the area later said that Rahman collapsed on the ground as the Myanmar border police started shooting and after the retreat of the BGB patrol team they took him away from the no man's land.

The foreign ministry earlier summoned Myanmar's envoy in Dhaka, Than Myo Myint on Friday, to protest the unprovoked action and demanded an investigation into the incident.

Bangladesh shares a 190-kilometre southeastern border with Myanmar.

Ex-Microsoft CEO Ballmer to buy NBA's LA Clippers for $2 billion

LOS ANGELES: Former Microsoft Corp chief executive Steve Ballmer has won the bidding for the NBA's Los Angeles Clippers franchise with a $2 billion offer, a source with knowledge of the bidding said on Thursday.

Ballmer outbid two groups, one led by media mogul David Geffen that offered $1.6 billion and another from Los Angeles investors who bid $1.2 billion.

An official representing Ballmer had no immediate comment.

The Clippers came up for sale after the NBA banned owner Donald Sterling for life because of racist remarks he made in a recorded conversation that was leaked last month to TMZ.com.

Sterling, who has vowed to fight the NBA's punishment, would have to approve the sale, as would league owners.

CHENNAI: AirAsia India, which will launch its domestic services on June 12 with a flight service between Bangalore and Goa, on Friday announced an inaugural airfare of Rs 990 inclusive of taxes.

The booking would begin at 9:30pm on Friday, AirAsia India CEO Mittu Chandilya said at press conference in Chennai.

There will not be business class seats. "We will have hot seats spread across the aircraft. It will have more leg space and will be priced a little more," he said.

He said the airline would launch its Bangalore-Chennai operation on June 20. It is planning a few more routes and will start operation one after another. Routes were selected after comprehensive studies.

The Chennai-based airline is looking for point-to-point operations with a turnaround time of 20 minutes. "Will connect tier two cities also. We have only one aircraft now (A320), and 10 more are expected to arrive this fiscal year," he said.

Bangalore would be the airline's second base, he added. More routes would be announced in the coming days. The airline is planning to cover 10 cities. However, it may not be flying to Mumbai any time soon.

"Our business model will be different from other airlines in the country. We will have promotional offers but will hold on to Rs 990 fare from Bangalore to Goa for some time. The target will be AC first class travellers of Indian Railways. A lot of our pricing will be based on that. Airport cost will not affect our business, at least the airports that we have selected to fly from," he added.

"We will be happy if we get 60% of load factor," he added.

Other domestic airlines have slashed fares soon after AirAsia India announced start of booking from Friday. "We are not bothered about competitors reducing prices. They will be bleeding themselves if they are trying so. We can go on for a long time with low prices," said Chandilya.

AirAsia India was looking at cutting the cost right from the way uniforms are handled to the number of printouts taken at offices, he said.

"Indian aviation has a few distinct features like the way airlines operate -- low cost carriers offering fares higher than full services carriers, different fuel prices and infrastructure at airports," he said.

4 National Liberation Front of Tripura insurgents surrender in Tripura after fleeing from Bangladesh

AGARTALA: Four insurgents of outlawed National Liberation Front of Tripura (NLFT), who fled from their hideouts in neighbouring Bangladesh, have surrendered to Assam Rifles in North Tripura district, the police said on Friday.

The ultras identified as Parimal Debbarma, Mohan Kumar Koloi, Dayananda Tripura and Bibhas Tripura surrendered at the Assam Rifles camp at Anandabazar on Thursday and deposited one carbine and one pistol.

The police said the ultras were involved in kidnapping and extortion.

During interrogation, the ultras said that their outfit was facing funds crunch as their operations were almost stopped due to deployment of Tripura State Rifles (TSR), a paramilitary force specially trained in anti-insurgency operations in strategic positions and proactive action of security forces in Bangladesh against them.

Tripura shares 856km long border with Bangladesh.

On Sunday last, three ultras of the same outfit surrendered to BSF personnel at Sidhai BOP, a border outpost about 50km from here, and laid down two AK-series rifles, one pistol and 200 cartridges.

Maharashtra: Ex-office bearer of panchayat samiti gunned down by Naxals

GADCHIROLI (Maharashtra): A former office-bearer of a village panchayat samiti in the district was killed by Naxalites, police said on Friday.

Around three-four armed Naxalites barged into the residence of Etapalli panchayat samiti's former deputy chairman - Ghisu Mattami - on Thursday night, when he was sitting in the courtyard with his wife, and fired at him, they said.

The Naxals immediately fled from the spot.

The grievously injured Mattami was admitted to a rural hospital at Etapalli where he was declared dead by doctors, police said.

Mattami's wife Lalita, the present chairman of Etapalli panchayat samiti, escaped unhurt in the attack.

Police have launched a search for the assailants and are conducting further investigation.

This is the third major attack by Naxals in Gandchiroli district this month.

On May 25, a former zilla parishad member was murdered by the rebels at Nilamguda village in Aheri taluka of the Naxal-hit district.

Prior to that, on May 11, seven policemen were killed in a landmine blast triggered by Naxalites near Murmuri village in Chamorshi taluka of Gadchiroli.

Himachal CM withdraws defamation case against Arun Jaitley

SHIMLA: Himachal Pradesh chief minister Virbhadra Singh has unilaterally withdrawn the defamation case filed against Arun Jaitley, the Union finance minister.

The chief minister, who had filed three defamation cases in January against former chief minister P K Dhumal, his son Anurag Thakur and BJP leader Jaitley for making "defamatory allegations" against him, has withdrawn the case against Jaitley.

"The defamation case against Jaitley stands withdrawn as I do not wish to press the issue now as Jaitely is finance minister of the country and the state government has to interact with the Union Ministry on important financial matters concerning the state," the chief minister told reporters on Thursday.

The case was withdrawn recently. Reacting to the move, BJP spokesman Ganesh Dutt said that "by withdrawing the defamation case filed against Jaitley, it has become clear that Virbhadra Singh had filed a false case in the first place".

"Such a move by the chief minister has damaged the reputation of Jaitley and he should apologize for it," he said.

1984 anti-Sikh riots cases: SAD to push for proper probe, early hearings

AMRITSAR: Shiromani Akali Dal president Sukhbir Singh Badal on Friday said the party will soon hold a discussion with the Union home ministry on the issue of 1984 anti-Sikh riots to put perpetrators of heinous crime behind bars.

"SAD will soon discuss the ongoing legal proceedings with the Union home minister to ensure proper investigations and early hearings of the cases to put the perpetrators of heinous crime (1984 anti-Sikh riots) behind bars," Badal told reporters after paying obeisance at Golden Temple here along with his wife and Union minister Harsimrat Kaur Badal.

He asserted that the time has come to punish the architects of "Sikh genocide".

Accusing previous UPA-led Centre of shielding "culprits" of anti-Sikh riots, Punjab deputy chief minister said the new NDA-led government at the Centre has build up the trust of Sikhs who have been fighting for the last 30 years to get justice.

Badal said SAD was confident that Centre led by Prime Minister Narendra Modi would deliver justice as early as possible by adopting every legal and administrative measure.

Answering a query regarding recently concluded Lok Sabha poll results, SAD president said they accept and respect the mandate of people in Punjab.

He said SAD-BJP will soon start introspection exercise to gauge the performance of government vis-a-vis parties.

He said the main focus of the ruling combine will be all-round development of state and welfare of all sections of society.

Badal also reviewed Rs 78.08 crore Golden Temple Plaza project and issued directions to the authorities concerned to conclude the construction before given deadline.

Badal said the plaza will be open for public in August. He also reviewed the construction of multipurpose hall and state-of-the-art information centre. He said there will also be a world class waiting hall for devotees and tourists.

Meanwhile, Union food processing minister Harsimrat Kaur Badal said the development in food processing sector will be her priority and special efforts would be launched in this regard.

She said proposals for setting up of food processing units in Punjab and other states will be approved without any delay for the facilitation of peasantry.

Pings at heart of MH370 hunt not likely from black box: US navy official

SYDNEY: Four acoustic transmissions that have been the focus of the search for missing Malaysia Airlines Flight 370 are no longer believed to have come from the plane's black box, a US navy official said on Thursday.

The navy's deputy director of ocean engineering Michael Dean told CNN there was now broad agreement that they came from some other man-made source unrelated to the jet that disappeared on March 8 carrying 239 people.

He said if the ping-emitting beacons had come from the plane's onboard data or voice recorders they would have been found by now.

"Our best theory at this point is that (the pings were) likely some sound produced by the ship ... or within the electronics of the towed pinger locator," Dean said.

"Always your fear any time you put electronic equipment in the water is that if any water gets in and grounds or shorts something out, that you could start producing sound," Dean added.

He said it was not possible to absolutely exclude that the pings came from the black boxes, but there was no evidence now to suggest they did.

The US navy pinger locator, dragged by the Australian ship Ocean Shield, was used by searchers to listen for underwater signals in the remote southern Indian Ocean in an area where satellite data suggested the plane went down.

A series of signals it picked up promoted Australian Prime Minister Tony Abbott to say he was "very confident" they were from the black box from the plane that vanished en route from Kuala Lumpur to Beijing.

It led to the deployment of a US mini-sub to scour the sea bed, but it has failed to find any sign of the jet.

Asked by the broadcaster if the other countries involved in the search — which is being led by Australia — had reached the same conclusions, Dean replied "Yes."

Hundreds rally in Nepal to mark 61st anniversary of Everest conquest

KATMANDU: Hundreds of people in Nepal's capital have held separate rallies to mark the 61st anniversary of the first conquest of Mount Everest and to remember the 16 Sherpa guides who died in an avalanche last month on the world's highest mountain.

New Zealander Edmund Hillary and his Sherpa guide, Tenzing Norgay, became the first climbers to reach the top of Everest on May 29, 1953. More than 500 people, including mountaineers and trekking guides, marched in Katmandu on Thursday to mark the day.

A separate rally was held Wednesday night in memory of the 16 guides killed in an April 18 avalanche just above Everest's base camp. Participants held candles and pictures of the guides who died in the disaster.

Maharashtra ministry expansion: NCP's Awhad to become minister

NCP state unit's working chief Jitendra Awhad is likely to be inducted into the Maharashtra government as a Cabinet minister during the ministry expansion on Thursday.

Raj Bhavan sources said on Thursday morning that only Awhad is likely to be sworn in.

NCP, which is Congress' ally in the state government, is bringing in Awhad to fill up the vacancy created by the ouster of Vijaykumar Gavit, sources said.

Gavit, a regional heavyweight, was expelled from NCP after his daughter Heena Gavit contested from Nandurbar Lok Sabha constituency on a BJP ticket. She went on to win the seat by defeating 9-term Congress MP Manikrao Gavit.

It was not yet clear if NCP leader Fouzia Khan, minister of state for education and culture whose tenure as the Member of Legislative Council expired in March, will be retained.

There are allegations that she worked against NCP's candidate in Parbhani during the elections and the party has issued a show-cause notice to her.

Sources said if Khan was dropped, Samajwadi Party MLA and Vijaykumar Gavit's brother Sharad Gavit could be made a minister.

Meanwhile, Congress sources said there had been no decision yet on fresh inductions from its side, and the party may keep three portfolios in its quota vacant.

The last reshuffle took place in June 2013 when NCP dropped Ramraje Naik-Nimbalkar, Laxman Dhobale, Gulabrao Devkar, Babanrao Pachpute, Bhaskar Jadhav, and brought in Sanjay Savkare, Uday Samant, Shashikant Shinde, Madhukar Pichad and Dilip Sopal.

The assembly elections in Maharashtra are due later this year.

Japan oil tanker explodes off southwest coast; 1 missing

TOKYO: A Japanese oil tanker exploded Thursday off the country's southwest coast near Himeji port, leaving one of the eight people aboard missing, the coast guard said. Four others were severely injured.

Photos and video from the scene showed billowing clouds of black smoke as coast guard vessels sought to douse the fire, which gutted the middle of the Shoko Maru, a 998-ton tanker based in the western city of Hiroshima.

Seven people were rescued, though four suffered severe burns, public broadcaster NHK reported. A search was underway for the missing man, the tanker's captain, it said.

The cause of the explosion was unclear, said coast guard spokesman Koji Takarada. NHK said crew members were working on the deck of the tanker at the time of the blast.

5 killed as bus catches fire near Wardha in Maharashtra

NAGPUR: In a tragic incident, five passengers were almost burnt alive in an air-conditioned bus coming to Nagpur from Jalgaon near Talegaon, around 100km from here, on Thursday morning. The incident took place on Nagpur-Amravati highway. Around 15 were injured.

The bus, which belonged to Nagpur-based Baba Travels, was engulfed into flames when most of the passengers were in slumber early morning. There were around 30-35 passengers in the bus. The passengers were being rescued by local police with the help of villagers before being shifted to Government medical college and hospital in Nagpur.

Prima facie probe indicated that a lighted cigarette butt could be behind the incident. Talegaon police in Wardha district and fire department are conducting probe. Senior officials too have rushed to the spot.

SC allows Sahara to start the process of sale of three overseas hotels

NEW DELHI: Supreme Court on Thursday allowed Sahara group to start the process for sale of its shares in three hotels, one in London and two in New York.

The group will write to Bank of China, which had advanced loan for purchase of the hotels, for consent and place it on record of SC in a week the outcome of such communication.

The top court also allowed the Sahara group to sell 9 properties and mortgage Aambay valley to raise Rs 5,000 crore in cash and Rs 5,000 crore in bank guarantee required for release of Subrata Roy on interim bail.

Roy is in jail since March 4.

Reducing interest rate for home loans will be my priority: Venkaiah Naidu

NEW DELHI: Soon after taking charge of the urban development and housing ministry, Venkaiah Naidu said that his priority will be to ensure housing for all by 2020 and to reduce interest rate for home loans.

He said that during Atal Bihari Vajpayee regime, interest rate was brought down from 11% to 7%-7.5%. Now it has gone beyond 10%. Naidu said that he will take up this issue with the finance minister Arun Jaitley.

"Housing is a priority area and it's my passion," he said.

US applauds Modi-Sharif meeting, says 'cautiously hopeful'

WASHINGTON: Applauding the meeting between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif, the US has said it was "cautiously hopeful" about the improvement in the ties between the two neighbours.

"We are cautiously hopeful that that (Modi-Sharif meeting) could be a positive indicator, but we're also mindful that this will be very important to the dynamic going forward," a senior Obama administration said when asked about the meeting between the two South Asian leaders in Delhi.

Responding to a question, the official said the Obama administration is hopeful that the initial indication between both Islamabad and New Delhi is a positive one.

"Sharif responded to the invite in attending the inauguration, the first such visit in many years, and as well, reminiscent of the last time there was significant progress between the two countries when the BJP came to power during Prime Minister Sharif's previous term as Prime Minister in the late '90s, and they made progress along lines that looked very much like what we have now," the official said.

The official was referring to the series of peace initiatives launched by the then Prime Minister Atal Bihari Vajpayee, the Delhi-Lahore bus initiative being one of them.

Another senior official said the White House has seen a constructive tone set from the very beginning by Modi and by Sharif, who was one of the first leaders to speak to the Indian Prime Minister after his victory in the elections.

"He traveled to India for the inauguration, was able to see Prime Minister Modi there. We always encourage India and Pakistan to pursue dialogue that can reduce tension. We believe that that is in the interest of the entire region. And so we'll continue to encourage that," the official said.

"So with that new leadership in India, the new leadership in Pakistan, and the new President coming to office in Afghanistan this year, I think we have an opportunity to have that discussion about how all the countries in the region can provide for a greater stability and security. And that's certainly something we're going to pursue," the official said.

Meanwhile, the state department spokesperson Jen Psaki applauded the Modi-Sharif meeting.

"We welcome the news of Prime Minister Sharif's visit to India for Prime Minister Modi's inauguration and their subsequent bilateral meeting," Psaki told reporters.

"We continue to welcome any and all steps India and Pakistan take to strengthen and deepen their dialogue and cooperation," she added.

"We applaud any efforts between India and Pakistan to create economic opportunities for the people of both countries that can contribute to a more secure, stable and prosperous region. So we certainly support and applaud the news of the weekend," Psaki said.

UP train accident toll rises to 28, probe into collision to begin on Thursday

LUCKNOW: The toll in two trains' collision in Uttar Pradesh's Sant Kabir Nagar district has risen to 28 and a probe into the accident will begin on Thursday.

Chief Commissioner of Safety (Railways) Prabhat Kumar Bajpayi would be arriving at the site of Gorakhdham Express-goods train collision in Sant Kabir Nagar on Thursday and begin investigating the reasons that led to it.

The toll in the accident rose to 28 with the discovery of the badly mauled body of the assistant driver of the train.

Identified as Ravi Ranjan, resident of Bihar, the assistant driver was found in the mangled remains of the engine of the train.

Railway officials said seven injured passengers continue to be critical.

As many as 53 passengers are admitted at various medical facilities.

The up line on the route between Gorakhpur and Lucknow has been opened for traffic while the down line is likely to be repaired by Wednesday noon, officials said.

"While we have repaired the tracks, the main and loop lines will take a few more days to take optimum traffic," an official told IANS.

More than two dozen trains have either been diverted, cancelled or terminated mid-way due to the accident on Monday.

Officials fear that the number of dead could increase as cranes and cutters were still at work.

It is time-consuming operation but we are trying to be sure that no one is in the debris of the coaches, a North-Eastern Railways (NER) official overseeing the operations said.

The Gorakhpur bound Gorakhdham Express rammed into a stationary goods train in Sant Kabir Nagar on Monday. Union minister Kalraj Mishra and minister of state for railways Manoj Sinha on Tuesday visited the accident site and announced an ex-gratia payment of Rs 2 lakh for the families of the dead and Rs 1 lakh for those critically injured.

Two foreigners injured in attack on US consulate vehicle in Herat, Afghanistan

HERAT: At least two foreign security personnel were wounded in an attack on a US consulate vehicle in the western Afghan city of Herat on Wednesday, officials said.

The vehicle was on its way to the airport when an unidentified gunman on a motorbike shot at it with a rocket-propelled grenade in Enjeel district of the city, district chief Basher Ahmad told AFP.

The incident came five days after insurgents attacked an Indian mission in the same city, injuring two policemen.

TDP demands Bharat Ratna for late N T Rama Rao

HYDERABAD: Paying tributes to its founder-president and former chief minister N T Rama Rao on his 91st birth anniversary, the Telugu Desam Party (TDP) on Wednesday urged the Centre to confer Bharat Ratna, the country's highest civilian honour, on him.

A resolution to this effect was unanimously adopted at the TDP's two-day annual conclave Mahanadu at Gandipet, 25-km from here, today.

"It is the desire of all Telugus to see Bharat Ratna conferred on NTR. I will request Prime Minister Narendra Modi to honour NTR with the highest civilian award. I will pursue the issue till the end," TDP president N Chandrababu Naidu announced, while moving the resolution.

He said NTR was the doyen of Telugu cinema and later carved out a niche as a political leader of tall order not only in Andhra Pradesh, but also in the country.

Chandrababu said he would also pursue the issue of renaming Hyderabad International Airport after NTR.

"The old (Begumpet) airport bore NTR's name, but the Congress unceremoniously removed it. Now that the Union civil aviation minister (Ashok Gajapathi Raju) is our man, I will pursue the issue and get the Hyderabad airport named after NTR," Chandrababu said.

NTR's son and MLA-elect Nandamuri Balakrishna, Chandrababu's son Nara Lokesh and senior party leaders paid tributes to NTR on the occasion and recalled his services to people.

Earlier in the day, Chandrababu, Balakrishna and members of their family visited NTR Ghat here and offered floral tributes at the samadhi.

2G scam: Court to hear arguments on bail plea of Raja, Kanimozhi on May 30

NEW DELHI: A Delhi court on Wednesday said it would hear on May 30 the arguments on bail pleas of former telecom minister A Raja, DMK MP Kanimozhi and seven other accused, charged by the enforcement directorate (ED) in a 2G scam-related money laundering case.

Special CBI Judge OP Saini said this after special public prosecutor UU Lalit informed the court that he would file the replies on the bail pleas on May 30.

During the hearing, the counsel appearing for the accused told the court that scrutiny of documents filed by ED was going on as they have not yet received the complete sets of papers filed along with the chargesheet. The court directed ED to supply all the documents to the accused during the day itself and asked the defence counsel to complete the scrutiny by May 30.

"Deficiency in documents have been pointed out by all the advocates...put up for reply on bail applications and scrutiny of documents on May 30," the court said.

During the hearing, all the accused, except DMK supremo Karunanidhi's wife Dayalu Ammal, appeared before the court. The counsel appearing for Ammal moved an application seeking exemption from personal appearance for her on health grounds. Her counsel told the court that there is "unsoundness of mind" as far as Ammal's health condition is concerned.

The court allowed the exemption plea filed by Ammal's counsel.

Besides Raja and Kanimozhi, Swan Telecom promoters Shahid Usman Balwa and Vinod Goenka, directors of Kusegaon Fruits and Vegetables Pvt Ltd Asif Balwa and Rajiv Aggarwal, Bollywood producer Karim Morani, Kalaignar TV managing director Sharad Kumar and P Amirtham had on May 26 appeared before the court in pursuance to the summons issued against them and had moved their bail pleas.

They were summoned as accused by the court which had taken cognizance of the ED's chargesheet filed against 19 accused — 10 individuals and nine companies.

The court had held that there was "enough incriminating material" on record to proceed against them.

ED has also named as accused Swan Telecom Pvt Ltd, Kusegaon Realty Pvt Ltd (formerly known as Kusegaon Fruits and Vegetables Pvt Ltd), Cineyug Media and Entertainment Pvt Ltd (formerly known as Cineyug Films Pvt Ltd), Kalaignar TV Pvt Ltd, Dynamix Realty, Eversmile Construction Company Pvt Ltd, Conwood Constructions and Developers (P) Ltd, DB Realty Ltd and Nihar Constructions Pvt Ltd.

The money laundering case relates to the 2G scam in which the DMK-run Kalaignar TV was allegedly paid Rs 200 crore by the promoters of Swan Telecom.

ED has claimed the transaction of Rs 200 crore, which was allegedly paid to Kalaignar TV, was "not genuine" and it was a "bribe for grant of telecom licences to DB Group companies".

ED had earlier told the court that its probe into the case emanates from the 2G scam and the accused had allegedly conspired and committed the scheduled offences under the Prevention of Money Laundering Act (PMLA).

ED also alleged that being the then telecom minister, Raja had the principal role in the allotment of 2G licences and he had "assisted" in the offence of money laundering.

It said that Ammal was holding 60% share in Kalaignar TV whereas co-accused Kanimozhi and Sharad Kumar had a stake of 20% each.

ED also alleged there was a "reverse trail" of money from Kalaignar TV to Dynamix Realty through Cineyug Films Pvt Ltd (CFPL) and Kusegaon Fruits and Vegetables Pvt Ltd (KFVPL).

BANGKOK: Thailand soldiers have detained a Cabinet minister who emerged from hiding to condemn last week's coup.

The troops detained education minister Chaturon Chaisang on Tuesday after entering a conference room at the Foreign Correspondents' Club of Thailand in Bangkok where he was speaking.

The surprise news conference was the first public appearance by any member of the ousted government.

The junta, which seized power on Thursday, has detained most top members of the country's elected administration.

Chaturon had urged a return to civilian rule and warned that resistance to the army overthrow could grow, which could lead to ``a disaster for this country.''

Nigerian defence chief says military has located abducted girls

LAGOS: Nigeria's military knows where the more than 200 girls abducted by Boko Haram are but has ruled out using force to rescue them, the state news agency quoted Chief of Defence Staff Air Marshal Alex Badeh as saying on Monday.

Seven weeks since Boko Haram militants abducted more than 200 girls taking exams at secondary school in the remote northeastern village of Chibok, little is known of their whereabouts or what the military is doing to get them out.

"The good news for the parents of the girls is that we know where they are, but we cannot tell you," Badeh was quoted by the News Agency of Nigeria (NAN) as saying.

"But where they are held, can we go there with force? We can't kill our girls in the name of trying to get them back."

Most officials think any raid to rescue them would be fraught with danger and probably not worth the risk that the girls would be killed by their captors — an Islamist group that has shown a high degree of ruthlessness in killing civilians.

Since the girls were captured, according to a Reuters count, at least 470 civilians have died violent deaths in various locations at the hands of Boko Haram, which says it is fighting to establish an Islamic state in religiously mixed Nigeria.

Nigerian President Goodluck Jonathan has branded the group an "al-Qaida of West Africa".

Britain's BBC reported on Monday that a deal was close to being agreed to rescue the girls in exchange for Boko Haram prisoners — a demand the group had made public — but that it was called off at the last minute.

Over the weekend, Senate President David Mark, the country's number three, ruled out a deal with Boko Haram, whose name means "Western education is a sin" in the northern Hausa language.

"This government cannot negotiate with criminals and ... will not exchange people for criminals. A criminal will be treated like a criminal," he was quoted by local media as saying.

Surveillance drones

Nigeria accepted help from the United States, Britain, France and China last week and around 80 U.S. troops have started arriving in neighbouring Chad to start a mission to try to free the girls. Surveillance drones are scanning the Sambisa forest, where parents say the girls were last sighted.

But the forest covers 60,000 square km (23,000 square miles), more than twice the size of Rwanda, and the rebels know the terrain intimately.

Nigeria and its neighbours say Boko Haram, which has killed thousands during its five-year insurgency in Africa's top oil producer and largest economy, now threatens the security of the whole region.

Gunmen killed four Nigerian soldiers on Monday in an ambush on a military patrol in central Plateau state, about 180 km (110 miles) southeast of Jos, a local government official said, although it was not confirmed if this was Boko Haram.

The Islamists have made inroads into Plateau state in the past month, setting off a bomb in Jos last Tuesday that killed 118 people, although it failed to trigger the kind of widespread communal violence to which Plateau has been prone for a decade.

Over the years Boko Haram has slowly morphed from a radical clerical movement opposed to Western cultural influences to a violent network of Islamist fighters and associated criminal gangs that kill, kidnap and extort money.

The insurgents initially attacked security forces and government officials after they launched their uprising in the northeast city of Maiduguri in 2009. When Jonathan ordered an offensive a year ago to flush them out, civilians formed vigilante groups to help out, which then made them targets too.

#YesAllWomen campaign hits Twitter after US shooting

WASHINGTON: A campaign on Twitter denouncing misogyny has gathered thousands of followers after a bloody rampage in California by a 22-year-old virgin who said he was motivated by hatred of women. The hashtag #YesAllWomen was launched to allow women to share stories of misogyny in the wake of Elliot Rodger's assault on Friday in Isla Vista, near Santa Barbara, which saw him kill six people before taking his own life.

While three of Rodger's victims were men, the student had written a lengthy manifesto and posted videos online prior to the assault citing women as the cause of his rage.

In a YouTube video, Rodger spoke of his planned "day of retribution," complaining about a life of "loneliness, rejection and unfulfilled desires."

"I will slaughter every single spoiled, stuck-up blonde slut... All those girls that I've desired so much, they have all rejected me and looked down upon me as an inferior man," he says.

Thousands used the #YesAllWomen Twitter hashtag on Monday.

"#YesAllWomen because every time I try to say that I want gender equality I have to explain that I don't hate men," one poster commented.

"I was born 1918. My mother fought so she, my sister and I could vote. U must fight so ur daughters vote wisely. #YesAllWomen," wrote another.

However the hashtag quickly spawned a rival thread — #NoAllMen.

"#YesAllWomen are Beautiful and #NoAllMen are not Pigs! There is Evil in the World plain & Simple there always has been always will be," one person commented.

Nation remembers Nehru on 50th death anniversary

NEW DELHI: The nation on Tuesday remembered the country's first Prime Minister Jawaharlal Nehru on his 50th death anniversary with several senior leaders paying homage to him.

President Pranab Mukherjee, vice-president Hamid Ansari, former Prime Minister Manmohan Singh, Congress president Sonia Gandhi and her son and Congress vice president Rahul Gandhi paid floral tributes to the departed leader at Shanti Van, his memorial on the banks of Yamuna.

Former Minister of State in the ministry of parliamentary affairs and planning, Rajeev Shukla, Delhi Pradesh Congress Committee (DPCC) president Arvinder Singh Lovely and Congress leader Haroon Yusuf were among those who paid tributes to the leader.

A large number of Congress workers and school children also paid homage to Nehru.

Devotional songs were played and an all-religion prayer meeting was organized at the memorial.

Nehru, who was born on November 14, 1889, died on May 27, 1964.

Pakistan bus accident leaves 10 children, six adults dead

PESHAWAR, Pakistan: A bus accident on Tuesday in Pakistan's northwestern valley of Swat left 16 people dead, including 10 children, officials said.

The bus, carrying passengers home from the central Punjab province to the Kalam hill station in Swat district, crashed on the roadside close to a river in the early hours of Tuesday.

"Sixteen people have been killed in the accident including 10 children and five women. Seven other passengers have been injured," Mehmood Asalam, a senior administration official in Swat, said.

"We don't know any reason for the accident at the moment. It may have been caused because driver slept while driving," said Aslam.

Local police official Shakeel Khan confirmed the death toll, and said that the injured had been taken to a local hospital.

"The injured included three men, as many women and a child," said Khan.

Pakistan has one of the world's worst records for fatal traffic accidents, blamed on poor roads, badly maintained vehicles and reckless driving.

Delhi court issues notice to AAP's Manish Sisodia, Gopal Rai on contempt plea

NEW DELHI: A Delhi court on Tuesday issued notices to Aam Aadmi Party leaders Manish Sisodia and Gopal Rai on a contempt plea seeking action against them for their statements regarding the court order sending Arvind Kejriwal to judicial custody.

Metropolitan magistrate Gomati Manocha sought response from Sisodia and Rai on the plea filed by advocate Pankaj Mendiratta, who alleged that they had made "contemptuous statements" suggesting that the court process in the defamation case against Kejriwal was "not judicious and in accordance with law but was a result of change in political scenario".

The court has now fixed the matter for further hearing on July 11.

In his plea, Mendiratta alleged that Sisodia and Rai have caste "serious aspersions upon the independence of the court giving an impression that the order passed by this court was an after effect of change in government at the Centre thereby undermining and scandalising the judicial process."

The petitioner also alleged that on May 21, when Kejriwal was remanded to judicial custody after he refused to furnish the bail bond in connection with a criminal defamation complaint filed against him by BJP leader Nitin Gadkari, he had seen and heard some "contemptuous statements" by Sisodia and Rai.

"The above statement made on May 21 unambiguously have sent a wrong message to the public at large that the process so adopted by this court was not judicious and in accordance with law but was a result of change in political scenario," the petition said.

The petitioner also claimed that Sisodia and Rai have "clearly conveyed that the courts are not independent and the change in the attitude of the court is at the behest of change in political scenario".

Former Delhi chief minister Kejriwal was sent to judicial custody by a magistrate on May 21 for two days. On May 23, his custody was extended by 14 days till June 6 after he refused to furnish a bail bond when he was granted bail in the case.

"The contemnors (Sisodia and Rai) through their statements tried to convey to the people that the administration of justice is weak and is in the hands of the ruling government," the petition claimed, adding that, these statements have brought the court into "disrepute" and "disrespect."

The petition alleged, "In view of the above facts and circumstances, it is most respectfully prayed that the court may be pleased to pass on order thereby making a reference to the High Court of Delhi for taking action for contempt of court against the said contemnors."

The magistrate had refused to review its May 21 order remanding Kejriwal in judicial custody for not furnishing the bail bond and had asked him to approach the higher court.

Kejriwal was earlier summoned as an accused by the court in the defamation complaint in which Gadkari had alleged that he was defamed by the AAP leader, who had included his name in the party's list of "India's most corrupt".

On May 21, the court had granted bail to Kejriwal in the defamation complaint, saying the offence under Section 500 of IPC was bailable and had asked him to furnish a personal bond.

He, however, was taken into custody after he refused to give the bail bond, saying the case was politically motivated and he does not wish to seek bail. He had said that he was ready to give an undertaking that he would appear in the court whenever required.

The court had on February 28 summoned Kejriwal as an accused in the case, observing that statements allegedly made by the AAP leader have the effect of "harming the reputation" of the complainant.

Sharif made the remark about the need for talks between the two countries before his departure to Islamabad. This is the first time that a Pakistan prime minister will attend oath-taking ceremony of his Indian counterpart.

Sharif is accompanied by his son Hussain and also a 4-member delegation lead by Sartaz Aziz, his adviser on foreign affairs.

While no substantive dialogue is likely during the 30-minute meeting on Tuesday, sources said both the leaders were expected to refer to outstanding issues and the need to act decisively to resolve these. In this context, India expects Sharif to refer to the Kashmir dispute.

Indian officials, however, remain confident that Sharif is not going to meet Hurriyat Conference leaders who have sought invitation from the Pakistan high commission to come to Delhi. No invite had been sent to them until Monday morning though.

Many expect Modi to take a tough line on Pakistan, but Modi himself has been discreet on issues related to foreign policy. He told Sharif, when the latter called him to congratulate him for his victory, that the two countries needed to work together to pull more people out of abject poverty.

NEW DELHI: The Delhi high court on Monday agreed to hear a petition seeking immediate release of Arvind Kejriwal, who was sent to jail after he refused to furnish bail bond in a criminal defamation complaint against him.

The petition submitted that he has been "illegally sent to judicial custody" on a wrong premise of law.

The plea was mentioned by advocate Prashant Bhushan before a bench of justices BD Ahmed and S Mridul which said it would be listed tomorrow for hearing before the court concerned.

The petition challenged the May 21 and 23 orders of a magisterial court remanding Kejriwal in judicial custody for not furnishing bail bond in the criminal defamation complaint filed by BJP leader Nitin Gadkari, saying the same was not mandatory and he should have been allowed to give a written undertaking instead.

The habeas corpus plea, filed on behalf of the Aam Aadmi Party (AAP) leader, has made Gadkari and the Delhi government as parties.

A writ of habeas corpus is used to bring a prisoner or detainee before the court to determine if the person's imprisonment or detention is lawful.

The petition contended that the orders were passed by the magistrate "on the assumption that when an accused appears on his own in a summon case on receiving a summoning order, which allows him to appear even through his pleader, he must furnish a bail bond and if he fails to do so, he would necessarily be sent to judicial custody."

It submitted that this understanding of the law is "totally erroneous."

A former Delhi chief minister, Kejriwal was sent to judicial custody by a magistrate on May 21 for two days. On May 23, his custody was extended by 14 days till June 6 after he refused to furnish a bail bond when he was granted bail in the case.

The magistrate had refused to review its May 21 order remanding Kejriwal in judicial custody for not furnishing the bail bond and had asked him to approach the higher court, challenging the decision.

Kejriwal was earlier summoned as an accused by the court in the defamation complaint in which Gadkari had alleged that he was defamed by the AAP leader, who had included his name in the party's list of "India's most corrupt".

Heavy floods kill 15 in southern China's Guangdong province

BEIJING: At least 15 people were killed and five others remained missing after heavy floods triggered by rains struck south China's Guangdong province.

The rainstorms, stated to be once-in-a-century phenomenon, slashed Guangzhou, Zhaoqing and Qingyuan cities and caused floods, house collapses and mud flows, the provincial flood control and civil affairs authorities said.

More than 140,000 people were affected, 21,000 were evacuated and 1,143 houses collapsed, the provincial civil affairs department said.

Since Wednesday, rainstorms in Guangdong have affected 800,000 people and caused emergency evacuation of 60,000 people and collapse of nearly 3,000 houses.

Sixteen national or provincial highways were closed due to the downpours, state-run Xinhua news agency reported.

Provincial authorities have activated an emergency response system and sent working teams and relief materials to the affected areas, it said.

Egyptian jihadist group Ansar denies 'leader' slain

CAIRO: Egyptian jihadist group Ansar Beit al-Maqdis denied on Sunday that Shadi al-Menei has been killed, after security sources identified him as its leader and said he had died in an ambush.

The group also denied Menei was its leader, in a statement published on Islamist militant, Internet forums, accompanied by a picture of him reading a report about his "death" on a laptop.

The picture could not be immediately authenticated. Ansar Beit al-Maqdis, based in the Sinai Peninsula, has spearheaded attacks that killed hundreds of policemen and soldiers since July last year when the army ousted Islamist president Mohamed Morsi.

"They announced that they killed Shadi al-Menei and that he was the emir (leader) of the group. He was neither killed nor was the emir," the statement said.

The Al-Qaeda inspired group has previously announced the deaths of its operatives and senior commanders, sometimes even before the authorities did.

1200-year-old 'tablet computer' found in ancient shipwreck

WASHINGTON: Turkish archaeologists have discovered a 1,200-year-old wooden object which they claim is an ancient equivalent of a tablet computer.

The device was found within the remains of one of the 37 ships unearthed in the Yenikapi area of Istanbul, the Turkish capital.

Also known as Theodosius Port, it was built in the late 4th century during the reign of the Byzantine Emperor Theodosius I and become the city's most important commercial port.

The wooden object, whose cover is finely carved with decorations, is the size of a modern seven-inch tablet, but much thicker, and probably belonged to the ship's captain.

It consists of a set of five overlaid rectangular panels carved with frames and covered with wax. Notes could be taken on those panels, as shown by writing in Greek which is still visible on the wax.

A primitive "app" is hidden on the bottom panel: a sliding lid revealing a hidden plate with carved spaces, 'Discovery News' reported.

"When you draw the sliding part, there are small weights used as an assay balance," Ufuk Kocabas,, director of Istanbul University's department of marine archeology and the Yenikapi Shipwrecks Project, was quoted as saying by the 'Hurriyet Daily News'.

The sunken ship upon which the device was found, has been dated to around the 9th century AD.

The containers it had been carrying suggest the vessel sailed the Black Sea, transporting goods from Crimea to Kersonesos.

Italian journalist killed in eastern Ukraine

ROME: Italy's foreign ministry says an Italian photojournalist has been killed in eastern Ukraine, where he was covering the conflict ahead of the presidential election.

The ministry said in a statement that Andrea Rocchelli, 30, was killed on Saturday in the area of Slovyansk, a hotbed of pro-Russia, anti-Kiev sentiment. It stressed that the journalist's body, taken to a hospital along with that of a Russian citizen, was awaiting official identification and that Rocchelli's family was arriving in Kiev later onSunday.

The ministry gave no details of how Rocchelli died. But Italian news reports on Saturday night quoted a French photographer who was with the victim as saying that the journalists and a Russian interpreter were hit by mortar fire after taking shelter in a roadside ditch.

Gunbattle on between militants, security forces in south Kashmir

SRINAGAR: A gunbattle broke out between militants and security forces in Kulgam district of south Kashmir on Sunday.

Security forces launched a search operation in Nowpora village of Kulgam district, 53 kms from here, following information about presence of militants there, the police said.

As the security personnel were approaching the house where militants were hiding, the ultras opened fire, triggering a gunbattle, the police said.

The operation was in progress when reports last came, they said, adding there were no reports of casualties on either side so far.

Shatrughan Sinha in hospital for check up

MUMBAI: Veteran Bollywood actor and BJP leader Shatrughan Sinha, who underwent bypass surgery last year, is undergoing a "routine" check up at a suburban hospital here today.

Sinha was admitted to Kokilaben Hospital in July last year after he complained of breathlessness due to some paint work at his residence. He underwent bypass surgery as blockages were discovered in his coronary arteries.

"He is fine. He is in the hospital for routine check up because of the bypass surgery he underwent last year. We prefer not to talk about it," Sinha's son Luv said.

When asked will he be admitted, Luv said, "This kind of check up takes time. The doctors will be in a better position to talk about it".

"All tests are normal and might be discharged later today," Dr Ram Narain, Executive director, Kokilaben Hospital said.

The actor, who made his Bollywood debut in 1969 with 'Sajan', is currently BJP MP from Patna Sahib in Bihar.

Somali parliament hit by car bombing, gun attack

MOGADISHU: A huge car bomb went off near the Somali parliament in Mogadishu on Saturday and heavy gunfire immediately broke out, police and witnesses said.

"There is an attack near the parliament building. There was a car bomb explosion and gunfire broke out. We don't have details so far," police official Husein Ise told AFP.

Witnesses said Shebab militants, the al-Qaida-linked group fighting to overthrow Somalia's internationally-backed government, appeared to be carrying out an attack on the complex while MPs were meeting inside.

It was not immediately clear if gunmen had managed to penetrate the parliament complex, and there were no immediate reports of casualties.

The attack appeared to be similar to a assault on February by the Shebab against the heavily-fortified presidential palace, which saw a car bomb go off at the gates of the Villa Somalia followed by an attack by suicide gunmen which left at least 16 dead including the attackers.

Al-Qaida linked group attacks Somali parliament, four killed

MOGADISHU: A car bomb at parliament in the Somali capital killed at least four people on Saturday, police and Reuters witnesses said. Al-Qaida linked al-Shabaab militants claimed responsibility for the blasts.

Gunfire was heard after the blasts inside the parliament compound, a Reuters witness said. He saw four bodies at the site.

"Two explosions went off inside the Somali parliament house compound," police officer Major Nur Ali told Reuters. Some members of parliament were inside the building at the time, one lawmaker said. Gunfire was also heard from a mosque opposite.

Police confirmed at least four people had been killed.

Mogadishu has been hit by a series of suicide bomb attacks claimed by al Shabaab militants, who were pushed out of the capital about two years ago and have waged a sustained guerrilla campaign since then.

A lawmaker said some of his colleagues were in the compound.

"I am now in the town but I know some of my colleagues are having talks inside the house," the lawmaker, who asked not to be identified, told Reuters.

HC respite for engineering student whose caste claim rejected midway

MUMBAI: The Bombay high court has quashed and set aside an order of the Caste Scrutiny Committee of Maharashtra government which had invalidated the claim of a student, who was pursuing the final year in engineering, that he belonged to the Scheduled Tribe.

A bench, while setting aside the impugned order of September 24, 2010, recently remanded the matter back to the Caste Scrutiny Committee for reconsideration of the claim put by Swapnil Gaikwad, a resident of nearby Thane, that he belonged to Thakur caste, which comes under Scheduled Tribe.

The court opined that in this case, the scrutiny committee had not considered the documents and evidence and wrongly applied law on "affinity test issue, area restriction removal and caste certificates of relatives based on similar wrongly framed issues". Hence, it was setting aside the order.

The court asked the scrutiny committee to reconsider every aspect, by giving an opportunity to all parties. Liberty was given to the student to apply before the committee for filing additional evidence, oral and documentary material.

Justices Anoop Mohota and A A Sayed asked the petitioner to appear before the concerned committee on June 10. Thereafter, the committee was asked to fix the date and schedule the hearing to dispose of the matter early, preferably within four months from the date of receipt of the judgement/order.

The court said that in case the committee passes an adverse order against the petitioner, the same should not be given effect to and/or acted upon for four weeks thereafter from the date of communication of the order.

In that event, the court held that the petitioner would be allowed to finish the engineering course. However, it will be subject to the final decision of the scrutiny committee and/or subsequent challenge, if any.

The judges also ruled that any interim protection granted earlier to the student would continue.

Obama urges Democrats to vote in midterms, attacks Republicans

CHICAGO: US President Barack Obama on Thursday urged Democrats to vote in November elections, saying the chance to pass immigration reform is at risk if Republicans gain control of both houses of Congress.

"We have a congenital defect to not vote in midterm elections," he said at a fundraising reception for Democratic Senate candidates. "The midterm comes and we fall asleep."

Democrats hold a 55-45 seat majority in the Senate, but many analysts give the Republicans an even chance of picking up the six seats they would need to seize control of the chamber. The Republican majority in the House of Representatives is not considered to be in play.

Obama was using an overnight stop in his adopted hometown to attend two fundraisers organized by the Democratic Senatorial Campaign Committee. Tickets for the events, where he was joined by Illinois Senator Dick Durbin and Colorado Senator Michael Bennet, the DSCC chairman, cost between $1,000 and $35,000.

Obama blamed Republicans for congressional gridlock and said they were hostage to an extreme wing and uninterested in compromise.

"What's broken right now is a Republican party that repeatedly says no to proven time-tested strategies to grow the economy," he said.

At stake is the ability to pass immigration reform, reduce emissions that contribute to climate change, and the chance to raise the minimum wage, he said.

The president joked that six years in the White House had taken a toll on him.

"You all look the same and I look like Morgan Freeman," Obama said.

The events were his 22nd and 23rd fundraisers of the year.

Modi's invitations to south Asian leaders a strong signal: US

WASHINGTON: Prime Minister-designate Narendra Modi's invitations to the leaders of south Asian countries including Pakistan to attend his swearing-in ceremony on Monday sends a strong and positive signal, a top American diplomat has said.

"I certainly think that having the regional leaders come (for the swearing-in ceremony) is a strong and positive signal. Beyond that I think, it is really for India and its neighbours to react and respond to," assistant secretary of state for south and central Asia, Nisha Desai Biswal, said.

"I certainly think that it is for the Prime Minister-designate to make the decision and the determination as to what kind of swearing-in (he wants)," she added.

We are looking forward to working very closely with the Prime Minister-designate Modi and his team on what we see a shared agenda for security and prosperity throughout the region and we think that there is tremendous scope for this relationship which has grown so much over the years," she said.

The diplomat acknowledged that there are certainly concerns about the events that existed in 2002 in Gujarat and that the US has been very clear and on the record about it.

"But, we also recognize the Indian electorate has weighed in with resounding mandate for the Prime Minister (designate) and we want to work with him on advancing his goals for India as a regional and global player," she said.

Biswal said US President Barack Obama was very clear in his invitation to Modi that the US looks forward to welcoming him here in the US at the earliest opportunity.

"We have stated quite definitely that he will be welcomed here. That he will travel on A1 visa as a head of State, which is the appropriate category for all heads of State when they travel to the US. We look forward to having in engaged across all areas of endeavour," she said.

Biswal refuted reports that there was delay in appointing a new ambassador to India.

"Knowing how this relationship is, knowing what critical time this is as the new government comes in place, we have selected as charge for those interim months, while those selection and nomination process unfolds, Kathleen Stephens, who is the former US ambassador to South Korea," she said.

Tulsi Prajapati encounter case: Hearing adjourned till June 6

MUMBAI: A sessions court on Friday adjourned till June 6 the hearing in the Tulsiram Prajapati fake encounter case in which former Gujarat minister of state for home Amit Shah is one of the accused.

The court staff recorded the presence of all the advocates and some of the accused and deferred the matter for hearing on June 6, as the designated CBI judge was on leave.

Shah was not present in court. A special CBI court had on May 9 issued summons to Shah and others accused in connection with the case. Earlier, the case was transferred from Gujarat to Mumbai court.

The CBI had filed a chargesheet in the case last September against Shah, the close aide of BJP leader Narendra Modi, and 18 others, including several police officers.

According to CBI, gangster Sohrabuddin Sheikh and his wife Kauser Bi were abducted by Gujarat's anti-terrorism squad from Hyderabad and killed in an alleged fake encounter near Gandhinagar in November 2005.

Following this, Tulsiram Prajapati, a key eye-witness to the encounter, was killed by police at Chapri village in Banaskantha district of Gujarat in December 2006, the probing agency said.

According to CBI, Shah, as minister of state, was allegedly involved in the conspiracy which led to the fake encounters.

Rashtrapati Bhavan to be closed to public on May 24, 25

NEW DELHI: Rashtrapati Bhavan will remain closed to public for two days from Saturday due to preparations for Narendra Modi's swearing-in ceremony on Monday as Prime Minister.

"In view of preparations being made for the forthcoming swearing-in-ceremony, the Rashtrapati Bhavan will remain closed for tours on May 24 and 25, 2014. There will also be no Change of Guards ceremony on May 24," said a release issued today by Rashtrapati Bhavan.

The Change of Guards ceremony is a military tradition which takes place at Rashtrapati Bhavan every Saturday. The building is closed to public from Monday to Thursday and on gazetted holidays.

The sprawling forecourt lawns of the Rashtrapati Bhavan are being readied for Modi's swearing-in ceremony which will be attended by heads of SAARC nations and other VVIPs.

The external affairs ministry has received confirmation from Sri Lanka, Afghanistan, Nepal, Bhutan and Maldives. Bangladesh will be represented by its Speaker Shirin Chaudhury as its Prime Minister Sheikh Hasina is travelling to Japan on that day.

Following the footsteps of former Prime Minister Atal Bihari Vajpayee, Modi has expressed his desire to be sworn at the forecourt so that a large number of visitors can be accommodated.

Norway halts research involving dead infant brains

STAVANGER, Norway: Norway has said that it has halted research on tissues obtained from autopsies after accusations that the work involves using the long-stored brains of dead babies and infants without their parents' consent.

Torleiv Ole Rognum, a senior pediatric pathologist at the Norwegian Institute of Public Health, said that the brains of about 700 boys and girls aged 3 or younger have been autopsied since 1984, mostly to investigate why the child died suddenly.

Rognum, on Wednesday, said that hospital officials had not broken the law because they had informed parents about the autopsies and did not need their permission.

But Rognum said the long-term storage of the brain tissues for later research may have been illegal and the institute was investigating.

Tuareg rebels kill Mali soldiers, seize northern town

BAMAKO: Tuareg militants killed several Malian soldiers during clashes in the rebel bastion of Kidal on Wednesday, a United Nations source told AFP, as the insurgents claimed to have taken control of the town.

The fighting shattered an uneasy calm, which had held since the National Movement for the Liberation of Azawad (MNLA) took 32 civil servants hostage during a battle that left eight Malian soldiers and 28 rebels dead.

"The noise of gunfire has stopped ... There are prisoners and deaths among the Malian army's ranks," a source from the MINUSMA, the United Nations peacekeeping mission in Mali, told AFP, adding that the rebels appeared to have the upper hand.

Mohamed Ag Rhissa, one of the leaders of the separatist MNLA, told AFP by telephone his group had taken "control of the whole town of Kidal" and that "we have prisoners".

The fighting first broke out during a visit to Kidal on Saturday by Prime Minister Moussa Mara, whose government is backed by French soldiers who have helped dislodge rebels and armed Islamic extremists from the restive desert north.

The government has said that the MNLA is being backed in Kidal by Islamist fighters from Al-Qaida in the Islamic Maghreb, the Movement for Oneness and Jihad in West Africa (MUJAO) and others.

"Our men are still on the ground fighting the joint forces of AQIM, MUJAO and other militants. That's all we can say at the moment," said a Malian defence ministry source.

Alghabass Ag Intalla, secretary-general of the High Council for the Unity of Azawad, said his group and the Arab Movement of Azawad (MAA) had also playing a key role in the fighting.

"This morning, we were the first to have been attacked by the Malian army. So we took up our responsibilities. We mobilised the MNLA and MAA and together we took control of the city," he said.

The hostages were freed on Monday as 1,500 Malian troops poured into Kidal, sent to restore government control to the bastion of Mali's Tuareg separatist movement, 1,500 kilometres (900 miles) northeast of the capital.

Mali descended into crisis in January 2012, when the MNLA launched the latest in a string of Tuareg insurgencies in the north.

A subsequent coup in Bamako led to chaos, and militants linked to Al-Qaida overpowered the Tuareg to seize control of Mali's northern half.

A French-led military operation launched in January 2013 ousted the extremists, but sporadic attacks have continued and the Tuareg's demand for autonomy has not been resolved.

Tuareg separatists occupied the regional governor's office for nine months before handing it back in November last year as part of a June peace deal that paved the way for presidential elections.

But the process deeply divided the MNLA, whose ultimate goal is the independence of Azawad, the minority Tuareg name for their homeland in northern Mali.

Up until the agreement, the Tuareg group had refused to allow any government soldiers or civil servants into the desert town.

The UN security council said in a statement on Tuesday it "strongly condemned the violent clashes in Kidal on May 17 and 18" calling for an end to violence across northern Mali.

It also called for "sincere" peace talks and "reiterated that only a credible and inclusive negotiation process can bring long-term peace and stability throughout the country".

MINUSMA sources said several hundred people had fled their homes in Kidal to the relative safety of nearby desert camps.

Earlier on Tuesday, Mali's foreign affairs minister asked the security council to expand the peacekeeping mandate and efforts to disarm Tuareg rebels.

With the UN peacekeeping mission soon up for renewal, Abdoulaye Diop requested "a much more robust mandate, under Chapter VII of the UN charter" — which allows for the use of force.

Bamako will honour its commitments to hold "a sincere dialogue" aimed at a definitive peace agreement with the Tuareg rebels, Diop said.

But he accused the MNLA of colluding with terrorist groups, asking for Security Council condemnation.

Holding up pictures of victims of the Kidal battle, Diop said flags of terrorist groups Al-Qaeda in the Islamic Maghreb and of Ansar Dine (Defenders of Islam) were seen "flying from the vehicles of the attackers, next to those of the MNLA".

The UN's special representative to Mali, Bert Koenders, who also participated in the video conference, said the UN "remains deeply committed to restoring Mali state authority in Kidal".

The French army announced on Wednesday it had sent 100 soldiers to Gao, the largest city in northern Mali, where 1,000 of its troops are already stationed.

Blast hits capital of China's western Xinjiang region: Report

BEIJING: An explosion hit a park in the regional capital of China's western region of Xinjiang on Thursday morning, the official Xinhua news agency reported on Thursday.

It was not clear yet whether there were casualties in the blast, which took place in a park in Urumqi at around 8am local time (0000 GMT), Xinhua said.

Explosives hurled from vehicles in China's Xinjiang, several killed: Report

BEIJING: Explosives hurled from two vehicles which rammed an open market in China's western region of Xinjiang killed and wounded an unknown number of people on Thursday, the official Xinhua news agency and a witness said.

China has blamed a series of knife and bomb attacks in recent months on separatist militants from Xinjiang, the traditional home of the ethnic Muslim Uighurs.

The cross-country vehicles rammed into shoppers in an open market in the Xinjiang capital, Urumqi, Xinhua reported, citing witness reports. Explosives were flung out of the vehicles, and one of the vehicles exploded.

A business owner told Xinhua he had heard a dozen big bangs.

The blasts occurred at an open air morning market near Renmin Park in downtown Urumqi. Flames and heavy smoke were seen nearby while the area had been cordoned off after the blast.

Xinjiang has been plagued by violence for years, but rights activists and exile groups say the government's own heavy handed policies in the region have sowed the seeds of unrest.

Photos posted on social media purportedly of the blast, but unverified by Reuters, showed a column of smoke and chaos at the market, with bloodied people lying on the tree-lined road near small stands selling fruit, vegetables and eggs.

"There were two vehicles that drove like crazy toward the morning market ... there were definitely people killed," a witness who declined to give his name told Reuters by telephone.

"The market was total chaos, hawkers and shoppers started running everywhere ... it was definitely a terrorist act. I'm so angry."

Xinjiang blast a 'violent terrorist incident': China police

BEIJING: A deadly blast that hit the capital of China's western region of Xinjiang on Thursday is a "serious violent terrorist incident", China's ministry of public security said. There were major casualties in the blast, the ministry said in a statement on Thursday.

State media had earlier reported that two vehicles rammed into a crowd of people at a morning market in the city of Urumqi. Explosives were hurled from the vehicles, and one of the vehicles exploded.

Domestic security chief Meng Jianzhu vowed to "destroy the arrogance of violent terrorists", the statement said.

Public Security authorities have taken emergency measures, the statement added. Authorities have not published a number of casualties.

The blast comes at a time of heightened tension in the region. China has blamed a string of violent attacks in recent months on separatist militants from Xinjiang.

Iran nuclear deal 'very likely' by July deadline: Rouhani

SHANGHAI: Talks between Tehran and six world powers on a comprehensive deal over its nuclear programme are "very likely" to reach a successful conclusion by a July 20 deadline, Iranian President Hassan Rouhani said on Thursday.

"We are very likely to come to an agreement by the end of July," Rouhani told reporters in Shanghai, speaking in Farsi through a translator. "We can achieve this."

His comments came after an apparently largely fruitless fourth round of negotiations in Vienna last week.

But the UN atomic watchdog said on Wednesday that Iran has agreed to address some of the many long-held allegations that it conducted research into making nuclear weapons before 2003 and possibly since.

The International Atomic Energy Agency said that Iran, which denies ever having sought nuclear weapons, has undertaken to implement "practical measures" by August 25.

"It takes time" to resolve outstanding issues, Rouhani said after he attended a regional security forum in China earlier this week.

"We cannot expect it to be resolved in a few meetings."

Central Railway suburban services disrupted on main and transharbour corridor in Maharashtra

MUMBAI: Suburban services on Central Railway's main as well as harbour lines were disrupted during the morning peak hour on Wednesday.

On mainline, a signal failure on all the four lines at Kalyan around 9.30am held up service in up and down direction.

A rail fracture between Turbhe and Koparkhairane also led to disruption of service for one hour on transharbour corridor that runs services between Thane and Panvel.

A CR official said, "The fracture was spotted around 7.30am and the services resumed by 8.30am."

Since, transharbour corridor has only two lines there is no option to divert the service as is the case on CR's main line were trains can be run on fast or slow corridor if there is a problem on either of the lines."

American Center attack case: SC commutes death sentence of convicts to life term

NEW DELHI: The Supreme Court on Wednesday commuted the death sentence of two convicts who were involved in an attack on Kolkata's American Center in 2002 to life imprisonment.

The apex court bench of Justice AK Patnaik and Justice Fakkir Mohamed Ibrahim Kalifulla while commuting the death sentence held that Aftab Ahmed Ansari, one of the convicts, will undergo life imprisonment till the end of his life.

The other convict Jamaluddin Nasir will undergo life imprisonment of 30 years without any remission.

The attack took place on Jan 26, 2002 in which five people, including four policemen, were killed.

In this matter seven people were tried, five were given varying terms of imprisonment and two were awarded death sentence by the trial court. The same was upheld by Calcutta high court.

Justice Kalifulla, while pronouncing the judgment, said, "Imposition of death penalty is not warranted."

Ukraine crisis: US sends another warship to the Black Sea

WASHINGTON: The US Navy is sending a guided missile cruiser to the Black Sea, the Pentagon said on Tuesday, the latest bid by Washington to to reassure allies worried over Russia's intervention in Ukraine.

"I can confirm the Vella Gulf, a Navy cruiser, will be going in to the Black Sea probably later this week," Pentagon spokesman Rear Admiral John Kirby told reporters.

The Vella Gulf will arrive in the Black Sea after the recent departure of the frigate USS Taylor, which left the area on May 12.

Since the crisis in Ukraine began in March, the United States has deployed troops to Eastern European countries for joint drills and sent ships to the Black Sea for exercises with NATO states in the area.

But the 1936 Montreux Convention that governs the Black Sea bars outside countries from keeping warships in the strategic waters more than 21 days.

The Pentagon, keen to allay the concerns of allies bordering Russia, has said it would keep up regular deployments of troops to NATO members in Eastern Europe through the end of the year.

The higher US military profile also would "include naval presence in and out of the Black Sea," according to Kirby.

He also said there was no sign of a Russian withdrawal of troops from the Ukrainian border, despite an announcement of a pullout from Moscow.

"They are still in the tens of thousands," Kirby said. "We have not seen any withdrawal activity," he said.

Ukraine said earlier that Russian troops had moved away from the border, but stopped short of confirming a full withdrawal as demanded by the West.

Ukraine's border service issued a surprise announcement early Tuesday that none of the estimated 40,000 Russian soldiers were now stationed within 10 kilometers (six miles) of the country.

Hamas leader says rift with PLO to end soon, fight against Israel to continue

DOHA: Hamas leader Khaled Meshaal said on Tuesday the Islamist group was close to mending rifts with rival President Mahmoud Abbas's Palestine Liberation Organization, but vowed resistance against Israel will continue.

Speaking at a gathering in Doha to mark "Nakba", the annual commemoration of what Palestinians term the catastrophe of their displacement when Israel was founded, Meshaal said Hamas has made sacrifices for the reconciliation to take place.

"We have turned the page on this division... Hamas has already made sacrifices and this was necessary to be closer with our brothers, but with the invader we will not make any compromises," he said.

Hamas and the PLO announced a unity pact on April 23 after a long line of failed efforts to reconcile seven years of bickering. It envisions a unity government within five weeks and national elections six months later.

Israel said after the announcement that Abbas had chosen Hamas over peace and cancelled a session of US-brokered talks with the Palestinians that had been scheduled for Wednesday night in Jerusalem.

A source close to Hamas said details of the pact are currently being finalised between the two groups in Doha.

Earlier this month, Abbas was in Doha for what was described as a personal visit. However, he met with Meshaal and the two held "positive" discussions, according to local media reports in Qatar.

This week Palestinian politician Jibril Rajoub, who has close ties with Abbas, was in Doha and also met Meshaal, a source familiar with the matter said.

"I'm aware that many real challenges lay ahead. We can overcome them," said Meshaal.

Since the unity pact was signed on April 23, Hamas members have complained of arrests in the West Bank by security services loyal to Abbas. Meshaal said he urged the Palestinian Authority to stop the arrests.

In 2007, Hamas seized control of Gaza, ousting forces loyal to Abbas, a year after it swept parliamentary elections.

Along with the United States and the European Union, Israel views Hamas as a terrorist organization and says Abbas' efforts to unify with the group show he is not serious about extending the troubled negotiations.

However, Meshaal views the reconciliation as "opening new options" for attaining the Palestinians' common goals.

"The reconciliation does not mean an end to our resistance against the invaders, resistance will continue as long as the occupation exists."

Former MP and CPM leader Umanath dies aged 92

CHENNAI: R Umanath, one of the senior leaders of the Communist Party of India (Marxist), died in Trichy on Wednesday morning after a brief illness.

He was 92 and is survived by his daughters U Vasuki, a CPM state secretariat member, and Nirmala Rani, a lawyer.

Umanath was born in Kozhikode, Kerala, in 1922 and shifted to Chennai during his student days. He was elected to the Tamil Nadu legislative assembly as a CPM candidate from Nagapattinam constituency twice (in 1977 and 1980).

He served as a Lok Sabha member for two terms. He was elected to the third and fourth Lok Sabhas from the Puddukottai constituency.

A trade union leader for many years, Umanath was also a former Tamil Nadu state committee secretary of the CPM.

His wife, Papa Umanath, one of the founders of the All India Democratic Women's Association (AIDWA) died in 2010 at the age of 80.

UN chief hopes Modi would attend UN general assembly in September

UNITED NATIONS: UN chief Ban Ki-moon would "very much hope" that India's new Prime Minister Narendra Modi will attend the UN general assembly later this year and particularly participate in the climate change summit, according to a top official of the world body.

"We would very much hope that Modi would come to the general assembly and especially attend the secretary general's climate change summit," Ban's spokesperson Stephane Dujarric told PTI yesterday when asked if the UN chief has spoken to Modi following his election as India's Prime Minister.

"India has a big role to play on the issue of climate change, has very important contributions to make and we would hope to see him here in New York in September for this climate change summit," Dujarric said.

Ban had last week commended the Indian government, its people and the political parties on peacefully conducting its weeks-long general elections, in which Modi's BJP had registered a historic win.

Ban had said the conclusion of the elections in India demonstrated once again that India's popular designation as the world's largest democracy is well deserved.

Modi had tweeted the congratulatory messages he received from world leaders on his win and appointment as India's new leader.

In a tweet, Modi had expressed gratitude to the UN chief "for his good wishes" and said: "India values our long and proud relationship with the UN. We will continue our active contribution to the @UN & work with all the nations towards world peace & development."

Credit Suisse guilty on US felony charge, fined $2.6bn

WASHINGTON: Credit Suisse admitted guilt and was fined $2.6 billion Monday for helping Americans avoid taxes, the first time in 20 years a major bank has been punished on US criminal charges.

US authorities said the Swiss bank, one of the world's largest wealth managers, helped thousands of rich people hide money in accounts under false names and in fake foundations for decades.

In one case, a wholly-owned subsidiary of the bank had been used to hide money from US tax collectors for more than a century, they said.

In a negotiated deal, Credit Suisse admitted guilt on one felony criminal charge of conspiracy to aid tax evasion and to pay the steep fine.

As part of the deal it can continue operating in the United States without fear of losing its license.

"This case shows that no financial institution, no matter its size or global reach, is above the law," US Attorney General Eric Holder said.

"When a bank engages in misconduct that is this brazen, it should expect that the Justice Department will pursue criminal prosecution to the fullest extent possible, as has happened here."

The single charge filed in the federal district court in Alexandria, Virginia said Credit Suisse "did unlawfully, voluntarily, intentionally, and knowingly conspire" to help US citizens prepare and file false income tax returns.

The Justice Department said the Swiss bank helped people hide incomes in sham nominee accounts, destroyed account records, and hand-delivered money from the accounts to help clients avoid taxes.

"Hundreds of Credit Suisse employees including at the manager level conspired to help tax cheats," said US Attorney Dana Boente.

"The bank went to elaborate lengths to shield itself, its employees, and the tax cheats that it served from accountability."

The fine is the largest so far in a sweeping, years-long US push to force Switzerland to stop serving as a tax haven.

Thirteen other Swiss banks have been targeted in similar probes, and 100 others have been pressed to cooperate with US authorities and pay penalties for helping clients avoid US tax laws.

Eight Credit Suisse employees have been indicted, and two have pleaded guilty, though none of them top executives.

US officials said the effort has persuaded 43,000 US taxpayers to disclose offshore assets and pay more than $6 billion in back taxes.

The $2.6 billion the bank has agreed to pay includes $1.8 billion in fines and restitution to the Internal Revenue Service, the US government tax collector.

In addition, the bank will pay $715 million to the financial services regulator of New York, where the bank is primarily licensed, and $100 million to the Federal Reserve.

In February Credit Suisse also paid $196 million to the Securities and Exchange Commission for violations.

"Pursuing international tax evasion is a priority area" said IRS Commissioner John Koskinen. "We will continue to follow the money here in the United States and around the world."

The case stood as a warning to US tax payers, but as well to major financial institutions.

US justice authorities have been under great criticism for not prosecuting large banks especially for acts that led to the 2008 financial crash.

While no US banks appear at the moment to face criminal charges, authorities are also reportedly negotiating a prosecution deal with French Bank BNP Paribas over business it allegedly did with Iran, Sudan and other countries in violation of US sanctions regimes.

BNP last year set aside 789 million euros ($1.1 billion) to resolve the case, but has allowed that fines paid could be much larger.
