Jan Lokpal Bill: Special Delhi assembly session at IGI stadium on Feb 16

NEW DELHI: Delhi Cabinet on Friday decided to call a special session of assembly to take up the Jan Lokpal Bill that seeks to punish corrupt officials on February 16 at the Indira Gandhi Indoor Stadium instead of historic Ramlila ground as announced by ruling AAP earlier.

Minister Manish Sisodia said a meeting of the cabinet has decided to call the assembly session from February 13 to 16 and the House will sit at the Indira Gandhi stadium on the last day of the session where public will also be invited to attend.

The Aam Aadmi Party government had earlier announced that it will convene a special session at Ramlila ground, the venue of Anna Hazare's anti-graft movement, to pass the much-talked about bill which was one of the main poll planks of the party.

Officials said the cabinet decision on convening the assembly session will have to be cleared by lt governor Najeeb Jung.

The Delhi Police had opposed government's proposal to convene the session at the Ramlila ground, citing security issues.

Chief minister Arvind Kejriwal said the cabinet discussed the draft of the Jan Lokapal Bill and a final decision on it would be taken on Monday.

It has also been learnt that government is mulling fixing six months as time limit to complete investigation in corruption cases.

The draft bill, prepared by a committee headed by the chief secretary, has kept the chief minister's office under the ambit of the Lokayukta.

Soon after assuming office in December, Kejriwal had said his government would pass the Jan Lokpal Bill from Ramlila ground by the first week of February.

A committee headed by the chief secretary and secretaries of urban development, law and finance departments, besides advocate Rahul Mehra was given the responsibility of drafting the bill.

Afghanistan election campaign kicks off as Nato troops exit

KABUL: Afghanistan's election campaign kicks off on Sunday, with 11 candidates vying to succeed President Hamid Karzai as the country enters an uncertain new era without the aid of Nato combat troops to fight the Taliban.

A dispute between Kabul and Washington over whether a small force of US soldiers stays behind beyond 2014 is likely to dominate the two-month campaign, which will culminate in Afghanistan's first-ever democratic transfer of power.

Karzai has ruled the country since the fall of the Taliban in 2001, surviving assassination attempts and the treacherous currents of Afghan political life as billions of dollars of military and development aid poured into the country.

He is barred from seeking a third term, leaving an open field to compete in the April 5 vote, which is likely to trigger a second-round run-off in late May between the two strongest candidates.

Tipped to go through to the run-off stage is Abdullah Abdullah, the suave opposition leader who came second to Karzai in the chaotic and fraud-riddled 2009 election.

Among the other heavyweight candidates are former finance minister Ashraf Ghani, Karzai loyalist Zalmai Rassoul and the president's low-profile elder brother Qayum Karzai.

Afghan politics has been focused for months on the bilateral security agreement (BSA), which would allow about 10,000 US troops to be deployed in the country after Nato withdraws by December.

Karzai was expected to sign the deal late last year, but he has stalled and said his successor might now complete negotiations -- plunging relations with the US, Afghanistan's key donor, to a fresh low.

US Defense Secretary Chuck Hagel said Karzai's foot-dragging risked leaving Washington no time to plan its post-combat mission.

"You can't just keep deferring and deferring because at some point the realities of planning and budgeting collide," the Pentagon chief told reporters on Thursday.

But US officials concede that they are waiting for a change at the top. Karzai "is the elected president of a sovereign nation, and our ability to influence whatever decisions he makes is limited", Hagel said.

Western and Afghan officials say all 11 candidates support the BSA but, except for Abdullah Abdullah, they have declined to say so publicly for fear of clashing with Karzai.

"It is in the interest of Afghanistan to sign the BSA," Abdullah said this week. "It is better (if) candidates have the courage to talk on behalf of their own people regardless of who is upset.

"This issue has left Afghan people worried when they want a good election and for a new administration to come in as a result of a good nationwide campaign."

Taliban insurgents have threatened to target the campaign, and the Afghan police and army face a major challenge with little support from the dwindling number of Nato troops.

Asia rings in Year of the Horse with fireworks, festivities

BEIJING: Fireworks illuminated the skies across Asia and millions of families gathered together on Friday to usher in the Year of the Horse, kicking off a week of celebrations that included a performance by Braveheart actress Sophie Marceau on China's annual televised gala.

Residents from China's small towns and villages to its sprawling megacities rang in the Lunar New Year, the country's most important holiday, by indulging in feasts of dumplings and rice cakes and exchanging hongbao, red envelopes stuffed with "lucky money".

Many of them were among the hundreds of millions of people, including 245 million migrant workers, who had crammed planes, trains and buses to return to their hometowns in what is the world's largest annual human migration.

Chinese communities across Asia also came together to celebrate, marking the holiday with flowers and offerings. Hong Kong was due to hold a massive fireworks display over Victoria Harbour on Saturday, the second day of the new year.

The lunar calendar is based on the cycles of the moon and through Chinese folklore ascribes 12 animals, one for each year in the rotating cycle. The horse is in the seventh position.

In China, the horse is traditionally associated with loyalty and energy, and is considered the second-most popular animal sign of the zodiac, after the dragon.

The phrase for "at once" in Chinese literally means "on horseback", and some popular New Year cards this year have featured money, houses or cars on horseback, expressing the sender's wish of speedy good fortune for the receiver.

This year, however, is set to be a dramatic one, according to Hong Kong feng-shui masters, as it is the Year of the Wood Horse — incorporating the dramatic element of fire.

Conflicts, disasters, record high temperatures, an economic chill in Asia and more trouble for pop star Justin Bieber all lie in wait this year, celebrity feng-shui master Alion Yeo told AFP earlier this week.

On Thursday, Beijing was a cacophany of light and sound as residents took to the streets to light firecrackers — traditionally believed to scare away evil spirits — into the wee hours of Friday.

But by morning, the capital was mostly quiet, as most of the migrant workers who comprise more than a third of its 20 million population had left the city to celebrate the new year in their ancestral homes.

Beijing saw a slump in fireworks sales this year amid pollution concerns among residents and a move by city officials to cut the number of licensed firework retailers by 12 percent, the state-run China Daily reported.

Levels of the small particulate pollution known as PM2.5 ranged from 140 to 160 micrograms per cubic metre from 6 pm to midnight Thursday — a figure that was still well above the World Health Organisation's recommended level of 25 micrograms, but "much better" than the all-time peak of 1,000 recorded last Lunar New Year's Eve, Beijing's environmental watchdog said Friday.

State broadcaster CCTV aired its annual five-hour gala, a tradition dating back to 1983 and featuring comedians, dancers and singers. The hugely popular programme last year drew 750 million viewers in China alone, according to the broadcaster.

For 24 years it featured Peng Liyuan, the wife of Chinese President Xi Jinping, who is a soprano singer with the rank of army general. She retired from the show shortly after her husband joined China's Politburo in 2007.

This year it featured French actress Marceau, who performed Edith Piaf's signature song, "La Vie En Rose", in a duet with Chinese pop star Liu Huan.

But Chinese rocker Cui Jian, who inspired the 1989 Tiananmen Square pro-democracy movement and was in talks to perform on the show, did not feature. The Beijing News daily quoted his manager as saying he had refused to "change the words" of his songs.

In additional to giving traditional hongbao, or red envelopes, some Chinese this year have taken to sending Lunar New Year money by smartphone.

The popular mobile chat app WeChat, which has more than 600 million subscribers, this week introduced a new feature allowing users to send an electronic new year "envelope" of up to 200 yuan ($33), the China Daily reported.

Three IPS officers transferred by Uttar Pradesh govt

LUCKNOW: Three IPS officers, including two district police chiefs, have been transferred by the Uttar Pradesh government, official sources said on Friday.

While IG, Prosecution Amitabh Thakur has been transferred to Civil Defence department in the same capacity, Superintendent of Police, Siddharth Nagar Anant Dev and SP Amethi Hiralal have swapped places after transfer, they said.

The transfers were announced on Thursday.

Russia says Iran nuclear talks set for February 18 in New York

MOSCOW: Talks between Iran and six world powers on a deal for Tehran to curb parts of its nuclear programme in exchange for sanctions relief will be held in New York on February 18, a Russian diplomat said on Friday, according to the Interfax news agency.

"Agreement has been reached that the next meeting at the level of 'political directors' will take place on Feb. 18 in New York," Interfax quoted Mikhail Ulyanov, head of the Foreign Ministry's security and disarmament department, as saying.

THIRUVANANTHAPURAM: Patrolling and combing operations would be stepped up in some forests of Kerala where presence of Maoists has been reported by intelligence agencies, state home minister Ramesh Chennithala told the state assembly on Friday.

The Government has decided to formulate effective steps to tackle the Maoists on the basis of a political consensus, the minister said in reply to a question.

The UDF Government had earlier this week convened an all party meet to discuss the issue and evolve a consensus on tackling the ultras, about which almost all mainstream parties shared concern.

The intelligence agencies have reported presence of Maoists in forests in Kannur, Wayanad, Kozhikode and Malappuram in north Kerala.

They are found to be making efforts to build pockets of influence in areas close to tribal settlements by cashing in on the woes of the marginalised sections.

Apart from raising the vigil, the all-party meet had resolved to address the grievances of tribals like prompt delivery of ration and healthcare besides safeguarding their land from further alienation.

Justin Bieber turns self in on expected assault charge in Canada

TORONTO: Justin Bieber has turned himself in to Toronto police for an expected assault charge.

The baby-faced 19-year-old arrived on Wednesday evening at a police station to a crush of media and screaming fans.

A police official said the charge has to do with an alleged assault on a limo driver in December. The official spoke on condition of anonymity because they were not authorized to speak publicly.

Toronto police said in late December they were looking into allegations that a member of Bieber's entourage assaulted a limo driver who was ferrying the Canadian pop star and several others. Police said at the time it was unclear whether Bieber was involved.

A spokesman for Bieber had no comment Wednesday.

Bieber emerged from a black SUV wearing a winter coat and a backwards ball cap before being led through a throng of police and reporters.

Earlier Wednesday, he pleaded not guilty in Florida to charges of driving under the influence after driving nearly twice the speed limit on a Miami Beach street. He also pleaded not guilty to resisting arrest and driving with an expired license.

The pop star lately has drawn more attention for his brushes with the law than for his music. His arrival at the Toronto police station was no different _ the singer debuted a music video for his song ``Confident'' on Wednesday afternoon, just as news of his expected arrest was breaking.

Bieber remains under investigation for felony vandalism in Los Angeles County over an egg-tossing episode that damaged his neighbor's home. Detectives searched his home on Jan. 14, and prosecutors have sought additional information before determining whether to pursue charges.

The cases have overshadowed the recent release of his latest album. Its reception has been far from the chart-topping success Bieber had after he debuted in 2009, with multiple platinum albums.

Last year, Bieber made headlines for everything from clashing with a paparazzo to fainting at a show to being photographed smoking marijuana. The paparazzo is suing Bieber for assault and battery.

German authorities charged him thousands of dollars after he abandoned a pet monkey that they seized from him for failing to have proper vaccination papers.

The singer also had to apologize to Bill Clinton after cursing the former president and spraying his photo with cleaning fluid in a New York City restaurant kitchen.

Bieber was discovered through a YouTube video of him performing, and his career has been guided by a pair of music industry heavyweights, singer Usher and manager Scooter Braun. He has been nominated for two Grammy Awards for his 2010 full-length album debut ``My World 2.0,'' but his popularity has waned.

Braun tweeted Wednesday evening, ``i ask people to be kind and hope for the best in people. not assume the worst. Thanks.''

Hundreds of living, dead pythons found in US home

SANTA ANA, California: A schoolteacher was arrested on Wednesday after hundreds of living and dead pythons in plastic bins were found stacked floor to ceiling inside his stench-filled suburban California home.

As investigators wearing respirator masks carried the reptiles out of the house by the score and stacked them in the driveway, reporters and passers-by gagged at the smell. Some held their noses or walked away from the five-bedroom home to get a breath of air.

"The smell alone, I feel like I need to take a shower for a week," said police Cpl. Anthony Bertagna. "They're pretty much in all the bedrooms, everywhere."

Officers found as many as 400 snakes, as well as numerous mice and rats, in the Santa Ana home of William Buchman after neighbors complained about the smell. He was arrested for investigation of neglect in the care of animals, Bertagna said.

Buchman, 53, was still in custody Wednesday afternoon, Bertagna said. The Newport-Mesa Unified School District, where he works, declined comment, saying it was a police matter.

Buchman has not yet had a court appearance or been formally charged and it wasn't clear if he had an attorney.

Authorities said he lived alone, and neighbors said his mother, who had lived with him, had passed away within the past few years.

Sondra Berg, the supervisor for the Santa Ana police department's Animal Services Division, said four of the five bedrooms in the home were stacked from floor to ceiling and wall to wall with plastic bins on wooden and metal racks. The bins were packed so tightly, Berg said, that they didn't require lids because there was no room for the snakes to slither out.

Each snake was catalogued by name and type, and Berg said Buchman told authorities he was involved in a snake-breeding enterprise.

"House of Horrors: That's the best way to describe it," Berg said of the house. "I mean there's so many dead snakes ... ranging from dead for months to just dead. There's an infestation of rats and mice all over the house. There are rats and mice in plastic storage tubs that are actually cannibalizing each other."

Some of the snakes were little more than skeletons. Others, only recently dead, were covered with flies and maggots.

US hopes Pakistan is aware of its nuclear responsibilities

WASHINGTON: The US has said that it is confident that Pakistan is well aware of its responsibilities regarding its nuclear weapons.

"The United States is confident that Pakistan is well aware of its responsibilities with respect to nuclear security and has secured its nuclear arsenal accordingly," the State Department said in a statement yesterday.

The US has stated this clearly earlier too, including in a State Department press statement of September 4, 2013 and the October 23, 2013 US-Pakistan Joint Statement issued as part of the visit of Pakistan Prime Minister Nawaz Sharif.

This week's Joint Statement was issued following the ministerial level US-Pakistan Strategic Dialogue stated that "Secretary Kerry expressed confidence in Pakistan's commitment and dedication to nuclear security and appreciated Pakistan's efforts to improve its strategic trade controls."

He also recognised that Pakistan is fully engaged with the international community on nuclear safety and security issues, the statement said.

The US statement came after a new report in The New York Times raised questions over the security of the Pakistan's nuclear arsenals.

In Islamabad, Pakistan claimed that it follows best practises and standards set by the International Atomic Energy Agency to safeguard its nuclear assets and it has an impeccable record of safely operating nuclear power plants for over 40 years.

Asian shares dive as Fed cut sparks emerging market fears

HONG KONG: Asian markets slumped on Thursday, extending a global rout on renewed fears about emerging economies after the US Federal Reserve pressed ahead with its stimulus reduction and central banks in Turkey and South Africa jacked up interest rates.

The dollar and euro sank against the yen as dealers scurried into safer investments after the Fed decision, while Asian sentiment took a further blow from data showing Chinese manufacturing contracted in January.

Tokyo dived 3.33 per cent by the break, Sydney shed 1.00 per cent, Hong Kong fell 1.42 per cent and Shanghai lost 0.20 per cent. Singapore was down by 1.02 per cent, Manila by 1.37 per cent and Jakarta 1.15 per cent.

Taipei and Seoul were closed for public holidays.

Wall Street and European markets sank on Wednesday after the Fed said it would reduce its bond-buying programme by $10 billion a month to $65 billion, citing a pick-up in the US economy. The move followed a similar announcement in December.

Investors took flight after the announcement, which stoked fears of huge capital flows from emerging markets that have benefited from the Fed's cheap money policies, as dealers look for safer investments back home.

In New York the Dow dived 1.15 per cent, the S&P 500 fell 1.01 per cent and the Nasdaq shed 1.14 per cent. London, Frankfurt and Paris were all down too.

Global equity and forex markets have been in turmoil since the end of last week after a plunge in the Argentine peso sparked fresh worries about developing economies.

Anxiety about economic growth has been exacerbated by preliminary data from HSBC indicating manufacturing activity in China -- the world's second-biggest economy -- had contracted in January.

On Thursday the banking group confirmed that its purchasing managers' index for China had fallen to 49.5 this month, the lowest figure since July.

Sharp rate hikes by Turkey and South Africa on Wednesday failed to stem heavy losses in their currencies as developing economies around the world battle against foreign traders repatriating their cash.

Russia, Brazil and Argentina also faced further drops in their units, despite the International Monetary Fund stressing there was not a general panic and that each faces specific challenges.

Fed ignores emerging markets

Despite the global jitters, Fed policymakers made no mention of emerging markets, leaving investors with little comfort, analysts said.

"The market was discouraged by the fact that they did not refer to emerging economies," said Hirokazu Kabeya, senior strategist at Daiwa Securities.

Investors are "wary that authorities may be a bit too optimistic... They could have said something like they would be 'watching the situation closely'," Kabeya added.

"With that, the market atmosphere would be very different now."

In early foreign exchange trade the dollar and euro held their own against the yen compared to New York trading, although down heavily from Asian trading levels on Wednesday. The yen is considered a safe-haven investment in times of trouble.

The greenback fetched 102.22 yen compared with 102.25 yen late in New York, well down from 103.30 yen in Tokyo Wednesday. The euro sat at 139.53 yen, compared with 139.71 yen in US trade but also well down from 141.05 Wednesday.

The single currency was also at $1.3657 against $1.3662.

Emerging market currencies were also under pressure. Turkey, where political upheaval is fuelling market fears, doubled its benchmark rate to 10.0 per cent, while South Africa announced a rise of half a percentage point.

In India, rates went up a more modest quarter-point, aiming to slow inflation, itself also partly a consequence of the rupee's slump.

The moves had only a brief impact on the respective currencies. The Turkish lira jumped about 3.0 per cent to 2.17 to the dollar after the rate hike, but then shed half those gains. It was sitting at 2.2692 per dollar Thursday.

South Africa's rand was at a five-year low of 11.38 to the dollar shortly after the rate hike announcement. Although it rebounded later to 11.2976, that was still lower than the pre-rate hike rate.

"Asian markets are suffering from a double whammy - the general (emerging markets) sell-off and the Fed tapering. The more fragile currencies - the (Indonesian rupiah) and the (Indian rupee) -- are likely to be under particular pressure," Credit Agricole said.

Indonesia's rupiah weakened to 12,215 to the dollar compared with 12,160 Wednesday, although the Indian rupee firmed to 62.4075 against 62.4680.

In oil trade New York's main contract, West Texas Intermediate for March delivery, gained 29 cents to $97.65 in early Asian trading while Brent North Sea crude for March was up six cents at $107.91.

Gold, another safe-haven investment, rose to $1,262.93 at 0242 GMT, compared with $1,257.11 late Wednesday.

NEW DELHI: The Aam Aadmi Party (AAP) executive will on Thursday review its preparations for the April-May Lok Sabha polls and discuss the controversies involving its members.

"The meet will review the preparations for Lok Sabha elections and discuss the number of seats to be contested," a party statement said.

"Discussions will also be held on various controversies in the past one month including law minister Somnath Bharti and expelled MLA Vinod Kumar Binny," it added.

Bharti courted controversy over his action against an alleged sex-and-drugs ring in south Delhi.

AAP MLA from Laxmi Nagar Binny was expelled from the party Jan 26 for publicly making what it termed "false statements" against the party and its leadership.

Sonia Gandhi cautions against forces weakening secular ethos

NEW DELHI: Cautioning people against forces weakening the country's secular ethos, UPA chairperson Sonia Gandhi on Wednesday said communal harmony should not be disturbed over small, local incidents which should be dealt with sternly without any bias.

She also expressed hope that the Communal Violence Bill would soon be tabled in Parliament, saying it is aimed at protecting social amity and the nation's secular legacy.

Apparently referring to the Muzaffarnagar riots, the Congress President said police should ensure that communal harmony is not disturbed over small, local incidents and they should be dealt with sternly without any bias.

"It is the government's responsibility to protect and encourage secular values and ensure that minorities get equal opportunities. It is necessary that minorities feel secure and have trust in law and order mechanism. We should be cautious of powers which weaken India's secularism," she said.

She was speaking at the inauguration of National Waqf Development Corporation, which seeks to develop waqf properties for the welfare of Muslims.

The Corporation fulfils yet another promise of the UPA, she noted.

The cabinet, she said, had already given its nod to the Communal Violence Bill. "I am hopeful that it would be tabled in Parliament soon," Gandhi said.

The UPA government was committed to the development of minorities and the amount of money spent on schemes aimed at their welfare has risen ten-fold in the last 10 years, she observed.

She, however, cautioned the government that only good schemes are not enough and their effective execution is the key.

"I want to stress that effective execution of schemes is also very necessary. The ground reality is that sometime the benefits of these projects do not reach the targeted people. That is why it is necessary to put in a strong mechanism to deal with complaints," she said.

The 'fearless' speech writer behind Obama's State of Union address

WASHINGTON: Six days before the State of the Union address, Cody Keenan posted on the photo-sharing site Instagram a blurred image of a speech draft with President Barack Obama's notes in the margins. He ended the post with "#SpoilerAlert #InsideSOTU-Cody."

No amount of eye-squinting could decipher the details, but if anyone knew exactly what Obama intended to say in his annual address to the nation, it was chief speech writer Keenan.

The 33-year-old Keenan wrote what will be his State of the Union address numero deux after taking over duties last year from Jon Favreau, who left after five years in the job.

A Chicago native who once worked for the late Senator Edward Kennedy of Massachusetts, Keenan joined Obama as an unpaid summer campaign intern in 2007 as Obama sought the Democratic presidential nomination.

At the end of the internship, he returned to Harvard University's John F. Kennedy School of Government to earn a master's degree in public policy, graduating in 2008.

When the White House called, Keenan jumped at the chance to join the administration, according to a 2010 interview he did with the Kennedy School.

Keenan's speechwriting career took off after he crafted the impassioned speech that Obama delivered at a memorial service for victims of a 2011 shooting spree in Tucson, Arizona, where former Representative Gabrielle Giffords was seriously injured.

Keenan, a former high school football player with a hipster-esque beard, also helped write the president's eulogy to Ted Kennedy in 2009.

Obama himself is an accomplished and prolific writer, and Keenan has said it is challenging to meet the president's high standards.

"Our jobs are remarkably like graduate school," Keenan said in the Kennedy School interview. "You get a paper assignment, you might pull an all-nighter or come in really early to finish, and you hand it in and then you get his marks back and find out whether (the President) likes it or not."

At Harvard, Keenan studied speech writing and delivery from public policy professor Steven Jarding.

Jarding described Keenan as passionate and fearless. The classes included mock interviews and presidential debates, drills that did not intimidate Keenan, he said.

"He would come to my office and ask, 'How do I get my foot in the door?'" Jarding told Reuters on Tuesday.

Images of Keenan donning a pirate costume and arm hook while chatting with Obama, and his flirtatious Instagram teases of the State of the Union address reveal a side that his former professor described: "He doesn't take himself seriously, and yet he is a serious person."

When Obama takes the stage Tuesday night, Keenan's skills will also be on trial, Jarding said.

"Even in a room (full of) exceptional students, I knew that this is somebody that we should watch, and that is something that we're going to see unfold tonight," Jarding said.

WASHINGTON: The US will continue to focus on the Asia-Pacific region and shape a future of greater security, President Barack Obama said on Tuesday, even as he vowed to veto any congressional bill imposing new sanctions on Iran to give "diplomacy a chance to succeed".

In his sixth annual address to the Congress, Obama touched upon various areas of the world, emphasising on key aspects of his foreign policy. There was no mention of India in his speech, wherein he cited China once in an economic context.

"We will continue to focus on the Asia-Pacific, where we support our allies, shape a future of greater security and prosperity and extend a hand to those devastated by disaster - as we did in the Philippines, when our Marines and civilians rushed to aid those battered by a typhoon, and were greeted with words like, 'We will never forget your kindness' and 'God bless America!'," Obama said in his annual State of the Union address to the Congress.

Observing that in a world of complex threats, US's security and leadership depends on all elements of its power, Obama said American diplomacy has rallied more than fifty countries to prevent nuclear materials from falling into the wrong hands and allowed to reduce reliance on Cold War stockpiles.

"American diplomacy, backed by the threat of force, is why Syria's chemical weapons are being eliminated, and we will continue to work with the international community to usher in the future the Syrian people deserve - a future free of dictatorship, terror and fear," he said.

Attributing the tough sanctions on Iran for bringing Tehran on the negotiations table, Obama threatened to veto any Congressional bill that imposes new sanctions on Iran as negotiations of curtailing the latter's nuclear weapons programme continue.

"The sanctions that we put in place helped make this opportunity possible. But let me be clear: if this Congress sends me a new sanctions bill now that threatens to derail these talks, I will veto it. For the sake of our national security, we must give diplomacy a chance to succeed," he said.

It is American diplomacy, backed by pressure, that has halted the progress of Iran's nuclear programme and rolled back parts of it for the very first time in a decade, the US President argued.

Iran has begun to eliminate its stockpile of higher levels of enriched uranium, he said.

Waqf assets can be used for development of community: PM Manmohan Singh

NEW DELHI: Prime Minister Manmohan Singh on Wednesday said Waqf assets have the potential of generating considerable returns which could be used for socio-economic development of the community.

Launching the National Waqf Development Corporation Limited (NAWADCO) here, he said it will help facilitate and mobilise financial resources for starting schools, colleges and hospitals on Waqf properties in a transparent manner.

"Today we take another step forward in our efforts to promote the interests of minorities in our country," the Prime Minister said.

"Waqf assets have the potential of generating considerable returns which could be used for socio-economic development of the community," he said.

UPA chairperson Sonia Gandhi was also present at the inauguration of NAWADCO, a new central public sector enterprise under the minority affairs ministry.

The corporation is one of the several initiatives that the minority affairs ministry has taken since its inception in 2006. Government has recently enacted the Waqf (Amendment) Act, 2013.

Highlighting the minority card, Singh said, "UPA government has been unwavering in its commitment for promotion and protection of minorities."

The corporation is expected to play a crucial role in the development of Waqf properties for welfare of the community.

Singh also noted that the government has implemented most of the recommendations of the Sachchar Committee. The establishment of NAWADCO is a follow up of Sachchar Committee recommendation.

India has the largest number of Waqf properties in the world. There are more than 4.9 lakh registered waqf properties in the country and the current annual income from these properties is about Rs 163 crores.

Kashmir Valley freezes in sub-zero temperatures

SRINAGAR: The cold wave tightened its grip on Kashmir Valley and Ladakh region as mercury plummeted in most places by several notches and Kargil recorded the season's lowest temperature for the second consecutive night.

"Kargil was the coldest recorded place in Jammu and Kashmir as the mercury settled at a low of minus 20.4 degrees Celsius, which is the lowest for this winter so far," an official of the MeT department said.

He said the town in the frontier region of Ladakh had recorded a low of minus 20 degrees Celsius.

The minimum temperature in Srinagar, the summer capital of the state, went below the freezing point for the first time in the past week as the mercury settled at minus 2.3 degrees Celsius, more than two notches down from the previous night's 0.3 degrees Celsius.

Qazigund, the gateway town to Kashmir Valley, recorded a low of minus 7.0 degrees Celsius, down by over five notches from minus 1.6 degrees Celsius the previous night.

The mercury in Kokernag, in south Kashmir, also dipped by over five notches to record a low of minus 9.3 degrees Celsius as against the previous night's minus 4.1 degrees Celsius, the official said.

The tourist resort of Pahalgam recorded a minimum of minus 12.3 degrees Celsius compared to minus 10.4 degrees Celsius the previous night, while the famous ski-resort of Gulmarg registered a low of minus 11.2 degrees Celsius, compared to minus 11.0 degrees Celsius the previous night.

Kupwara, in north Kashmir, recorded a low of minus 2.1 degree Celsius, down by over two notches from the previous night's 0.1 degree Celsius.

The official said Leh, in the frontier region of Ladakh, recorded a low of minus 12.0 degrees Celsius, against minus 13.0 degrees the previous night.

The MeT department said there is a possibility of scattered to widespread rain or snow on the weekend.

After row, Delhi govt proposes new name for DCW top post

NEW DELHI: The Delhi government has suggested the name of eminent Hindi novelist Maitreyi Pushpa as the new chief of Delhi Commission for Women to lt governor Najeeb Jung.

"As per its promise to appoint a non-political, eminent personality as DCW chairperson, the government has proposed Maitreyi Pushpa's name to the Lt Governor," a government official said on Wednesday.

The suggestion has come in the backdrop of the AAP government accusing the present DCW chairperson Barkha Singh of "politicizing" the role of her office while dealing with the midnight raid episode allegedly involving law minister Somnath Bharti.

69-year-old Pushpa is a Hindi fiction writer and has 10 novels and seven short story collections to her credit.

Best known among her works are 'Chak', 'Alma Kabutari', 'Jhoola Nat' and an autobiographical novel 'Kasturi Kundal Base'.

According to her official website, she also writes for newspapers on current issues concerning women, and is known for her daring stance in her writings.

Pushpa was born in Sikurra village, Aligarh district. She spent her childhood in Khilli, another village in Bundelkhand near Jhansi and did her post graduation in Hindi from Bundelkhand College, Jhansi.

Earlier, DCW had summoned Bharti over allegations that he had led a group of AAP workers on a raid against some African women in south Delhi after claiming they were involved in a drug and prostitution racket.

Bharti had been asked to depose before the commission on January 24, but he had sent his lawyers instead who explained that the law minister was absent due to "some urgencies".

AAP, in a statement, had said it "strongly disapproves of the politicization of the Delhi Commission for Women by its chairperson".

Only 5% pandits missing: Maharishi vedic univerity

WASHINGTON: The Iowa-based institutions of Maharishi Mahesh Yogi have said about only five per cent of the 2,600 vedic pandits, who were brought to the US from north Indian villages, have gone missing in recent years.

"Each of these cases the Immigration and Customs Enforcement (ICE) have been informed about vedic pandits leaving their United States Citizenship and Immigration Services and State Department approved programme at its Iowa campus," said William Goldstein, Dean of Global Development and General Counsel to the Maharishi University of Management.

"Only a small number of the over 2,600 pandits, about five per cent, who have come on this unprecedented vedic programme to the US have gone AWOL (absent without leave)," Goldstein said in an email.

"For the first four years of this programme, it was a very small number. In recent months this number has been unfortunately increasing," he said.

He alleged that they appear to have been induced by individuals providing false and bad information of high earnings, or by unscrupulous employers taking advantage of them.

He also denied allegations of mistreatment of the priests, including giving them low wages.

In an investigative report, Chicago-based ethnic weekly newspaper Hi India alleged that 163 vedic pandits brought to the US lived in pathetic conditions and were paid less than 75 cents an hour.

Goldstein claimed that these pandits come to the US under R-1 visas and thus are not subject to the minimum wage rules.

"They are on R-1 visas. They are not in possession of a visa to be day labourers nor are they equipped to be such. Their visa only entitles them, and they are solely qualified to engage in, their spiritual vocation of meditation and vedic performances," he said.

"They are not subject to minimum wage laws in this spiritual or ministerial vocation, like monks in a monastery," said the official from Maharishi University of Management. The Iowa campus has been specifically inspected and approved for this precise purpose by USCIS, for use as a site for R-1 pandits," he said.

Denying allegations that pandits brought to the US are underage, he said, "No pandit has ever come on the programme under 18 years of age."

He said that it has been agreed with the pandits that of the USD 200 per month base cash compensation, USD 150 will be transmitted to their families in India.

All the pandits, contrary to the allegations, reside in modern, fully heated and air-conditioned comfortable modular homes, with an indoor and outdoor athletic facility and a large organic vegetarian kitchen and cafeteria, along with their meditation halls, classrooms, and Vedic performance halls, he said.

Yogendra Yadav's R-Day Google Hangout raises Rs 18 lakhs

WASHINGTON: A Google Hangout by Aam Aadmi Party senior leader Yogendra Yadav on India's 65th Republic Day raised Rs 18 lakhs from the party's supporters worldwide.

The Google Hangout with Yadav was held in 17 cities across the globe, including London, Amsterdam, Tokyo, Boston, Washington DC, Chicago and Philadelphia, wherein AAP supporters posed direct questions to the leader.

A total of Rs 18 lakhs was raised through the Hangout session, according to a release issued by the party yesterday from Silicon Valley, California.

"This is one of the second highest daily contributions that the AAP has received since the beginning of this year. On New Year's day, the party had raised Rs 40 lakhs," the release said.

The Hangout session coincided with AAP's "Let's celebrate Swaraj" fund-raising campaign for the Republic day.

"It was wonderful to see the response of our global community. Clearly there are huge expectations from the AAP," Yadav said.

"There is no government in the history of Indian politics that has accomplished so much since coming to office. In fact, independent observers are suggesting that we slow down!" he added.

Congress names Kumari Selja, Sultanpur MP Sanjay Singh for Rajya Sabha polls

NEW DELHI: Union minister Kumari Selja was on Tuesday named Congress nominee for Rajya Sabha elections, putting an end to speculation that former Delhi chief minister Sheila Dikshit could be brought to the Upper House from Haryana.

Congress also nominated Sultanpur MP Sanjay Singh from Assam besides re-nominating Assam PCC chief Bhubaneswar Kalita from the state.

Dikshit was being talked about as a probable candidate from Haryana where several local leaders were also aspirants. Five names were suggested from Haryana.

The former Delhi chief minister was also being talked about as the probable nominee from Himachal Pradesh but there, too the high command brought Viplove Thakur as a candidate.

Sanjay Singh hails from Amethi and holds considerable influence there. Amethi is the constituency of Congress Vice President Rahul Gandhi while Sonia Gandhi contests from neighbouring Rae Bareli. There was earlier speculation that Singh could join the BJP.

Congress general secretaries Digvijay Singh and Madhusudan Mistri were among five Congress nominees for Rajya Sabha elections announced on Monday.

From Andhra Pradesh, Congress re-nominated all the three sitting Rajya Sabha MPs, KVP Ramachandra Rao, MA Khan and T Subbarami Reddy. Khan hails from Hyderabad.

The party had on Sunday announced the names of seven candidates, including Motilal Vora, Murli Deora and Ranjib Biswal from Chhattisgarh, Maharashtra and Odisha respectively. Hussain Dalwai was also re-nominated from Maharashtra.

Other nominees were Haji Abdul Salam from Manipur, and Wansuk Syiem from Meghalaya.

Tuesday is the last date for filing nominations for the February 7 polls and the scrutiny will be held on Wednesday.

The last date for withdrawal of candidature is January 31.

Sexual harassment case: Suspended Aligarh Muslim University professor sent to jail

ALIGARH: Suspended chairman of department of law Aligarh Muslim University was sent to jail after his bail plea was rejected.

Professor M Shabbir's bail plea was rejected by Additional Chief Judicial magistrate Vinay Kumar on Monday.

The matter is now scheduled to be taken up in the court of the Additional District Judge today.

Prof Shabbir was suspended in the first week of December following a charge of sexual harassment by a girl student.

He eluded arrest for four weeks before suddenly presenting himself before the court and securing interim bail earlier this month.

It may be mentioned that Prof Shabbir against whom an arrest warrant had been issued in mid December was granted interim bail on Jan 7 in the court of additional district judge after he had surrendered.

On December 3, the girl, studying LLM, had filed a complaint alleging that the professor had indulged in sexual harassment when she met him in connection with a project report.

The university authorities had referred the matter to the Women Complaint Cell and after its report, the professor was suspended on December 5.

Harvard, Wharton annual India conferences to focus on economy

WASHINGTON: Ahead of general elections, India's economy will the broader theme of the two top American universities -- Harvard and Wharton -- for their annual India conferences in the next few weeks.

'India, Turning the Page: Prospects & Paradoxes' is the theme of the Harvard India Conference on February 15 and 16, while 'India: Time to Reboot' is the theme of 18th Wharton India Economic Forum a week later on February 22.

Wharton, which was in the middle of a controversy last year for its decision to first invite and then withdraw the invitation to BJP leader Narendra Modi to address the conference via video, has tried to keep its panel of speakers non-political.

Harvard on the other hand has invited a galaxy of Indian politicians from almost all major political parties for its two-day conference.

Prominent among these include BJP leader Ravi Shankar Prasad, Congress spokesperson Abhishek Manu Singhvi and CPI leader Sitaram Yechury.

All three have been invited to participate in the panel discussion on 'Global implications of India's 2014 Elections', with Prasad delivering the key note address.

Former Army chief General (retd) V K Singh, who is a member of the Anna Hazare's anti-corruption movement, has been invited to deliver key note address on 'Leadership Lessons from the Indian Army'.

"In the brightest and most challenging phases of India's recent history, we've seen a continual tension between two views. On the one hand, there are those who believe that the next wave will be the best one yet, and that no nation on this planet, with its endless possibilities, is positioned for quite the success this nation is," said the Harvard India Conference.

"There are others who promote the growing skepticism in global attitudes, lagging human development indicators, and believe India is an economy that consistently over promises," it said.

"In the middle, we see the vast and dynamic spectrum of political, economic and social attitudes, puzzled yet enticed by the enigma that is the Indian millennial story.

"Somewhere between the game-changing activism and still sub-par growth, between the industries posting gross performance beyond compare and those driving the rupee to an all-time low, between what was perhaps an overconfident idealism 10 years ago and an unwarranted current cynicism... India is at an indelible inflection point," Harvard said.

Among other prominent speakers at the Harvard include Dr S Y Quraishi, former Election Commissioner and Pawan Munjal MD and CEO of the Hero Motocorp.

Wharton India Economic Forum has invited Vikram Malhotra, chairman of the Americas McKinsey & Company, for key note address.

Among other invited speakers are Dinesh Kanabar, Deputy CEO, KPMG India and Ravi Venkatesan, former chairman of Microsoft India.

Tunisia gets new constitution and caretaker cabinet

TUNIS: Tunisia's lawmakers adopted a new constitution Sunday and the prime minister named a caretaker cabinet tasked with organizing fresh polls — two key goals of the revolution that touched off the Arab Spring three years ago.

The North African country's constituent assembly adopted the new charter, seen as one of the most modern in the Arab world, with an overwhelming majority of 200 votes in favour, 12 against and four abstentions.

"This day will be proudly remembered in history," Speaker Mustapha Ben Jaafar said.

"All Tunisian men and women can identify with this constitution, which preserves our past accomplishments and lays the foundations of a democratic state," he said.

The drafting of the new constitution lasted two years and exposed a deep rift between Ennahda — a once-banned Islamist movement, now Tunisia's largest party — and the secular opposition.

But after months of political crisis and sporadic violence, Sunday's milestones set Tunisia on course to achieve at least some of the goals of the uprising that toppled longtime dictator Zine El Abidine Ben Ali in January 2011.

In contrast, neighbouring Libya and Egypt remain mired in instability and crippling political deadlocks three years after the Arab Spring.

Mehdi Jomaa, the technocrat picked as prime minister-designate last month in a deal that saw Ennahda relinquish power in a bid to end the political crisis, announced he had presented his line-up to President Moncef Marzouki.

"I have submitted to the president the list of members of the proposed government to be subjected to a confidence vote in the National Constituent Assembly," he said.

With Ennahda and the liberals at loggerheads, especially since the assassination last year of two opposition MPs by suspected jihadists, the new cabinet is made up mostly of technocrats.

Jomaa said the caretaker cabinet was formed based on three criteria — "competence, independence and integrity" — and called it "an extraordinary team which is aware of the challenges" and whose "mission is not easy".

The interim parliament still has to approve the new line-up in the coming days.

Jomaa had been due to announce a deal on Saturday but missed the deadline, arguing that his proposed line-up had insufficient backing and that negotiations would continue.

One of the main sticking points was over interior minister Lotfi Ben Jeddou, who was eventually kept in the new line-up despite fierce opposition from one faction of MPs.

Jomaa said that "elections are the priority of all priorities" and the interim parliament will continue its busy schedule with further discussion on a new electoral law.

Under the roadmap agreed by Tunisia's rival factions, parliamentary and presidential polls are due by the end of 2014.

The new constitution's 149 articles were read at Sunday's session before the vote.

Lawmakers had finally agreed on the document on Thursday after vetting it line by line over three weeks of painstaking negotiations and heated debate on issues such as women's rights and the role of Islam.

The resulting fundamental law is a compromise which some observers have warned is at times incoherent or vague but is widely regarded as the most progressive constitution in the region.

Executive power is divided between the prime minister, who will have the dominant role, and the president, who retains important prerogatives, notably in defence and foreign affairs.

Islam is not mentioned as a source of legislation, although it is recognized as the nation's religion and the state is committed to "prohibiting any attacks on the sacred", while freedom of conscience is guaranteed.

Ennahda's veteran leader Rachid Ghannouchi has hailed the charter as a "historic achievement" which he said would enable the establishment of the first democracy in the Arab world.

Italy minister De Girolamo resigns amid abuse of power, corruption probes

ROME: Italy's agriculture minister resigned on Sunday amid allegations of abuse of power over the appointment of staff in the public healthcare system and in the wake of an investigation into the management of European Union funds for agriculture.

"I am resigning as minister. I cannot remain part of a government which has not defended my honour," Nunzia De Girolamo said on Twitter.

De Girolamo was accused this month of exerting improper influence over the choice of healthcare managers in the city of Benevento in the Campania region, following revelations in the media of phone-tapped conversations in 2012.

She is the second minister to step down from Prime Minister Enrico Letta's shaky coalition government.

On Saturday, allegations of malpractice emerged against her ministry after Italy's financial police confirmed they carried out an on-site search this week as part of an investigation into the distribution of EU funds, Italian media reported.

Investigators are looking into discrepancies in the distribution of some 8.9 billion euros ($12.18 billion) for agricultural investment which were given to Italy from 2007 to 2013, according to the Repubblica daily.

De Girolamo, who is not currently under investigation, said in a statement on Saturday that the police probe centered on a period before she took office.

While the EU determined where part of the funds were invested, the ministry was tasked with distributing the remaining capital through the AGEA coordinating company, which the government holds a 51 per cent stake in, media reports said.

Dozens of dissidents arrested in Cuba as major summit looms

HAVANA: Dozens of dissidents have been detained in a "wave of political repression" ahead of a major international summit in Cuba, activists said on Sunday.

The Community of Latin American and Caribbean States (CELAC) summit hosting heads of state from across the region provides opportunities for dissidents in the Americas' only one-party Communist-ruled state to try to raise their profiles, and seek world leaders' ears.

"The government is carrying out a wave of political repression ahead of the summit" in Havana that ends Wednesday, warned dissident Elizardo Sanchez.

One dissident who planned to attend an event on the summit's sidelines, Jose Daniel Ferrer, was arrested on Friday after meeting with European diplomats, Sanchez said.

"As of now, he is technically missing. No one knows where he is," said Sanchez, who heads the outlawed Cuban Commission on Human Rights and National Reconciliation.

Dissident Guillermo Farinas said he has been placed under house arrest to keep him from taking part in an opposition forum on the summit sidelines.

"Today is the third day they won't let me go out," Farinas told AFP by telephone from his home in Santa Clara, 280 kilometers (174 miles) east of Havana.

"There is a police operative who stays a block away from my house during the day but is in front of it at night," he said.

Farinas, who was awarded the European parliament's Sakharov prize in 2010, is a veteran of hunger strikes seeking political opening on the communist-ruled island.

The 52-year-old psychologist said he had planned to take part in a "democratic forum about international relations and human rights" that Cuban dissidents have called for Tuesday in Havana.

The meeting is timed to coincide with the opening of the two-day CELAC summit. The organization counts 33 members.

And the higher-profile dissident group Ladies in White, made up of political prisoners' relatives, said that as many as 100 of its members have been arrested to keep them from taking part in the dissident forum.

The Ladies in White, who won the 2005 Sakharov prize, were out on the streets in Havana marching as they do each week.

Police strength had been boosted discreetly but 56 of the group's members marched on Fifth Avenue, calling for political opening after mass.

"More than 100 members of the Ladies in White have been called in by the police since Friday, taken to police stations," said Ladies in White leader Berta Soler.

"They have been threatened, warned by the force of repression, state security, that today Sunday, they should not be here on Fifth Avenue.

"The people who are not here (marching), are all being detained," she added.

The Ladies in White are the only group whose demonstrations are approved by the government. President Raul Castro, 82, agreed to the arrangement in 2010 with mediation from the Roman Catholic Church.

China official seeks tougher rules on religion after Xinjiang blasts

BEIJING: A senior Chinese official called for stricter management of religious activities, state media said on Monday, following explosions in China's western region of Xinjiang which authorities say were masterminded by a religious extremist.

Police shot dead six people and six more died when explosives they were carrying detonated in Xinhe county, according to weekend media reports. Blasts struck a beauty salon and a vegetable market.

Yu Zhengsheng, a member of the Communist Party's seven-man Politburo Standing Committee, called for action to ensure that religious practice did not spill over into illegal acts.

His remarks, quoted by the official People's Daily, made no direct reference to Xinjiang. But China has long objected to unauthorised activities associated with religious practice by Xinjiang's large Muslim minority as well as other groups, like Buddhists in restive Tibet and various underground churches.

"Religious followers must expand consciousness of the state, the law and citizenship within religious circles so that the faithful naturally conduct religious activities within the bounds of law and policy," he said.

The official Xinhua news agency quoted police in Xinjiang as saying a man identified as Ibrahim Qahar had organised a group of 17 people to produce the explosives at a rented house.

It said police had seized devices, but gave no details on their nature.

"A man named Ibrahim Qahar had organised illegal religious activities and spread religious extremism since May last year," Xinhua said.

Five suspects were captured and one policeman was slightly wounded in the incident after the group rode three motorcycles to set up the blasts on Friday evening, Xinhua said.

A spokesman for the main Uighur exile group, the World Uyghur Congress, had suggested at the weekend that the beauty salon was a front for a brothel that had offended Uighurs' "traditional lifestyles".

Xinjiang has been the theatre of numerous incidents of unrest in recent years, which the government often blames on the separatist East Turkestan Islamic Movement (ETIM), although experts and rights groups cast doubt on its existence as a cohesive group. Authorities blamed Uighur extremists for a suicide attack last year in Beijing's Tienanmen Square.

Muslims in the region, who speak a Turkic language, chafe at restrictions they say authorities impose on their culture. The region lies on the borders of ex-Soviet Central Asia, India and Pakistan.

Around 100 people, including several policemen, have been killed in violence since last April, according to state media reports. In 2009, nearly 200 people were killed in the Xinjiang capital, Urumqi, in rioting between Uighurs and Han Chinese.

Economic fundamentals strong, no cause for concern: Govt

NEW DELHI: Seeking to assuage investors worried over declining value of the rupee and falling stock markets, the finance ministry on Monday said country's economic fundamentals are "very strong" and there is no cause for concern.

"Current account deficit (CAD) is below USD 50 billion. Foreign exchange reserves are (at) all-time high. We have very strong fundamentals...I don't think that there is any cause of worry," economic affairs secretary Arvind Mayaram told reporters.

He was responding to a query regarding the decline in the value of the Indian rupee, which has slipped to 62.75 against the US dollar. The stock markets too plunged, with the benchmark BSE Sensex declining over 300 points in early trade.

Mayaram further said that there was no reason for the Indian currency to be impacted by something happening in Argentina. "I do not see any correlation," he added.

He was apparently referring to the massive fall in the value of the Argentina's currency peso last week.

The rupee, he said, "will remain range-bound and we should not get overtly concerned."

Every currency behaves based on the strength of its own fundamentals, he said, stressing there had been considerable improvement in the CAD situation.

The CAD, which is the difference between inflow and outflow of foreign exchange, slipped to all time high of USD 88.2 billion in 2012-13 or 4.8 per cent of the GDP.

Situation has improved with the government and the Reserve Bank taking series of steps to contain the CAD. In the current financial year it is expected to fall below USD 50 billion.

On whether the recent decision of the RBI to withdraw pre-2005 currency notes was aimed at curbing black money, Mayaram said it was "not an effort to tackle black money which is a complex thing."

Also, he added, withdrawal of a series of notes which have fewer security features cannot be termed a demonitisation of currency notes.

Kenya security Westgate attack warnings ignored: Report

NAIROBI: Warnings by Kenyan security forces of impending attack just days before Somalia's Shebab gunmen stormed a Nairobi mall killing at least 67 people last year were ignored, parliamentary investigations have found, according to reports.

"There was general information on the impending terror attack on all the malls and other strategic Western interests, especially in Nairobi," the parliamentary report read, quoted by Kenya's Sunday Nation newspaper.

Warnings of an attack were made in August and again just 19 days before the September 21 attack on Westgate, when gunmen stormed the upmarket mall hurling grenades and shooting shoppers and staff, the report notes.

Another security report, issued a year to the day before the Westgate siege began, specifically said the Shebab were planning to attack the partly Israeli-owned complex.

"Another intelligence briefing in February 2013 warned of attacks like those that happened in Mumbai in late 2008, where the operatives storm a building with guns and grenades and probably hold hostages," the report read, quoted in the newspaper.

"It is unclear what measures were put in place to prevent the attacks." Somalia's Islamist Shebab said the attack was a warning to Kenya to pull its troops out of southern Somalia, where they are fighting the Shebab as part of an African Union force.

The report is also critical of how various security forces - including police, army and special forces - handled the four-day siege, noting the "poor coordination by the multi-agency forces during the operation".

It also criticised a "nationwide systemic failure" of the immigration department, with widespread corruption in the issuance of identity cards.

The report, the result of investigations by the joint parliamentary committee of National Security and Defence and Foreign Relations, is expected to be discussed when parliament reopens next month.

Four men are on trial in Nairobi for allegedly providing logistical support to the attackers.

All the gunmen in the Westgate siege - understood to have totalled four, not the dozen that security forces initially reported - are believed to have died during the attack, according to the US Federal Bureau of Investigation.

Western officials have suggested that as many as 94 people could have died in total in the attack.

Doordarshan's live streaming of Republic Day gets good response

NEW DELHI: In a first, national broadcaster Doordarshan on Sunday broadcast high definition live streaming of the Republic Day parade on internet.

The crystal clear picture quality of the parade arrived on computers, laptops and mobile phones, barely a few seconds behind the actual proceedings, fetching over 13,000 views.

It was a welcome development for those who were unable to watch the colourful parade on their television screens.

The ministry of information and broadcasting helped spread the word about the direct broadcast through its tweets that provided a direct link to the YouTube channel.

In another first, the hearing impaired were able to follow the Republic Day proceedings with a running commentary in sign language alongside the visuals on three channels - DD News, DD Bharati and DD Urdu.

Ankit, a hearing impaired teen, expressed his happiness at being able to understand what was being shown.

"He says he would earlier have to read the newspapers the next day or search for news on the net to understand what was shown. This time, he was able to understand the proceedings thanks to the live sign language commentary," said his mother Sujata, a school teacher.

The hearing and speech impaired had demanded sign language commentary on all six channels of Doordarshan, that also include DD National, DD India and DD Sports. However, the ministry did not accede to the request.

Philippines to grant amnesty, pardon Muslim rebels

MANILA, Philippines: The Philippine government will grant amnesty to Muslim rebels facing rebellion-related charges or pardon convicted ones under a newly signed pact where the insurgents agreed to have their 11,000-strong force deactivated.

Presidential peace adviser Teresita Deles said Sunday that the planned amnesty, which will need congressional approval, would cover only fighters of the Moro Islamic Liberation Front and exclude guerrillas who broke off from the main Moro group and continue to threaten attacks.

A pact signed by government and rebel negotiators in Kuala Lumpur, Malaysia, Saturday says the granting of amnesty and pardon is aimed at facilitating "the healing of the wounds of conflict and the return to normal life."

The pact is the final component of a peace agreement expected to be formally signed in Manila soon.

Millions join prayers at Islamic congregation in Bangladesh

DHAKA: Thousands of Muslims on Sunday sought divine blessings for peace and prosperity for the mankind as the first phase of 'Biswa Ijtema' - the world's biggest annual Muslim congregation after Hajj - ended in Bangladesh.

Indian Islamic scholar Zobairul Hasan led the 20-minute "akheri munajat" or concluding supplication, marking the end of the three-day world congregation on the bank of the River Turag at suburban Tongi.

Braving cold and transport restrictions, devotees of all ages, including women, swarmed the Ijtema (gathering) venue, some 20 kilometers from the capital.

President Abdul Hamid joined the prayers at the scene while Prime Minister Sheikh Hasina participated through video- conferencing as several private TV channels broadcast the supplication live.

Bangladesh Nationalist Party (BNP) chairperson Khaleda Zia, and Jatiya Party chairman and former president H M Ershad were among the participants of the congregation, that drew a number of Muslim devotees from different countries.

Members of different political parties, foreign dignitaries and government high-ups also joined the prayers.

The prayers came after three days of congregation when thousands of Muslims coming from across Bangladesh and several other countries were housed under a huge canopy at the Ijtema ground on a five-square kilometre area on the banks of Turag.

Flies in Ranbaxy's sample storage room in Punjab plant, US health regulator says

HYDERABAD: Presence of flies in sample storage room, un-calibrated instruments in laboratory and non-adherence to sample analysis procedure were among the lapses found in Ranbaxy's Toansa plant that led to US health regulator FDA banning imports of drugs made at the facility.

According to the report released by the US Food and Drug Administration (FDA) inspection teams, as many as eight lapses were identified, including "Too Numerous To Count (TNTC) flies" in sample storage room, inadequate control over samples and non-adherence of procedures in sample analysis, during their visit to the Toansa, Punjab facility.

Other lapses included usage of un-calibrated and unqualified instruments in laboratory, said the report, which was released two days ago.

"Our inspection of QC Analytical and Microbiological laboratories found the facility to be in significant disrepair. Laboratories windows within the instrumentation (eg: HPCL) rooms were found to be un-closeable.

"Too Numerous To Count (TNTC) flies were observed throughout the sample preparation room, and laboratory re-agent/equipment/documentation storage cabinets were found to be broken and un-closeable," FDA inspection report said.

Earlier this week, FDA banned the import of Ranbaxy products from its Toansa plant, halting the shipment of all the company's drugs to the US from India.

This is the company's fourth plant to face regulatory action from the American health regulator after Mohali, Paonta Sahib amd Dewas plants.

Citing manufacturing norm violations, the US Food and Drug Administration (USFDA) prohibited Ranbaxy Laboratories from distributing drugs produced at the Toansa unit, including medicines made by the company's Ohm Laboratories facility in New Jersey.

Expressing disappointment over the FDA ban, Ranbaxy had said it will cooperate with the FDA and "comply with Consent Decree in both letter and spirit".

The FDA inspection report further said that the Indian drug maker repeated the same errors which were cited by the regulator in its earlier inspection in December 2012.

"Appropriate controls are not established over computerised systems... This is a repeat observation from the previous FDA inspection in 12/2012.

"Specifically the standalone computerised system controlling GC# 6 does not have sufficient controls to prevent unauthorised access to, changes to, or omission of data files and folders," the report said.

South Sudan fighting continues after ceasefire: United Nations

JUBA: Government troops and rebels in South Sudan still fought sporadic battles after a ceasefire came into force on Friday, the United Nations said.

The ceasefire came into effect at 1730 GMT despite rebel accusations that the army had attacked their positions in two separate regions just hours earlier.

"The UN Mission in South Sudan says that sporadic fighting took place in parts of the country today," including after the ceasefire, UN deputy spokesman Farhan Haq said.

Rebel spokesman Lul Ruai Koang said before the ceasefire deadline that "simultaneous attacks have been launched" by the army on positions in the northern oil state of Unity, and in the volatile eastern Jonglei region.

But army spokesman Philip Aguer said he had "no reports of fighting", and that clashes in Jonglei had taken place before the deal was signed, when rebels attacked government forces.

Both sides pledged on Thursday to halt fighting within 24 hours and end five weeks of bitter conflict that has left thousands dead, but both sides have said they doubt the other can fully control the forces on the ground.

Koang alleged that South Sudanese government troops - as well as Ugandan soldiers and rebels from neighbouring Sudan's war-torn Darfur region, the Justice and Equality Movement (JEM) - had attacked rebel positions, warning they had the "right to defend themselves against this senseless aggression."

The ceasefire agreement was signed late Thursday in the Ethiopian capital Addis Ababa by representatives of South Sudan's President Salva Kiir and rebel delegates loyal to ousted vice president Riek Machar, and was greeted by cheers from regional peace brokers and diplomats.

"It is critical that both parties implement the cessation of hostilities agreement in full and immediately," the UN spokesman said.

US President Barack Obama, whose country provided crucial backing on South Sudan's path to statehood, described the deal as "a critical first step toward building a lasting peace".

Kiir urged those rebels not under Machar's control to also respect the deal.

"Now that people have fought, people should come back to their senses and we sit down so that we can resolve this conflict through negotiation," Kiir said in address Friday.

Up to 10,000 people are believed to have been killed in the fighting pitting forces loyal to Kiir against a loose coalition of army defectors and ethnic militia nominally headed by Machar, a seasoned guerrilla fighter.

The fighting has been marked by atrocities on both sides with some 700,000 people forced from their homes in the impoverished nation.

There has also been a wave of brutal revenge attacks, as fighters and ethnic militia use the violence to loot and settle old scores.

Food to feed a quarter of a million people for a month has been looted from UN World Food Programme stores - a staggering 3,700 metric tons - with the agency warning that "humanitarian needs will continue long after the fighting stops".

More than 76,000 people are crowded inside UN peacekeeper bases across the country - the highest number since the start of the conflict - with most hesitant to leave the protection offered by the compound.

"No one I know is preparing to leave yet, they want to wait to see how things turn out," said David Choul, one of thousands squeezed into a former sports ground turned into a UN base in Juba.

Government delegation head Nhial Deng Nhial said he was sceptical of the rebels' capacity to curb the violence, "given that the bulk of the rebels are made up of civilians" - essentially any one of the countless people who have kept hold of their guns after decades of conflict.

"It won't happen overnight when there was so much fighting going on," said one UN Security Council diplomat following the crisis.

But Rebecca Garang, widow of South Sudan's independence leader John Garang, and who stood with Machar to make a political challenge to the government in December before fighting began, dismissed such concerns.

"The ceasefire did not just come alone in isolation without Dr Riek (Machar) knowing what is going on... so I think he will be able to talk to all of them and control them," she told the BBC.

6.1-magnitude earthquake strikes off Indonesia's Java: US Geological Survey

JAKARTA: A 6.1-magnitude earthquake struck off Indonesia's main island of Java on Saturday, the US Geological Survey reported, sending panicked residents running from their homes.

People in the town of Adipala near the epicentre said they felt the ground shaking hard for up to 20 seconds, as the quake struck in the sea off the coast of southern Java.

"We all just ran onto the street, there were so many people," Astri, a florist who goes by one name, told AFP by phone from her flower shop.

"But it doesn't seem to have damaged anything around here, and we're getting back to work," she said.

The quake struck at 12:14pm (0514 GMT) 39 kilometres (24 miles) south-southeast of Adipala at a depth of 83 kilometres, the USGS said.

Indonesian officials said there was no risk of a tsunami and no immediate reports of damage or casualties.

"We don't expect a lot of damage because the quake was deep, but we will monitor as it was felt quite strongly on the coast near the epicentre," meteorology, climatology and geophysics agency technical chief Suharjono told AFP.

Indonesia sits on the Pacific "Ring of Fire", where tectonic plates collide, causing frequent seismic and volcanic activity.

A 6.1-magnitude quake that struck Aceh province on Sumatra island in July 2013 killed at least 35 people and left thousands homeless.

Shadan Masood has been declared as the party's candidate in place of Imran Masood, SP's national general secretary and spokesman Ramgopal Yadav said in a statement here.

66-year-old Rashid Masood was the first MP to lose his seat after the Supreme Court on October 21, 2013, struck down a provision that protects a convicted lawmaker from disqualification on the ground of pendency of appeal in higher courts.

He was held guilty in a case of corruption and other offences in September.

Sikh rights group wants Sonia Gandhi to depose before US court

NEW YORK: A Sikh rights group wants Congress Party President Sonia Gandhi to depose before a federal court here in a human rights violation lawsuit filed against her after she informed the court that she had not visited the US in September last year and was not served summons in the case.

Sikhs For Justice (SFJ) has been given time till February 6 by a federal court to "investigate" whether Gandhi was in the city between September 2 and September 9, 2013 and file its opposition to Gandhi's motion to dismiss the human rights violation lawsuit due to insufficient service of summons.

SFJ legal attorney Gurpatwant Singh Pannun said the plaintiffs will request the US federal court to make the Congress President depose regarding her presence in the US in September 2013 and on the service of summons on her.

Gandhi had submitted a new declaration on January 13 to the US court in support of her motion to dismiss the lawsuit.

In the declaration, Gandhi stated that she was "not in New York or in the US during the period of September 3, 2013 through September 9, 2013."

SFJ has claimed that Gandhi was in the city for medical treatment at the Sloan Kettering Cancer Centre during September.

Jayalalithaa replaces AIADMK candidate for Rajya Sabha polls, expels him

CHENNAI: Two days after his nomination was announced, Tamil Nadu chief minister and AIADMK general secretary J Jayalalithaa on Monday sacked N Chinnadurai, the party's Rajya Sabha poll nominee from the primary membership of the party.

Chinnadurai was among the four nominees announced by Jayalalithaa on Thursday for the Upper House. In an official statement, the chief minister said party's organizing secretary and former minister A K Selvaraj would now be the official candidate for the Rajya Sabha polls.

Detailing the reasons for the expulsion of her partyman, Jayalalithaa said Chinnadurai had acted in violation of party's policies and rules, besides bringing disrepute and bad name to the party. "Party cadres are directed not to have any links with him," she said. Chinnadurai was the chairman of Tirunelveli district panchayat union and joint secretary of AIADMK's ilaignar and ilampengal pasarai (a wing of young men and women).

The AIADMK supremo said based on the inputs, the party's parliamentary board, a superior body met and reconsidered the candidature of Chinnadurai and replaced him with Selvaraj.

Party sources said a serious corruption charge against Chinnadurai resulted in the party high command sacking him. Chinnadurai was the only AIADMK district panchayat chairman during the DMK regime. M Ganesan of Veerapandianpattinam in Tuticorin moved the Madras High Court on Friday with a prayer to direct the government to register an FIR against Chinnadurai for alleged misappropriation of funds in his previous stint in the district panchayat.

In 2011, on a petition from Ganesan, the Madurai Bench of the Madras High Court had ordered an inquiry for alleged financial irregularities to the tune of Rs two crore. While a departmental inquiry vindicated the charges, no action was taken by the government thereafter. The Bench subsequently dismissed Ganesan's another petition, after submission from the state that a vigilance inquiry was on against Chinnadurai and others and there was no need for an FIR.

Incidentally, the party also replaced its nominee K Thangamuthu of Thanjavur for the biennial RS election in June last year, only to accommodate CPI candidate and party's national secretary D Raja at the eleventh hour. S Muthukrishnan (Tirunelveli city district secretary), Tirunelveli mayor Vijila Sathyanand (party's Trinelveli city district women's wing secretary) and Tuticorin mayor L Sasikala Pushpa (party's women's wing secretary) are the other AIADMK nominees for the RS polls slated for February 7.

Syrian government and opposition meet in presence of mediator: UN

GENEVA: Syrian government and opposition delegations held their first meeting in the presence of international mediator Lakhdar Brahimi on Saturday, a United Nations spokeswoman said.

"The two Syrian delegations are now meeting together with the joint special representative at the United Nations office at Geneva," the spokeswoman said.

The talks are supposed to launch political negotiations aimed at ending Syria's nearly three-year conflict. Diplomats say the two sides are likely to address any remarks on Saturday to Brahimi and not directly to each other.

To tap small entrepreneurs, CM said state government is working on developing a web of small-scale industries in the state. State government is also forming a "Business Development Board" to ensure that people can carry out business in state without any problem.

Kerala budget gives thrust to farm sector

THIRUVANANTHAPURAM: Giving thrust to agriculture, the Congress-led UDF government in Kerala today announced a slew of measures in its 2014-15 budget to expedite growth in the primary sector.

It also unveiled measures for welfare of farmers including an income guarantee insurance scheme.

In his budget presented to the state assembly, finance minister KM Mani said 90 per cent of the premium of the income guarantee scheme would be borne by the government. Farmers holding up to two hectares would benefit from the scheme in the event of their failing to get adequate returns from the crops they reared.

The budget made an outlay of Rs 50 crore for the scheme. Formation of an Agriculture Mission to promote hightech farming with the help of agencies like M S Swaminathan Foundation, a debt relief scheme for small holders and setting up of co-operatives for marketing of agriculture produce at the block level, were some other farmer-friendly schemes unveiled in the budget.

The finance minister also announced a scheme to provide laptops to girls from BPL families pursuing professional courses.

Some other welfare schemes include state funding of education for orphaned children upto the plus-two level and monthly financial assistance to elders suffering from chronic illnesses.

For Mani, leader of the Kerala Congress (M), this was the 12th budget in his career as finance minister in various cabinet since mid-1970s.

"First and second round of screening candidates for a few seats was completed last week. We should hopefully release the list of candidates by January 26.

"The party may announce potential candidates for a seat and then shortlist one after consulting the active members of the party," said a source.

At its National Executive Committee meeting early this month, party leaders had announced that the first list of candidates for the Lok Sabha would be declared between January 15 to 20, but the "tremendous" response and number of applications it received delayed the process.

"The deadline to submit the forms by aspirants wanting to contest Lok Sabha seats was January 15. However, we are still receiving forms. We have received maximum forms from Delhi and Haryana. In Delhi alone, the ratio is 65 people to 1 seat," party spokesperson Dilip Pandey said.

The party has so far received 2600 forms from 200 Lok Sabha constituencies from aspirants willing to contest elections.

Five-month-old baby dies of pneumonia in Muzaffarnagar relief camp

MUZAFFARNAGAR: A five-month-old baby girl has succumbed to pneumonia in a relief camp at Malakpur village in Shamli district here.

Superintendent of Government Health Centre of Kairana, Charan Singh said a team has been sent for inquiry into the death of the child.

According to camp organiser Maulana Aslem, Shabnam contracted pneumonia due to the cold conditions sweeping the region and died on Thursday.

34 children living in relief camps have died in riot-hit areas of Muzaffarnagar and Shamli districts between September 7 and December 20 when the winter chill was increasing.

While 12 children had died in the camps, the remaining 22 had died in hospitals or nursing homes where they were taken for medical care.

Over 60 persons were killed and more than 40,000 displaced in communal violence in Muzaffarnagar and adjoining areas in September last year.

Over 700 African nationals deported in 2013 from Delhi

NEW DELHI: Around half of the African nationals deported last year from Delhi due to lack of proper documents were from the jurisdiction of Malviya Nagar police station, SHO of which was sent on leave pending investigation for allegedly not cooperating with law minister Somnath Bharti during his midnight raid in South Delhi.

According to police, 318 people, belonging to various African countries were deported in 2013 from Malviya Nagar area in the absence of legal documents like proper visa and passport.

"The number for entire Delhi stands somewhere around 700," a senior police official said.

Most of these African nationals visit India on tourist, study and medical visa and many of them overstay even after their visas expire.

"Other police stations, which feature prominently on the list, include Neb Sarai and Vasant Vihar which also fall under South district police," a police official said.

Incidentally, Inspector Vijay Pal, who was sent on leave pending investigation for refusing to raid an alleged drug and prostitution ring at a house inhabited by Ugandan and African national on the orders of Bharti, had joined as SHO of Malviya Nagar police station in January last year and it was during his tenure that concentrated efforts were made against those living illegally in the area.

Pal and PCR van in-charge of Paharganj, where a Danish woman was gangraped last week, were sent on leave following Chief Minster Arvind Kejriwal's two-day dharna under a neat compromise with the Centre over his demand for suspension of five officials for alleged dereliction of duty.

Kejriwal had termed the decision as a "victory" achieved by the people of Delhi.

President gives 7 days to AP assembly to discuss Telangana Bill

NEW DELHI: President Pranab Mukherjee has allowed the Andhra Pradesh legislature a seven-day extension until January 30 to tender its opinion on the Telangana Bill. The extension falls way short of the four weeks sought by the state government, and is meant to keep alive the possibility of Parliament considering the legislation when it meets on February 5.

The Centre had earlier recommended an extension of no more than 10 days to state government to send back the Andhra Pradesh Reorganisation Bill. The reasoning was to allow the Union home ministry and law ministry the estimated 10-days to prepare the final draft Bill to be introduced in Parliament.

The demand for a four-week extension did not find favour with home ministry, as by the time this period would end on February 20, the forthcoming two-week session of Parliament would be over. Accepting the home minstry's advice to only grant a reasonable extension, possibly by a week to 10 days, the President on Thursday cleared the file, fixing January 30 as the new deadline.

The Andhra Pradesh chief secretary had earlier written to the President seeking an extended deadline for approval of the Telangana Bill by the state legislature, citing the nearly 4,000 amendments proposed by various MLAs. More recently, a revised letter was received from the state, conveying that the number of amendments sought had risen from 4,000 to around 9,000. Insisting that a reasonable timeframe was needed to study and rationalize the amendments, the state chief secretary had sought a four-week extension of the original January 23 deadline.

According to home ministry officials, a four-week extension would make February 20 the outer limit for the assembly to clear the Telangana Bill, and this would be co-terminus with the end of concluding session of the 15th Lok Sabha. "Allowing such a long extension would mean that the bill would not get Parliament's nod, thus making the creation of Telangana impossible under the current regime," a senior official said.

The creation of Telangana is seen as crucial to the Congress' electoral prospects in the Andhra, which accounted for the largest number of seats won by the party in the 2009 Lok Sabha poll.

Candidates make beeline for AAP ticket in Lok Sabha polls ; over 2,500 apply for UP seats

LUCKNOW: The Aam Admi Party wave is not only pulling people for membership, it has also attracting a large number of aspirants for Lok Sabha elections. In UP, for instance, more than 2,500 persons have applied for AAP ticket. This means that on an average 30 persons have applied per constituency in UP.

"As of now, we are working to field a candidate in all 80 constituencies of Uttar Pradesh and the search for the apt candidate is going on in full swing," said Manuj Singh, member screening committee of AAP's UP unit. He added that the list is also being trimmed at a fast rate. "Many candidates have not submitted complete forms while others do not have a clean image. Till the work done so far, around 600 have survived the primary level weeding," Singh said.

He said the response has been overwhelming in cities like Lucknow, Kanpur and Ghaziabad. While 120 persons have applied for ticket in Lucknow, 150 have applied in Ghaziabad and 50 in Kanpur. Singh added that the response has been promising in places like Varanasi, Gorakhpur and Pratapgarh as well.

The willing candidates hailed from different walks of life. They include teachers, academicians, union leaders, businessmen and social workers. Some popular leaders of AAP are likely to enter the fray against top political leaders which will make the contest interesting. Kumar Vishwas has already declared that he will Rahul Gandhi in Amethi, while Delhi CM Arvind Kejriwal could contest against Sonia Gandhi in Rae Bareli. But if Kejriwal decides to take on BJP president Rajnath Singh in Ghaziabad, then AAP national spokesperson Sanjay Singh may enter the fray against Congress president.

The name of journalist-turned-politician Ashutosh is doing rounds for Lucknow seat. The Avadh unit of AAP has already sent a proposal for his name. Similarly, controversial cartoonist Aseem Trivedi, who was jailed during Anna Hazare's movement, has expressed the desire to challenge Congress MP Annu Tandon in Unnao. The party has also decided to field candidates against Congress leaders Salman Khurshid in Farrukhabad and Sri Prakash Jaiswal in Kanpur.

Manuj Singh shared that the number of applicants is higher in urban areas as compared to rural areas. For example: some 120 applications have been received for the urban seat of Lucknow while just eight persons have applied for Mohanlalganj seat.

AAP's UP unit has clarified it would not field any candidate in state's assembly byelections or elections for member of legislative council (graduate group).

However, it is not going to be easy for AAP candidates to make it to the final list. The party is set to introduce a screening process which would check credentials and assessment of every candidate in an interview by human behaviour analysts. "Those who clear the screening will have to face the interview. And those who pass the interview would face the final round," said a party functionary. Gautam Bharti, a probable candidate from Mohanlalganj, who has faced the interview, said the interface was grilling as done in competitive exams.

AIADMK agrees to back CPM for one seat for Rajya Sabha poll

CHENNAI: The state unit of the Communist party of India (CPM) has renominated its Rajya Sabha member T K Rangarajan for the polls to six seats in the the upper house in Tamil Nadu. The announcement came shortly after the AIADMK issued a press release, announcing its candidates for four seats and assuring support for a CPM nominee for one seat.

Thanking the ruling AIADMK for its support, CPM state secretary G Ramakrishnan said the state committee has decided to nominate Rangarajan. He also thanked other alliance parties, including the CPI and the Forward Black for their support.

While reacting to a question on whether his party would align with the AIADMK in the forthcoming Lok Sabha polls, he said the left party was agreeable for such an alliance. But there was no discussion on LS polls during his meeting with Tamil Nadu chief minister J Jayalalithaa recently, he said.

A team of CPM leaders had called on Jayalalithaa on Tuesday at her Kodanad retreat in the Nilgiris and sought support for a party nominee for RS. TK Rangarajan will file his nomination on January 27.

BJP-MDMK formally declare alliance for Lok Sabha polls

CHENNAI: The BJP and the Vaiko-led MDMK on Thursday formally declared their alliance for the Lok Sabha elections, becoming the first parties to do so in Tamil Nadu. This declaration came at a press meet at Thayagam, the MDMK party office in Chennai.

The declaration was preceded by two hours of talks between state BJP chief Pon Radhakrishnan and Vaiko at the venue. The question of the number of seats each party would contest would be thrashed out later, Vaiko said, adding, "I have accepted the BJP invite to participate in the February 8 rally to be addressed by prime ministerial candidate Narendra Modi in Chennai".

He said there were no pre-conditions for talks and he was not one to dictate which parties should come on board the BJP-led National Democratic Alliance (NDA). "I can say that there is a 100 per cent Narendra Modi wave all over country and the results will prove it," he said. On a Congress leader's disparaging remarks over Modi's tea seller origins, Vaiko said even Abraham Lincoln rose to be the american president from humble background.

Vaiko said the Lok Sabha polls would be "a watershed in Indian politics and democracy and I am fully confident that Narendra Modi will adorn the PM's chair as there is a tremendous supporting wave for him in the country". Asked if he would contest the polls, Vaiko said the party would decide. He parried queries on whether Vijayakanth-led DMDK would join the alliance.

Vaiko said following pre-alliance talks held in Delhi with the state BJP team in the presence of BJP national president Rajnath Singh in Delhi last week, he was proud to announce the alliance on the "auspicious occasion" of the birthday of Indian nationalist revolutionary Netaji Subhash Chandra Bose.

The MDMK chief recalled that NDA alliance government under Atal Behari Vajpayee had refused to supply arms to Sri Lanka even as Colombo was prepared to pay for it. He expressed confidence that a government led by Modi will likewise take a stand on the issue of Sri Lankan Tamils without any compromise with the Rajapaksa government and help Ealam Tamils realize their dream.

State BJP chief Pon Radhakrishnan recalled that his party had a good relationship with the MDMK in the 1998 and 1999 regimes. "Now we have again come together and hope that our alliance will come first and win many seats in Tamil Nadu," he said. To a query, he said BJP was sure Vijayakanth led DMDK would come on board the NDA alliance.
