Hillary Clinton admitted to New York hospital with blood clot

WASHINGTON: US Secretary of State Hillary Clinton was admitted to a New York hospital on Monday after doctors discovered a blood clot related to a concussion she suffered early this month.

"In the course of a follow-up exam today, Secretary Clinton's doctors discovered a blood clot had formed, stemming from the concussion she sustained several weeks ago," her spokesperson and the Deputy US Assistant Secretary of State, Philippe Reines, said in a statement.

"She is being treated with anti-coagulants and is at New York-Presbyterian Hospital so that they can monitor the medication over the next 48 hours," Reines said.

"Her doctors will continue to assess her condition, including other issues associated with her concussion. They will determine if any further action is required," he added.

Clinton (65), who suffered a stomach infection early this month, and was working from home for most part of the December, was expected to return to work next week.

Patrick Suckling appointed as Australia's next envoy to India

MELBOURNE: Career diplomat Patrick Suckling has been appointed as Australia's next high commissioner to India.

Suckling will take up the post in New Delhi next month, according to media reports here.

The appointment was announced by foreign minister Bob Carr who said the role was important because India is Australia's fourth largest export market, with trade between the two countries reaching 18-billion dollars a year.

Suckling is a career diplomat who has previously been posted to New Delhi and Washington.

He has a post-graduate diploma in Hindi from the University of Sydney. Suckling will replace Peter Varghese, who is returning to Australia to head the department of foreign affairs and trade.

"Suckling is an accomplished career diplomat with expertise in policy development, public diplomacy and consular service," Carr said in a statement on Sunday.

"His previous postings to New Delhi and Washington and postgraduate qualifications in Hindi will serve him well as high commissioner."

Sonia Gandhi not to celebrate New Year in view of gang-rape incident

NEW DELHI: Congress president Sonia Gandhi will not be celebrating the New Year in view of the gang-rape incident in the national capital.

"Sonia Gandhi has appealed to partymen and well-wishers against coming to her to extend New Year greetings in the wake of gang-rape incident," party general secretary Janardhan Dwivedi said here on Monday.

Prime Minister Manmohan Singh and Gandhi were present at the airport when the mortal remains of the 23-year-old gang-rape victim were flown in here on Sunday morning from Singapore where she was shifted from Delhi's Safdarjung Hospital for treatment. She died in Singapore's Mount Elizebeth Hospital on Saturday morning.

Both Singh and Gandhi had spoken to the family members and consoled them.

"December 28 is close to New Year. Normally, we wish each other but not so this time as our thoughts are with the young woman...," she had told reporters on the 127th Foundation Day of Congress at AICC headquarters here on Friday.

Gandhi has sought speedy action against the perpetrators of the "barbarous" attack on the girl who was brutally raped and assaulted in a moving bus on December 16 in South Delhi.

11 women inmates escape from destitute home in West Bengal

KOLKATA: At least 11 women inmates, who were earlier rescued from Mumbai after they were trafficked from the state, have escaped a home for the destitutes in West Bengal's Hooghly district, police said Monday.

"Eleven inmates of a destitute home in Uttarpara escaped through a window early Monday. Two of the women are Bangladeshi nationals," an official at the Uttarpara police station said.

"Most of the escapees are from North 24 Parganas and were trafficked to Mumbai. They were rescued and brought to the home Nov 23," the official added.

An official of the destitute home, some 15 km from here, said the women had been trying to escape ever since they were brought to the home.

"We have informed the district administration about the escaped inmates. A complaint has been registered with the police who are investigating the matter. The escaped women are in their late 30s," the official said.

Ban condoles death of gang-rape victim, urges reforms to deter violence against women

NEW DELHI: United Nations Secretary-General Ban Ki-moon expresses "deep sorrow" over the death of the 23-year-old Delhi gang-rape victim on Sunday.

According to a statement issued on Saturday night by Ban's spokesperson, "He offers his sincerest condolences to her parents, family and friends, and utterly condemns this brutal crime."

The 23-year old physiotherapy student had been gang-raped by six men in a moving bus in the Indian capital on December 16, 2012. Subsequently, she had been transported to a Singapore hospital where she was being treated for severe injuries, and where she was reported to have died on Saturday.

According to United Nations News Centre, the attack sparked widespread protests about gender attitudes in India, as well as calls for changes to relevant national laws.

"Violence against women must never be accepted, never excused, never tolerated. Every girl and woman has the right to be respected, valued and protected," Ban's spokesperson said in the statement.

"He also encourages the Government of India to strengthen critical services for rape victims," the spokesperson continued, adding that the UN Entity for Gender Equality and the Empowerment of Women (UN Women) and other parts of the UN system stand ready to support such reform efforts with technical expertise and other support as required.

Established in July 2010 with the aim of accelerating progress on meeting the needs of women worldwide, UN women works for, among other issues, the elimination of discrimination against women and girls; empowerment of women; and achievement of equality between women and men as partners and beneficiaries of development and human rights.

Development fee at Delhi's IGI airport reduced by half from tomorrow

NEW DELHI: Effective from Tuesday, the development fee levied on domestic as well as international passengers at the Indira Gandhi International Airport (IGIA) would be half of what they are being charged now.

The Airports Economic Regulatory Authority in an order has reduced the development fee rates at IGI to Rs 100 per embarking domestic passenger and Rs 600 per embarking international passenger from Jan 1, 2013 and said this would continue till April 2016.

Until now, the GMR-led consortium has been levying a development fee of Rs 200 per embarking domestic passenger and Rs 1,300 per embarking international passenger at IGIA.

"Considering the lower rate of development fee, the period of levy has been extended by approximately two years to ensure the amount of development fee collected on an NPV (net present value) basis remains unchanged," GMR said in a statement on Monday.

The levy will be periodically reviewed by the Airports Economic Regulatory Authority considering the changes in interest rate, traffic and other things.

The company targets a collection of Rs 1,413 crore as airport development fee till 2016.

"As the lower rate of development fee is coupled with the extension of time period, it does not impact the total amount of development fee collected. Hence there will be no impact on the means of finance, for the completed modernisation and expansion project of Delhi Airport," it said.

Refrain from covering funeral of gang-rape victim: Broadcast Editors' Association

NEW DELHI: The Broadcast Editors' Association (BEA) has asked news channels to refrain from covering the Delhi gang-rape victim's funeral, so that the privacy of the bereaved family is respected in their moment of grief.

The association, which has ABP news editor Shazi Zaman as its chairman and editors of several prominent national TV news channels as its members, has issued detailed guidelines to ensure that the privacy of the victim's family is respected.

In its guidelines, the editors' body has asked news channels not to show any visuals of the funeral or even shots of the deceased's home or family. Channels have been asked to not air interviews with any relative.

The BEA has said information about arrival of body and funeral can be provided, but the location of the funeral should not be made public. It also asked channels not to show shots of arrival of the body and not to chase the funeral van.

When reached for his comment, BEA general secretary N K Singh confirmed that news channels had been advised not to cover the funeral.

"In view of the need to protect the identity, dignity and privacy of the deceased and her family, the BEA has asked the channels not to cover the funeral and not to show any visuals of the funeral," Singh said.

The girl, who was gang-raped by six men in a moving bus in south Delhi on December 16, breathed her last in a Singapore hospital early this morning.

Woman charged with 'murder as a hate crime' in fatal subway pushing

NEW YORK: A woman suspected of shoving a man to his death in front of an oncoming New York subway train was arrested on Saturday and charged with "second-degree murder as a hate crime" in the second such fatality this month for one of the world's busiest transit systems.

The district attorney for the New York City borough of Queens said Erika Menendez, 31, who was seen pacing the subway platform and muttering to herself before the attack, had told investigators that she pushed the victim, Sunando Sen, 46, on Thursday because "I hate Hindus and Muslims."

Menendez was taken into custody in Brooklyn by authorities acting on a tip from someone who recognized the suspect from video of the incident that was aired on television, a spokeswoman for the district attorney told Reuters.

"The defendant is accused of committing what is every subway commuter's worst nightmare - being suddenly and senselessly pushed into the path of an oncoming train," District Attorney Richard Brown said in a statement.

"Beyond that, the hateful remarks allegedly made by the defendant and which precipitated the defendant's actions can never be tolerated in a civilized society," he said.

The prosecutor's statement quoted Menendez as telling investigators: "I pushed a Muslim off the train tracks because I hate Hindus and Muslims ever since 2001 when they put down the twin towers I've been beating them up."

Her alleged admission was an apparent reference to the Sept. 11, 2001, attack on Manhattan's World Trade Center by Muslim extremists who flew two hijacked jetliners into the twin towers.

Brown's statement gave no indication of the victim's ethnicity or religion or Menendez might have taken Sen to be a Muslim.

The spokeswoman for the prosecutor's office, Meris Campbell, said she did not believe the victim was wearing any clothing that would have led someone to identify him as being a Muslim.

Menendez is awaiting arraignment in Queens Criminal Court on a criminal complaint charging her with second-degree murder as a hate crime, an offense that carries a minimum sentence of 20 years to life in prison. The minimum penalty for second-degree murder alone is 15 years to life, Campbell said.

If convicted, Menendez could face a maximum penalty of 25 years to life.

Witnesses told police a woman appeared to be mumbling and pacing Thursday evening before she approached an unsuspecting man from behind on the platform of an elevated station in the borough of Queens.

She then shoved him onto the subway track as the train pulled into the station, witnesses said. Brown said Sen died of multiple blunt-force trauma.

After shoving Sen on Thursday, the suspect ran from the station to the street in a scene caught on surveillance video footage that police released on Friday as they searched for her.

Sen's death was the second this month of a New York subway rider pushed onto the tracks of the city's more than 100-year-old subway system.

On Dec. 3, Ki-Suck Han was killed after being shoved onto subway tracks in Manhattan as a train entered a station near Times Square. A suspect, Naeem Davis, has been charged with second-degree murder. Authorities have disclosed a possible motive.

Including Thursday's incident, 139 people have been struck by New York City subway trains so far in 2012, and 54 of them died, a Metropolitan Transportation Authority spokesman said on Friday. He said the tally was preliminary and subject to change.

Indian-Americans hold candle light vigil for Delhi rape victim

WASHINGTON: Braving chilly weather, Indian-Americans gathered at the Gandhi Statue here to hold a candle light vigil for the 23-year-old Delhi gang-rape victim, who died after battling for life for 13 days.

The US media, meanwhile, slammed the "reprehensible crime" saying half of India's population "lives in fear of unspeakable violence."

"Delhi bus incident is our 'Rosa Parks bus incident'. Hopefully we will discuss gender violence more and do some...thing about it," a group of Indian-Americans, who held the candle light vigil, said on their Facebook page, especially created for the occasion.

The group organised the candle light vigil to mourn the death of the girl -- who was brutally gang-raped and assaulted by six men in a moving bus in Delhi on December 16 -- at the Gandhi Statue despite very cold weather with temperatures below freezing level.

Meanwhile, mainstream US newspapers continued to give prominent coverage to the death in Singapore of the gang-rape victim, whose body was cremated in Delhi on Sunday morning.

"The event has shocked Indian society, and many women in other parts of the world are also finding themselves compelled to speak out," wrote Jamila Bey -- a journalist based in Washington, DC, where she hosts the weekly radio show 'The Sex, Politics And Religion Hour' -- in The Washington Post.

"In India, the fight today is in the streets. But the fights and the protests must continue to be waged in the voting booths, on the editorial pages and even by leaving the venerated institutions, from churches to Congress, that frequently treat women as inferior to men," Bey said.

The case of the gang-rape victim "has seemed to snap India to attention about its endemic sexual violence problem," The Washington Post said.

The CNN reported how law enforcement authorities tried to prevent demonstrations.

It noted that police banned protests in Raisina Hills and closed roads leading to the area, fearing a possible repeat of the furious, large-scale demonstrations that occurred last weekend. It also mentioned that 10 metro stations were ordered closed.

In an editorial, The New York Times said India must work on changing a culture in which women are routinely devalued.

"Many are betrothed against their will as child brides, and many suffer cruelly, including acid attacks and burning, at the hands of husbands and family members," it said.

"India, a rising economic power and the world's largest democracy, can never reach its full potential if half its population lives in fear of unspeakable violence," the daily said.

"This reprehensible crime reflects an alarming trend in India, which basks in its success as a growing business and technological mecca but tolerates shocking abuse of women," it said.

Indians in Australia pay emotional tribute to Delhi gang-rape victim

MELBOURNE: Indian diaspora in Australia paid an emotional tribute to the 23-year-old Delhi gang-rape victim, who died after battling for life for nearly a fortnight, and demanded stern action against the culprits.

A large group of Indian men and women gathered in front of the Indian Consulate here and lit candles to express their outrage over the incident.

Expressing her anger and grief over the loss of the young girl's life, lawyer Navjeet Jhaji said the Indian government should take stern actions against the culprits. "There should be freedom for the women to just move out freely on the streets."

Ravi Bhatia, a community leader, said sexual violence was an all too common occurrence in India. "Tens of thousands of women in India are sexually harassed, beaten and brutalised, raped and murdered, denied justice and basic human rights."

The memorial service for the girl, who was brutally gang-raped and assaulted by six men in a moving bus in Delhi on December 16, was organised by a social website group called Indian Solidarity Group.

The organiser of the social network page, Manoj Kumar, said the death of the 23-year-old girl, whose body was cremated in Delhi on Sunday morning, had touched so many people because it could have happened with anybody -- their mother, sister or relative.

He said he was upset by the Indian government's response to the violent incident.

Anjali Tikoo, an active member of an Indian association against domestic violence, said "the death of the young girl should not go waste. There is a message and we must tell our daughters to fight like this brave-heart against any assault or any oppression against women."

The community members also observed a two-minute silence to pay their respect to the departed soul.

A memorial service was also being held in Sydney.

UN chief expresses sorrow at death of Delhi gang-rape victim

UNITED NATIONS: UN chief Ban Ki-moon has voiced "deep sorrow" at the death of the 23-year-old Delhi gang-rape victim, asking the Indian government to implement reforms to deter such crimes and bring the perpetrators to justice.

Ban "utterly condemns this brutal crime" and expresses "deep sorrow" at the death of the girl, who was brutally gang-raped and assaulted by six men in a moving bus in Delhi on December 16 and succumbed to her severe injuries at a Singapore hospital on Saturday.

The death of the girl, whose body was cremated in Delhi on Sunday morning, led to a massive outpouring of grief and anger across India.

Millions of Indians held candle-light vigils and protests demanding immediate action from the government to punish perpetrators of the heinous crime and strengthen laws that deal with violence against women.

Ban welcomed efforts of the Indian government to take urgent action in the case and called for "further steps and reforms to deter such crimes and bring perpetrators to justice," a statement issued on Saturday by the UN Secretary General's spokesperson said here.

He also encouraged the Indian government to strengthen critical services for rape victims and said the UN Women and other agencies of the United Nations stand ready to support such reform efforts with technical expertise and other support as required.

The UN chief offered his sincerest condolences to the girl's parents, family and friends.

'Terminator 3' actor Nick Stahl arrested on suspicion of lewd conduct

LOS ANGELES: Actor Nick Stahl, who starred as John Connor in 'Terminator 3,' was arrested in a Hollywood adult movie shop on suspicion of lewd conduct.

The 33-year-old actor is facing a misdemeanor lewd conduct charge after being taken in by Los Angeles Police Department officers during a routine operation, LA Times reported.

Stahl was found alone in a private booth, watching an adult movie and committing a 'lewd act,' law enforcement officer said.

Stahl was released a few hours later. He was videotaped wandering off into the darkness alone.

In May, the actor disappeared for more than a week, prompting police to look for him on downtown LA's skid row before he made contact with friends to let them know he was alive and heading into rehab.

Incidentally, Stahl was nabbed by the same vice unit that arrested actor Fred Willard on suspicion of lewd conduct in an adult movie theater back in July.

27 Indian fishermen released by court in Sri Lanka arrive at Rameswaram

RAMESWARAM (TN): The 27 fishermen, who were taken into custody by the Sri Lankan Navy recently and later released by a court, arrived here on Saturday.

A court at Trincomalee had on Wednesday ordered their release and their four boats seized by the Lankan Navy.

The fishermen, who belonged to Karaikal and Nagapattinam, were arrested on December 23 when they were fishing reportedly in the Lankan martime area.

Navy spokesman Kosala Warnakulasuriya had said on December 24 that the Indians were arrested for "poaching inside Sri Lanka international maritime border limits off the eastern coast".

The fishermen and their four boats were handed over to the Indian coast guard at the international maritime boundary line by the Lankan Navy on Friday. They were brought in a ship to Mandapam by the coast guard and handed over to their relatives this morning, U Arulanandam, Pamban Fishermen Association president said.

Protest marches in Karnataka; anguish over gang-rape victim's death

BANGALORE: Emotions ran high in parts of Karnataka following the death of the Delhi gang-rape victim with people, particularly women, demanding stringent punishment including death penalty, for the perpetrators of the crime.

As the news of the tragic end of the 23-year-old para-medical student, who was undergoing treatment in a hospital in Singapore, spread, girls of various colleges took out a protest march.

In Bangalore, students of women colleges were in tears while expressing their ire over the rape. BJP's women wing also staged protests demanding immediate punishment to the rapists.

BJP spokesperson Nirmala Sitaraman urged the Centre to enact strict laws to ensure safety of women and also the laws should act as deterrent to rapists.

Some mourners, who participated in a candle light march in Mandya, Haveri, Mysore, Bellary and other places, said the culprits should be punished in public, while others advocated capital punishment.

Chief minister Jagadish Shettar, who is touring in Bagalkot, expressed grief over the girl's death. Karnataka Janata Party president BS Yeddyurappa also mourned the death of the girl and said a situation in which women can move around fearlessly, should be created in the country.

Steps should be taken to ensure that the Delhi incident did not recur, he said.

Karnataka home minister R Ashok said in Hospet that the state government was contemplating slapping provisions of the stringent Anti-Goonda act against rapists.

Gang rape incidents have been reported in Bangalore City few months ago and in Hassan recently. In both the incidents, the culprits have been arrested.

Japan's PM seeks security ties with India, Australia: Report

TOKYO: Japan's new Prime Minister Shinzo Abe has sought to expand the Japan-US security partnership to India and Australia as it faces a bitter territorial row with China.

"The Japan-US alliance is the cornerstone," Abe, sworn in as Prime Minister on Wednesday, said in an interview with the mass-circulation Yomiuri Shimbun published on Saturday.

"It's good to expand it to security cooperation among Japan, the United States and India. (Co-operation) among Japan, the United States and Australia will also contribute to stability in the region," Abe said.

"It is important to regain the region's power balance," he added without elaborating.

Abe won conservative support in national polls earlier this month with forthright pronouncements on the Senkaku islands in the East China Sea, vowing not to budge on Japan's claim to them.

China also lays claim to the island chain, which it calls the Diaoyu.

Beijing has sent ships into the islands' waters many times since Tokyo nationalised the chain in September, with analysts saying China intends to prove it can come and go as it pleases.

Delhi gang-rape case: 6th accused sent to 12-day judicial custody

NEW DELHI: One of the six accused in December 16 gang-rape of a 23-year-old paramedical student, who died on Saturday, was remanded in judicial custody for 12 days by a Delhi court.

Akshay Singh alias Thakur, who was the last one to be arrested in the case, was produced before additional chief metropolitan magistrate Lokesh Kumar Sharma after expiry of his day-long police custody.

"He (Akshay) is remanded to judicial custody. Let he be produced on January 9," the court said after the police did not seek his further custody.

Akshay had been remanded in police custody on Friday for a day to recover the remaining case property and clothes which he and other arrested five co-accused were wearing while allegedly gang-raping and brutally assaulting the victim in a moving bus here on the fateful night.

After the day-long custody, the police did not seek his further remand as they recovered the articles, which had not been recovered earlier.

The investigating officer in the case told the court that they have seized the clothes of the accused worn on the night of incident and also the mobile of the girl and ATM card of her male friend and other valuables at the instance of accused Akshay.

It also said the victim's male friend, a 28-year-old software engineer had identified the valuables, which were robbed from them after the incident.

The police told the court that the boy had even identified the ring, which his female friend was wearing on that night.

Compensation alone will not help, provide quick justice to rape victim: Mayawati to Akhilesh

LUCKNOW: Bahujan Samajwadi Party (BSP) chief Mayawati never loses any opportunity to put the ruling Samajwadi Party (SP) in Uttar Pradesh (UP) in the dock. On Saturday, as the news of Delhi gang-rape victim's death arrived, she used Maulana Ahmed Bukhari's statement to accuse Akhilesh Yadav-led SP government of doing nothing to rising check rape in the state and to help rape victims.

Mayawati claimed that over 1,500 cases of rape and other heinous crime against women have been reported in nine months of the SP rule. Holding lackadaisical policies of the government responsible for the rising crime against women, Maya said that ensuring security and speedy justice is more important than offering compensation and job to rape victim. The widespread public anger seen after Delhi incident shows that people are fed up and want justice, she added. But, she alleged, the SP government announced compensation for the Delhi gang rape victim and offered job to divert attention from the poor law and order situation in UP.

Referring to the statement of Maulana Ahmed Bukhari, Shahi Imam of Jama Masid in Delhi, in which he has criticised SP government of not giving compensation to Muslim victims of such crimes, Mayawati said that people who supported the SP in assembly elections have now started questioning how many rape victims in UP were given compensation and offered jobs by the SP government.

"Forget about justice, in many cases no action has been taken and culprits are moving freely," she alleged. Mayawati also said that the compensation and job to rape victims is not the solution of the problem. Only prompt and strict action will help, she added.

While condoling the death of the Delhi rape victim, the BSP chief reiterated her demand of calling a special session of Parliament for framing stricter laws to curb crime against women and for installing a mechanism for speedy justice. She also said that speedy and strict punishment to the guilty should also be widely publicised, so that it can act as a deterrent. She said that people are angry today because governments make promises when an incident is highlight but never fulfil them.

"We can call ourselves as a civilised society only after curbing the menace. For this we all will have to stand up and contribute for the cause," she said.

Amend laws to ensure stringent punishment in rape cases: Mamata

KOLKATA: West Bengal chief minister Mamata Banerjee on Saturday called for amending criminal laws to ensure stringent punishment for rape in the wake of the death of the Delhi gang-rape victim.

"It (crime against women) is a serious problem and I feel criminal laws are old and weak. Though amendment is a central subject, we will provide all cooperation," she said.

"The centre must ensure that the culprits are severely punished. I feel there is a need to amend criminal laws and bring in more stringent punishment for the offence of rape," she said.

"Though women are more vulnerable in rural areas, there is hardly any instance of rape in such places. But in urban areas, rapes and crimes against women have been rising.

"I feel society needs to be more responsible. The awareness level also needs to be increased so that such incidents do not recur," she said.

Retired Gen. Norman Schwarzkopf, coalition forces leader during Gulf War, dies

WASHINGTON: Retired Gen. H. Norman Schwarzkopf, who topped an illustrious military career by commanding the US-led international coalition that drove Saddam Hussein's forces out of Kuwait in 1991 but kept a low public profile in controversies over the second Gulf War against Iraq, died Thursday. He was 78.

Schwarzkopf died in Tampa, Florida, where he had lived in retirement, according to a US official, who was not authorized to release the information publicly and spoke on condition of anonymity.

A much-decorated combat soldier in Vietnam, Schwarzkopf was known popularly as "Stormin' Norman" for a notoriously explosive temper.

He served in his last military assignment in Tampa as commander-in-chief of U.S. Central Command, the headquarters responsible for U.S. military and security concerns in nearly 20 countries from the eastern Mediterranean and Africa to Pakistan.

Schwarzkopf became "CINC-Centcom" in 1988 and when Saddam Hussein invaded Kuwait three years later to punish it for allegedly stealing Iraqi oil reserves, he commanded Operation Desert Storm, the coalition of some 30 countries organized by then-President George H.W. Bush that succeeded in driving the Iraqis out.

At the peak of his postwar national celebrity, Schwarzkopf, a self-proclaimed political independent, rejected suggestions that he run for office, and remained far more private than other generals, although he did serve briefly as a military commentator for NBC.

While focused primarily in his later years on charitable enterprises, he campaigned for President George W. Bush in 2000 but was ambivalent about the 2003 invasion of Iraq, saying he doubted victory would be as easy as the White House and Pentagon predicted. In early 2003 he told the Washington Post the outcome was an unknown:

"What is postwar Iraq going to look like, with the Kurds and the Sunnis and the Shiites? That's a huge question, to my mind. It really should be part of the overall campaign plan," he said.

Initially Schwarzkopf had endorsed the invasion, saying he was convinced that former Secretary of State Colin Powell had given the United Nations powerful evidence of Iraqi weapons of mass destruction. After that proved false, he said decisions to go to war should depend on what UN weapons inspectors found.

He seldom spoke up during the conflict, but in late 2004, he sharply criticized then-defense secretary Donald Rumsfeld and the Pentagon for mistakes that included inadequate training for Army reservists sent to Iraq and for erroneous judgments about Iraq.

"In the final analysis I think we are behind schedule. ... I don't think we counted on it turning into jihad (holy war)," he said in an NBC interview.

Schwarzkopf was born Aug. 24, 1934, in Trenton, New Jersey, where his father, Col. H. Norman Schwarzkopf Jr., founder and commander of the New Jersey State Police, was then leading the investigation of the Lindbergh kidnap case, which ended with the arrest and 1936 execution of German-born carpenter Richard Hauptmann for stealing and murdering the famed aviator's infant son.

The elder Schwarzkopf was named Herbert, but when the son was asked what his "H" stood for, he would reply, "H." Although reputed to be short-tempered with aides and subordinates, he was a friendly, talkative and even jovial figure who didn't like "Stormin' Norman" and preferred to be known as "the Bear," a sobriquet given him by troops.

He also was outspoken at times, including when he described Gen. William Westmoreland, the US commander in Vietnam, as "a horse's ass" in an Associated Press interview.

As a teenager Norman accompanied his father to Iran, where the elder Schwarzkopf trained the country's national police force and was an adviser to Reza Pahlavi, the young Shah of Iran.

Young Norman studied there and in Switzerland, Germany and Italy, then followed in his father's footsteps to West Point, graduating in 1956 with an engineering degree. After stints in the U.S. and abroad, he earned a master's degree in engineering at the University of Southern California and later taught missile engineering at West Point.

In 1966 he volunteered for Vietnam and served two tours, first as a U.S. adviser to South Vietnamese paratroops and later as a battalion commander in the US Army's Americal Division. He earned three Silver Stars for valor _ including one for saving troops from a minefield _ plus a Bronze Star, a Purple Heart and three Distinguished Service Medals.

While many career officers left military service embittered by Vietnam, Schwarzkopf was among those who opted to stay and help rebuild the tattered Army into a potent, modernized all-volunteer force.

After Saddam invaded Kuwait in August 1990, Schwarzkopf played a key diplomatic role by helping to persuade Saudi Arabia's King Fahd to allow U.S. and other foreign troops to deploy on Saudi territory as a staging area for the war to come.

On Jan. 17, 1991, a five-month buildup called Desert Shield became Operation Desert Storm as allied aircraft attacked Iraqi bases and Baghdad government facilities. The six-week aerial campaign climaxed with a massive ground offensive on Feb. 24-28, routing the Iraqis from Kuwait in 100 hours before U.S. officials called a halt.

Schwarzkopf said afterward he agreed with Bush's decision to stop the war rather than drive to Baghdad to capture Saddam, as his mission had been only to oust the Iraqis from Kuwait.

But in a desert tent meeting with vanquished Iraqi generals, he allowed a key concession on Iraq's use of helicopters, which later backfired by enabling Saddam to crack down more easily on rebellious Shiites and Kurds.

While he later avoided the public second-guessing by academics and think tank experts over the ambiguous outcome of Gulf War I and its impact on Gulf War II, he told the Washington Post in 2003, "You can't help but... with 20/20 hindsight, go back and say, `Look, had we done something different, we probably wouldn't be facing what we are facing today."'

After retiring from the Army in 1992, Schwarzkopf wrote a best-selling autobiography, "It Doesn't Take A Hero." Of his Gulf war role, he said, "I like to say I'm not a hero. I was lucky enough to lead a very successful war." He was knighted by Queen Elizabeth II and honored with decorations from France, Britain, Belgium, Kuwait, Saudi Arabia, United Arab Emirates, Qatar and Bahrain.

Schwarzkopf was a national spokesman for prostate cancer awareness and for Recovery of the Grizzly Bear, served on the Nature Conservancy board of governors and was active in various charities for chronically ill children.

"I may have made my reputation as a general in the Army and I'm very proud of that," he once told the AP. "But I've always felt that I was more than one-dimensional. I'd like to think I'm a caring human being. ... It's nice to feel that you have a purpose."

Schwarzkopf and his wife, Brenda, had three children: Cynthia, Jessica and Christian.

US suspends embassy operations in rebel-hit Central African Republic

WASHINGTON: The United States said on Thursday it was suspending operations at its embassy in the Central African Republic as rebels appeared poised to move on the capital of the impoverished but resource-rich nation.

US State Department spokesman Patrick Ventrell said the US embassy had temporarily suspended operations and that the US ambassador and other embassy personnel had left the country.

"This decision is solely due to concerns about the security of our personnel and has no relation to our continuing and long-standing diplomatic relations with the CAR," Ventrell said in a statement.

Delhi gang-rape case: PM, Sonia say guilty will be punished

NEW DELHI: Prime Minister Manmohan Singh and Congress president Sonia Gandhi have reiterated that the government is committed to punish the accused in the Delhi gang rape case at the earliest.

Manmohan Singh and Sonia Gandhi wished speedy recovery to the 23-year-old girl, who is battling for life in a hospital in Singapore.

"Our wish is that she recovers and comes back to us... and no time is lost in bringing perpetrators of the crime to justice," Gandhi told reporters at the Congress headquarters here after hoisting the party flag on the occasion of its foundation day.

The Congress president announced that there will be no foundation day celebrations as a mark of respect to the victim, who continues to be in a critical condition.

Sonia hoped that the victim recovers soon and returns to India.

The best possible medical care was being provided to the gang rape victim now in a Singapore hospital, Prime Minister Manmohan Singh said, assuring the people of his commitment of bringing the guilty to justice as soon as possible.

"You have my assurance that our government is committed to bringing the guilty to justice as soon as possible," the prime minister told reporters here.

Centre has no intention to encroach states' rights on water: PM Manmohan Singh

NEW DELHI: In the wake of apprehensions expressed by the states over proposed national legal framework on water resources, Prime Minister Manmohan Singh on Friday sought to allay fears by saying the Centre has no intention to encroach their rights on water management.

"I would like to emphasise the need to see the proposed national legal framework in proper perspective. The framework would be an umbrella statement of general principles governing the exercise of legislative, executive or devolved powers by the Centre, the states and the local governing bodies.

"The Central government does not wish to encroach, in any manner, upon the Constitutionally guaranteed rights of states or to centralise water management," he said.

Singh was addressing the sixth meeting of the national water resources council which is likely to adopt the latest national water policy.

The policy proposes to have a national legal framework on water issues which the state government have been opposing since the draft was put in public domain in January, this year.

Referring to the issue of depleting groundwater, the Prime Minister said in spite of its "vital importance" there is no regulation for its extraction and coordination among competing uses.

"We need to initiate steps to minimise misuse of groundwater by regulating the use of electricity for its extraction," he said.

Things are getting 'rotten', Xi Jinping warns party leaders

BEIJING: In a warning to officials of the ruling Communist Party, China's new leader Xi Jinping spoke of rot setting in party's echelons, threatening its six decade hold over the country and reminded them of "cyclical rise and fall of rulers" in Chinese history.

In his first meeting this week with the leaders of eight non-Communist parties permitted to operate in China, Xi quoted an ancient Chinese proverb which stated "things must have gone rotten before insects can grow" while asking his party-men to stay clean and self-disciplined.

Xi, 59, who has been cautioning about the likelihood of party loosing its hold over China due to corruption and complacency, caught the leaders of the eight parties by surprise by recalling a warning by non-communist leader to Mao Zedong in 1945 about rise and fall of dynasties in China.

Xi referred to a conversation between Mao and Huang Yanpei, founder leader of the non-communist China Democratic National Construction Association, in which the latter reminded the Communist strongman about how dynasties fell, falling pray to sluggishness after staying in power for long time, despite diligent and frugal beginning.

In response, Mao, who took over power in China in 1949, replied the CPC had found an escape route - democracy.

Mao said the governments will never be slack at work if they are under the supervision of the people.

That conversation, Xi said, remained relevant today as an "impetus and a warning" to the party, state-run China Daily reported on Friday.

The Communist Party was caught in a host of sex, sleaze and corruption scandals. While one of its disgraced leaders Bo Xilai currently awaited trial over his wife's involvement in the murder of a British businessman, a number of sex scandals involving other leaders rocked the party in recent months.

Foreign media reports also alleged that the family of outgoing Premier Wen Jiabao has amassed over USD 2.7 billion assets, a claim denied by him.

Another report alleged Xi's family itself accumulating millions of dollars worth of assets.

Analysts say Xi's campaign in highlighting corruption is aimed at striking a chord with Chinese people, who is increasingly agitated over issues like corruption and growing wealth gap.

Xi's warning shows that top party leadership is aware of potential risks that challenge its power, as well as the determination to promote supervision and socialist democracy as a way out, said Liu Shanying, a researcher at the Chinese Academy of Social Sciences.

Electronic media has become police, prosecution & judge: Digvijaya

BHOPAL: Deprecating the electronic media over coverage of protests following the gang-rape in Delhi, Congress general secretary Digvijaya Singh on Friday said it was playing the roles of police station, prosecution and the judge.

"During the agitation following the gang-rape of a girl in New Delhi, the electronic media has become the police station, the prosecution and even the judge," Digvijay said.

After a policeman died during the agitation in the aftermath of the gang-rape, the electronic media showed an eyewitness who claimed to have seen the security personnel falling down, he said.

The eyewitness was even shown saying that the policeman had not been hit by anything, the Congress leader said, adding that all this was not the job of the electronic media.

"I think all of us have become irrelevant and the nation should be left at the mercy of the electronic media who will run it," Singh said.

He said, however, in contrast, the print media "behaves responsibly" and does not go on and on about any particular story.

Tensions hit French embassy in Central African Republic

BANGUI, Central African Republic: Angry protesters carrying clubs threw rocks at the French embassy in Central African Republic on Wednesday, criticizing the former colonial power for failing to do more to stem a rapid rebel advance as fears grew that the insurgents aim to seize the capital.

The demonstrations began earlier in the day outside the US embassy before about 100 protesters then took to the French Embassy, carrying pieces of cardboard with messages that read: "No to war! No to France!''

"It's France who colonized us, they should support us until the end. Unfortunately, they have done nothing. In this case, we are merely asking purely and simply that they leave our country,'' shouted one young demonstrator in front of the French mission in Bangui.

The protesters then began stopping cars to verify whether any foreign nationals were inside.

"These people have taken down the French flag from its pole and removed it,'' said Serge Mucetti, the French ambassador to Central African Republic. "They have carried out stone-throwing in the area of the embassy and have broken windows. This kind of behavior is unacceptable.''

Air France confirmed Wednesday that its once-a-week flight to Bangui turned back because of protests at the French Embassy. The decision was made independently by Air France, and the French government did not make the request, said an airline spokeswoman, who spoke on condition of anonymity because company policy did not authorize her to speak on the record.

The French foreign ministry did not immediately respond to a request for comment.

Many fear that Bangui, a city of about 600,000 people, could be the scene of a battle between government forces and the rebels. The fighters already have seized at least 10 towns, meeting little resistance from soldiers.

Rebel Col. Djouma Narkoyo said Wednesday that his forces have continued taking towns in recent days because government forces are attacking their positions. But, he insisted via phone: "Our intention is not to take Bangui. We still remain open to dialogue.''

Bangui residents were skeptical of the insurgents' intentions.

"We are afraid by what we see happening in our country right now,'' said Leon Modomale, a civil servant in the capital. "It's as if the rebels are going to arrive in Bangui any moment now because there are too many contradictions in their language.''

The rebel advance began earlier this month, with a push by the Union for the Democratic Forces for Unity, known by its French acronym of UFDR. The group signed an April 13, 2007, peace accord, which paved the way for the fighters to join the regular army, but the group's leaders say the deal was never properly implemented.

Central African Republic is a desperately poor, landlocked country that has suffered numerous rebellions since independence from France. Despite the nation's wealth of gold, diamonds, timber and uranium, the government remains perpetually cash-strapped.

US special forces troops have deployed to Central African Republic among other countries in the region in the hunt for Joseph Kony, the fugitive rebel leader of the notorious Lord's Resistance Army.

Delhi gang-rape case: Eyewitnesses asked to join probe in constable death case

NEW DELHI: Delhi Police have asked two youths, who have contradicted investigator's version on constable Subhas Tomar's death, to join the probe.

Police have sent notices to Yogendra and Paoline in connection with the investigations into the case.

RML medical superintendent Dr T S Sidhu has also been asked to join the probe after he said Tomar did not suffer any external or internal injury.

A controversy has erupted over the cause of death of Tomar during violent demonstrations last Sunday with eyewitnesses and a government hospital claiming there were no injuries on his person while the postmortem report contradicted these versions.

The Delhi Police had on Wednesday released excerpts of report of the post mortem done by a board of doctors in the the government Ram Manohar Lohia (RML) Hospital, where he died on Tuesday.

"Myocardial infarction (cardiac arrest) and its complications that could be precipitated by multiple ante-mortem (before death) injuries to neck and chest produced by blunt force impact," additional commissioner of police (New Delhi) K C Dwivedi had said quoting from the report as the cause of 47-year-old Tomar's death.

However, two eyewitnesses claimed that they did not spot any injuries on his person when they tried to revive him after he collapsed near India Gate on Sunday during violent protests against the gang rape of a girl in a moving bus on December 16.

Medical superintendent of RML Dr T S Sidhu, said, there were "no major external injury marks except for some cuts and bruises.

..In all our records, there are no severe internal injuries recorded but the post-mortem will tell everything."

Yogendra and his friend Paoline, who had rushed Tomar to the hospital, contradicted police version that the Constable was beaten up by protesters leading to his death. He fell down on his own, they said.

30 dead as cold wave sweeps Uttar Pradesh

LUCKNOW: The cold wave sweeping through Uttar Pradesh has claimed more than 30 lives in a 24-hour span, officials here said on Thursday.

The maximum number of deaths, between Wednesday and Thursday morning, were reported from Bhadohi district where five people succumbed to the cold. As many as four people died in Balia and three each in Allahabad, Mirzapur, Sonebhadra, Ghazipur, Barabanki, Chandauli and Azamgarh districts. Shrawasti and Mau districts have reported one deaths each, a state government official said.

The mercury dropped below four degrees Celsius in most parts of the state even as the day temperatures plummeted below 10 degrees Celsius. Although the thick fog cover has receded in some regions, cold winds continued to add to the troubles of the people.

The Met Office in the state capital Lucknow does not see any respite from the cold weather conditions in coming days. A weather official said the dense fog in the state would make things "far more difficult" in the next few days.

Although the state government has made arrangements of shelter homes and bonfires for the poor and the homeless, 37 people perished after the cold wave conditions set in across the state last week.

The thick fog cover has also hit the rail and air traffic in the state. Many trains were running behind schedule, especially those coming from Punjab, Bihar and Delhi, a railways official said.

MUMBAI: Ratan Tata, who led the transformation of the Tata group from a conventional corporate house into a $100 billion global conglomerate with high-profile acquisitions abroad, will retire on Friday ending a 50-year run in one of India's oldest business empires.

Marking a generational change, Tata, who turns 75 tomorrow, will hand over the reins of the group to 44-year-old Cyrus Mistry, who was chosen his successor last year and formally appointed chairman earlier this month.

Tata is hanging up his boots after steering the group for 21 years as its Chairman, when he succeeded the legendary JRD Tata. While JRD made Tata the Chairman out of the blue in 1991 RPT 1991, Mistry of the Shapoorji Pallonji group and whose family owns 18% stake in Tata Sons, was chosen by a five-member selection committee.


During Tata's tenure, the group's revenues grew manifold, totalling $100.09 billion (around Rs 475,721 crore) in 2011-12 from a turnover of a mere Rs 10,000 crore in 1991 RPT 1991.

His vision to transform the group into a multinational giant resulted in high profile acquisitions such as Tata Tea's takeover of UK brand Tetley for $450 million in 2000

But Ratan Tata set new standards for the Indian corporates in the current era of globalisation when Tata Steel acquired Anglo-Dutch rival Corus for 6.2 billion pounds beating CSN of Brazil in 2007.

Normal life hit in Manipur by general strike, curfew clamped

IMPHAL: Normal life was hit in Manipur on the final day on Thursday of the general strike called to protest against the alleged molestation of a Manipuri film actress by a Naga militant, as curfew was imposed in all four valley districts.

All markets and business houses remained closed while transport services between Manipur and neighbouring states and within the state were cancelled, official reports said.

Attendance in government offices was almost nil while banks, educational institutions and other work places remained closed in response to the strike called by various social organisations, including Film Forum Manipur, and some other artistes' associations.

The strike, which resumed at midnight last night after remaining suspended for two days owing to Christmas, will be called off this evening, the organisers said.

However, to protest against the December 18 incident of molestation of Manipuri film actress Momoko and two other artistes, other forms of democratic agitations, including sit-ins, would be held, they said.

Official sources said that the curfew would be lifted at 6pm when the strike ends.

Narendra Modi slams Centre for 'lacking urgency' in tackling economic crises

NEW DELHI: Fresh from his electoral triumph, Gujarat chief minister Narendra Modi on Thursday hit out at the Centre's policies which "lack urgency or seriousness" in tackling economic crises and the "sense of pessimism" in the 12th Plan.


"It seems that there is no urgency or seriousness in tackling economic crises facing the country. There has been a virtual lack of direction in the macroeconomic management of the country," Modi said at the 57th National Development Council (NDC) meting here. Copies of the speech were circulated at the venue.


Attacking the government for lowering the growth target for the 12th Plan, Modi said though the target of 9 per cent GDP growth, talked about last year, appeared ambitious, "it was not impossible to achieve if we had the political will to do what is necessary".


"In this context, it is painful to note the unmistakable sense of pessimism in the 12th Plan document...Significantly lowering the growth targets of the 12th Plan will further add to the mood of despondency and pessimism in the country and cast increasing doubts on the sustainability of the India Growth Story," he said.


Modi sought to project the Gujarat model of development by listing out the initiatives taken by him in various sectors including agriculture, urban development and decentralised planning.


Modi, who was sworn-in as chief minister for the fourth time yesterday, was greeted by several leaders including Tamil Nadu chief minister J Jayalalithaa, Maharashtra chief minister Prithviraj Chavan, Punjab chief minister Parkash Singh Badal and Uttar Pradesh chief minister Akhilesh Yadav.

Modi walked up to Himachal chief minister Virbhadra Singh to greet him.

TOKYO: Prime Minister Yoshihiko Noda's Cabinet has resigned to clear the way for a vote in parliament to formally install conservative Shinzo Abe as Japan's new leader.

The chief government spokesman said the Cabinet resigned in a special meeting Wednesday morning.

Abe led his conservative Liberal Democratic Party to victory in elections December 16 after three years in opposition. He was to be named prime minister later Wednesday for his second turn at the nation's helm. He was also prime minister in 2006-2007.

He has vowed to take bold measures to shore up the economy, deal with a swelling national debt and come up with a recovery plan following last year's devastating earthquake, tsunami and nuclear crises.

World's longest bullet train service begins in China

BEIJING: China started service on Wednesday on the world's longest high-speed rail route, the latest milestone in the country's rapid and -- sometimes troubled -- super fast rail network.

The opening of the new 2,298-kilometre (1,425-mile) line between Beijing and Guangzhou means passengers will be whisked from the capital to the southern commercial hub in less than a third of the 22 hours previously required.

China Central Television broadcast the departure of the first train live from Beijing West Railway Station. It also carried live reports from inside showing passengers toting cameras to apparently snap commemorative photos.

Trains will travel at an average speed of 300 kilometres per hour over the line, which includes 35 stops in major cities such as Zhengzhou, Wuhan on the Yangtze River and Changsha.

State media have reported that December 26 was chosen to start passenger service on the Beijing-Guangzhou line to commemorate the birth in 1893 of revered Chinese leader Mao Zedong.

The Beijing-Guangzhou route was made possible with the completion of a line between Zhengzhou and Beijing. High-speed sections linking Zhengzhou and Wuhan and Wuhan and Guangzhou were already in service.

China's high-speed rail network was established in 2007, but has fast become the world's largest with 8,358 kilometres of track at the end of 2010. That is expected to almost double to 16,000 kilometres by 2020.

The network, however, has been plagued by graft and safety scandals, most notably a deadly bullet train collision in July 2011 that killed 40 people and sparked a public outrage.

The accident was China's worst rail disaster since 2008 and caused a torrent of criticism aimed at the government amid accusations that authorities compromised safety in their rush to expand the network.

Authorities said they have taken steps ahead of the new line's opening to improve maintenance and inspection of infrastructure, including track, rolling stock and emergency response measures.

"The emergency rescue system and all kinds of emergency pre-plans are established to improve emergency response ability," according to a ministry booklet.

Still, safety concerns remain.

The Global Times newspaper, with close ties to China's ruling Communist Party, on Wednesday quoted a Ministry of Railways official acknowledging continuing problems despite intense efforts to solve them during trial runs.

"We can't make sure it's error-proof in the future, and we have been subject to a lot of pressure from the public," Zhao Chunlei, deputy chief of the ministry's transportation department, told the paper.

The train's opening means that the train will be in service over China's Lunar New Year holiday period, which falls in mid-February next year.

Hundreds of millions of people travel across the country during that period to visit their ancestral hometowns in the world's largest annual migration.

NEW DELHI: The home ministry announced on Wednesday an ex-gratia of Rs 10 lakh to the next of kin of Delhi Police constable Subhash Chand Tomar, who died here on Tuesday morning.

An ex-gratia of Rs 10 lakh will be given to the family of Tomar in addition to the financial and other relief announced by the Delhi Police, a home ministry spokesperson said.

The 47-year-old constable, who was injured during violent protests at India Gate on Sunday, died on Tuesday after battling for life in a city hospital.

Tomar was posted in Karawal Nagar area and was called for maintaining law and order at India Gate area during the weekend protests over the gangrape of a 23-year-old girl.

Flight operations normal at Delhi's IGI airport after days of fog

NEW DELHI: After three days of dense fog, operations at the Indira Gandhi International Airport here remained largely normal on Wednesday.

Though there was shallow fog in the morning, visibilty remained above 1500 metres and flight operations remained normal with departures and arrivals as per schedule, airport sources said.

Some flights were delayed and some cancelled but they were due to operational reasons, they said.

Flight operations were badly hit at the IGI Airport due to dense fog for past three days leading to delay in schedules of hundreds of aircraft.

The visbility at the airport remain above 2000 metres early in the morning, but it dropped between 1300 and 1500 metres around 7.30am.

However, the drop in visibility caused no distruption in flight operations.

Bilawal to make formal entry into Pakistan politics tomorrow

ISLAMABAD: Pakistan People's Party chairman Bilawal Bhutto Zardari will make his formal entry into the hurly burly of Pakistani politics at an event to be held on Thursday to mark the fifth death anniversary of his mother Benazir Bhutto.

"Bilawal will make his entry into active politics during the meeting to be held at Garhi Khuda Bux (in Sindh) and take over the PPP's campaign for next year's general election," said a confidant of President Asif Ali Zardari.

Both 24-year-old Bilawal and his father will make speeches at the event to be held outside the Bhutto family's mausoleum near the PPP's stronghold of Naudero, said the confidant who did not want to be named.

There has been speculation that Zardari might also announce the date for the next general election at tomorrow's event but the confidant said no final decision had been made in this regard.

"The President is keeping things close to his chest and he is the person who will make the decision about announcing the date for the polls," the confidant said.

The current National Assembly or lower house of parliament will complete its five-year term in March and PPP leaders have indicated that the next general election is likely to be held in April or May. Polls will simultaneously be held to the four provincial assemblies.

During his speech at the event in Garhi Khuda Bux tomorrow, Bilawal is expected to make public a report on the investigation into Benazir Bhutto's assassination by a suicide bomber after an election rally in Rawalpindi in 2007.

Bilawal himself cannot contest polls till he turns 25 in September next year.

Zardari, who is the co-chairman of the PPP, has convened a meeting of the party's central executive committee at Naudero on Friday. This meeting is expected to fine tune the PPP's campaign for the polls, party insiders said.

The PPP's top leadership was mulling a move to elevate former premier Yousuf Raza Gilani to the post of co-chairman but this is now unlikely to happen due to opposition from several leaders, including interior minister Rehman Malik and law minister Farooq Naek, sources in the party said.

A recent Supreme Court judgement that said the President should be non-partisan and have no political affiliations has made it almost impossible for Zardari to play an active role in the PPP's election campaign.

The Lahore high court is hearing a petition seeking action against Zardari under the contempt of court law for failing to act on an order that expected him to give up the post of chief of the PPP.

Religious affairs minister Khursheed Shah said earlier this month that Zardari would not lead or participate in the PPP's election campaign.

Under these circumstances, Zardari was keen to rope in Gilani to play a greater role as co-chairman of the PPP.

"The move was shot down because of opposition from some leaders. The party felt it would be better to avoid any divisions just before the elections," said a source.

Gilani was convicted for contempt and disqualified by the apex court after he refused to revive graft cases against Zardari in Switzerland.

He subsequently became estranged from Zardari as he felt he was being given no importance within the party.

Zardari visited Gilani in his hometown of Multan last month to allay his concerns about being abandoned by PPP.

Gilani is now expected to be the main force in the PPP's campaign in Punjab as the party's current head in the province, federal minister Manzoor Wattoo, has "failed miserably" in mounting a challenge to the PML-N, sources said.

Gilani will also play an important role in the PPP's campaign across the country, the sources said.

Egypt President Morsi signs contentious constitution into law

CAIRO: Egyptian President Mohamed Morsi has signed into law a new Islamist-drafted constitution he says will help end political turmoil and allow him to focus on fixing the fragile economy.

Anxiety about the deepening economic crisis has gripped Egypt in past weeks, with many people rushing to take out their savings from banks and the government imposing new restrictions to reduce capital flight.

Results announced on Tuesday showed Egyptians had approved the text with an overwhelming 63.8 percent, paving the way for a parliamentary election in about two months.

The win gives Islamists their third straight electoral victory since veteran autocrat Hosni Mubarak was toppled in a 2011 revolution, following their earlier wins in parliamentary and presidential elections.

The presidency said Morsi signed a decree enforcing the charter late on Tuesday after the official announcement of the result of a referendum approving the basic law, Egypt's first constitution since Mubarak's overthrow.

The text has sharpened painful divisions in the Arab world's most populous nation and prompted often violent protests on the streets of Cairo.

Opposition groups condemn the new basic law as too Islamist and undemocratic, saying it could allow clerics to intervene in the lawmaking process and leave minority groups without proper legal protection.

But Morsi, catapulted into power by his Islamist allies, believes adopting the text is key to ending a protracted period of turmoil and uncertainty that has wrecked the economy.

He argues the constitution offers enough protection to all groups, saying many Egyptians are fed up with street protests that have prevented a return to normality and distracted the government from focusing on the economy.

An atmosphere of crisis has deepened in Egypt since the vote, with many Egyptians rushing to take out cash from banks and hoarding hard currency savings at home.

Sharpening people's concerns, the authorities imposed currency controls to prevent capital flight. Leaving or entering Egypt with more than $10,000 cash is now banned.

Rocked by often violent protests in the run up to the two-stage referendum this month, Cairo was calm, with only a small group of protesters burning tyres overnight.

Mursi's government says its opponents are damaging the economy by prolonging political upheaval. It has pledged to impose unpopular tax increases and spending cuts to win a loan package from the International Monetary Fund.

Adding to the government's long list of worries, Communications Minister Hany Mahmoud resigned from his post citing his "inability to adapt to the government's working culture".

The United States, which provides billions of dollars a year in military and other support for Egypt and sees it as a pillar of security in the Middle East, called on Egyptian politicians to bridge divisions and on all sides to reject violence.

"President Mursi, as the democratically elected leader of Egypt, has a special responsibility to move forward in a way that recognises the urgent need to bridge divisions," State Department spokesman Patrick Ventrell said.

Chinese man rams car into group of students, injures 13

BEIJING: A man in northern China rammed a car loaded with a gas tank and firecrackers into a group of middle schoolers, injuring 13 in the country's latest attack on students.

The man attempted to set off an explosion after running down 23 students at Fengning No. 1 Middle School in northern China's Hebei province on Monday, the official Xinhua News Agency said. The man is in police custody.

Xinhua did not identify the man in its report on Tuesday, but said his daughter was killed in a suspected murder case three years ago and he has a history of lodging complaints with authorities. Xinhua said the man did not act under the influence of alcohol or drugs.

Students were hospitalized with injuries that included skull fractures and crushed feet, Xinhua said.

The local Fengning county government confirmed the incident in a written statement and identified the man by his family name of Yin. It said Yin was driving a Geely sedan.

Citing eyewitnesses, the Beijing-based state-run Jinghua Times said the accident occurred when students were leaving school for noon break and that the car accelerated and knocked down students, many of whom were on bikes.

It said the man later set the car on fire.

On December 14, a Chinese man took a kitchen knife and went on a stabbing spree that left 23 students wounded in an elementary school in Henan province.

China has seen more than a half-dozen school attacks in less than three years, though the death tolls have been mostly in single digits, largely because knives have been the most-used weapon. China largely prohibits private ownership of guns.

Two dead, 11 hurt in Myanmar plane crash landing

YANGON: A Myanmar plane carrying 65 passengers including foreign tourists crash-landed in eastern Shan state on Tuesday, leaving two people dead and 11 others injured, the airline and officials said.

Air Bagan said the aircraft, an ageing Fokker-100, was forced to make an emergency landing two miles (three kilometres) from Heho airport, which is the gateway to the popular tourist destination of Inle Lake.

"One passenger who was missing was found dead inside the plane. We are still trying to identify who the dead passenger is," the carrier announced in a statement posted on its Facebook page.

The victim was an 11-year-old child, according to the information ministry, which added that four foreigners were among those hurt in the accident.

Another person was killed when the plane struck a motorbike on a road near the airport, it said.

The exact circumstances of the incident were not immediately clear, but a government official said a fire was reported in one of the engines as it approached Heho airport at around 9 am (0230 GMT).

"Because of the emergency landing near the airport, the plane broke up in the middle," the official tsaid on condition of anonymity, adding that passengers were evacuated.

A local tour guide waiting at the airport for passengers on the Air Bagan flight to arrive said the fire had "burnt almost the whole plane".

Air Bagan spokesman Ye Min Oo said the two pilots among the injured were taken to hospital, although their condition was not immediately known.

"The cause of the accident is not clear yet. Only the pilots will know the cause, but we can't contact them yet as they have been sent to hospital," he said.

Air Bagan is one of several domestic carriers seeking to profit from a tourist boom in Myanmar as it emerges from decades of military rule. It is owned by Tay Za, a tycoon known for his close links to the former junta.

The airline operates two Fokker 100 jets, which are no longer manufactured.

Long isolated from the world under decades of junta rule, the Southeast Asian nation has seen an influx of tourists and business travellers in recent months following a raft of political reforms.

The surge in demand for air travel has stretched Myanmar's aviation infrastructure, in particular in remote airports.

Yangon International Airport, the country's main terminal, is set to exceed its limit of 2.7 million passengers this year and the Department of Civil Aviation warned in July it needs urgent upgrading.

Gang rape case: Panel under retired HC judge to probe 'lapses' by Delhi Police

NEW DELHI: A one-member panel is being set up to investigate "lapses" by police in connection with the gang-rape of a 23-year-old student in the national capital.

Highly-placed sources in the government said retired judge of the Delhi high court, Justice Usha Mehra, will look into this aspect to ascertain whether the incident could have been prevented.

"A notification in this regard is likely to come out soon," the sources told PTI here.

The move to set up a fresh panel comes in the wake of the refusal of the Justice Verma Committee to club the investigation of the incident with its mandate to recommend changes in laws relating to crime against women, it is learnt.

The committee headed by former Chief Justice of India JS Verma has been mandated to submit its recommendations to the government in the next 30 days.

The gang-rape and vicious assault on the victim in a moving bus on December 16 in the capital has sparked country-wide outrage and a string of protests in the city.

The protesters have demanded severe punishment for the guilty and fast-tracking cases of crimes against women.

The Delhi high court has said it will set up five fast track courts in the capital to hear cases of crimes against women.

Home minister Sushikumar Shinde has said that police will seek day-to-day hearing of the gang rape case.

Narendra Modi to be sworn in as Gujarat chief minister on Wednesday

NEW DELHI: Gujarat chief minister Narendra Modi, who returned to power in assembly elections for a third time, will be sworn in on Wednesday, party sources said on Tuesday.

This will be the fourth swearing-in for the BJP leader, who has ruled the state since 2001.

Modi will attend the National Development Council meeting in Delhi the next day.

In Gujarat, the BJP bagged 115 seats, two short of its 117 tally of 2007, of the total 182 seats. The Congress could manage only 61 seats.

Party sources said the BJP leadership, including veteran LK Advani, Sushma Swaraj and Arun Jaitley, were expected to attend Modi's swearing-in ceremony.

The meeting was earlier scheduled at Hyderabad House, which adjoins India Gate where thousands of people, mostly youth, clashed with police during protests over the gangrape of a 23-year-old woman a week ago.

The meeting venue was changed to the prime minister's official residence, according to a statement.

Use of water canons at media crew not acceptable, broadcasters' body says

NEW DELHI: The News Broadcasters' Association (NBA) said on Monday that the use of water canons at specific media locations by Delhi Police during Sunday's protests suggested that journalists were targeted.

In a statement released here the NBA, which has country's leading news channels as members, expressed shock and concern that several journalists, camera-persons and media crew from various news channels were injured and expensive broadcast equipment damaged in the police action on Sunday.

"The fact that water canons were used at specific media locations and journalists even with mikes in their hands were injured suggests that the media was targeted," the NBA statement said.

The NBA said that its member channels had reported the protests over women's safety with "great maturity, sensitivity and restraint" so any police action against reporters was not acceptable.

"Any police action against our reporters is therefore unacceptable and condemned in no uncertain terms. It would be a sad day for the country, and democracy, if any attempt is made to muzzle the media," the NBA statement said.

The NBA in its statement appealed to the government to ensure that media is allowed to perform their duty in a free and fearless manner.

The statement also said that NBA member channels and most of the news media has condemned the violence that has crept into the protests and have repeatedly advised restraint and requested for peace and calm.

The broadcasters said that it is the job of the news media to report on events factually and that it has done this duty in the last few days in a balanced manner.

Virbhadra Singh to be sworn-in as Himachal Pradesh CM tomorrow

SHIMLA/NEW DELHI: Veteran Congress leader Virbhadra Singh, the architect of Congress' victory in Himachal Pradesh, will be sworn in as the hill state's chief minister for the sixth time in a function at the historic Ridge Ground in Shimla on Tuesday.

78-year-old Singh, who has been invited by Governor Urmilla Singh to form the government, would take oath alone and will finalise his council of ministers later this week after consultation with Congress president Sonia Gandhi, sources said.

Singh met Gandhi in Delhi on Monday to discuss the formation of the new government, they said. He was formally elected as the leader of the Congress Legislature Party in Shimla on Saturday.

Congress has 36 MLAs in the 68-member Assembly and one independent MLA has extended unconditional support to the party.

Singh was chief minister between 1983 and 1985; 1985 and 1990; 1993 and 1998 and 2003 and 2007.

In his five-decade-long political innings, he has been a seven-time MLA, a five-time MP and a five-time chief minister. He has also been a four-time President of the Himachal chapter of Congress and also represents the Mandi seat in the present Lok Sabha.

Singh had a long meeting with AICC general secretary Janardan Dwivedi, who was deputed as observer by the party high command for Congress Legislature Party (CLP) meet, on Saturday evening in Shimla and discussed several key issues relating to government formation.

Singh, after the election as CLP leader, had told reporters that his ministry would be a three-tier one and "fully representative".

"All sections and regions, young and old would be included in the ministry," he had said..

Asked about the next speaker of the state assembly, Singh had said he had three persons in mind but would not divulge the names at this stage.

Minimum temperatures up in Punjab, Haryana as foggy conditions prevail in the region

CHANDIGARH: The minimum temperatures in most parts of Haryana and Punjab today soared upto three degrees even as foggy conditions prevailed in the region, adversely affecting normal life in the morning hours.

The minimum temperatures in the region was just one degree Celsius below normal, the Met office said here adding that the night temperatures climbed up in the entire region.

Amritsar was the coldest place in the plains of Punjab and Haryana with a low of 2.8 degrees Celsius, one notch below normal.

While Patiala had a low of 5.6 degrees Celsius, one notch below normal, the minimum temperature at Narnual was 6 degrees Celsius.

Among other places, Ambala settled at a low of 6.1 degrees Celsius, one notch below normal, followed by 6.2 degrees Celsius at Ludhiana, 6.5 degrees Celsius at Hisar and 6.6 degrees Celsius at Chandigarh.

Most parts in the two states remained engulfed under a thick blanket of fog in the morning, reducing visibility up to a few metres. This adversely affected rail, air and road traffic at some places.

The Met department forecast drop in temperatures in the region in the next 24 hours.

Manmohan Singh's statement does not inspire confidence: BJP

NEW DELHI: BJP said Prime Minister Manmohan Singh's statement promising appropriate steps to prevent heinous crimes against women does not inspire confidence and suggested that the government should call a special Parliament session and an all-party meeting.

"The Prime Minister's statement does not inspire any confidence in the people. It has come too late and is too little. People want tougher laws and time-bound action. The government has failed to gauge the mood of the people," BJP spokesperson Prakash Javadekar said.

The main opposition reiterated its demand for a special session of Parliament to pass stringent laws to punish those who commit crimes against women.

"Leader of opposition in Lok Sabha Sushma Swaraj has suggested a way forward to the government by saying the Prime Minister should call an all-party meeting and hold a special session. The session can be of just five days," Javadekar told reporters here.

He wondered why the positive and constructive suggestions from the opposition were not being heeded to by Singh.

BJP had earlier condemned the police action against the youths who protested at Rajpath and India Gate. Swaraj had then talked to the Prime Minister and discussed the issue with home minister Sushilkumar Shinde.

BJP parliamentary party chief L K Advani had also talked to Shinde and said senior police officials should talk to the protesters instead of indulging in lathi-charge and using tear gas.

"The home minister saying we cannot talk to the protesters is ridiculous. They are university students and not Maoists. He should be tough against criminals and not students. Had the government talked to the protesters the tensions would have been reduced," Javadekar said.

Lalu Yadav favours death sentence for rapists

PATNA: Joining the growing clamour to award death penalty to perpetrators of rape, RJD President Lalu Prasad Yadav on Monday said his party would advocate for capital punishment for rapists in the Delhi gang rape case in the next Parliament session.

"Minor punishment of seven years jail term will not be adequate for such an act ... Existing laws need to be amended to end the menace," Yadav said before setting out for his 'Parivartan yatra' against the alleged 'misrule' of the Nitish Kumar government.

Lalu said RJD would advocate for awarding death sentence to rapists when the issue of gang rape of the 23-year-old para-medic in a moving bus in New Delhi comes up for discussion in Parliament.

Rashtriya Janata Dal (RJD) has four members in Lok Sabha, including Prasad and two in Rajya Sabha.

He said the public outrage over the Delhi gangrape was justified as the victim was brutally assaulted and is battling for life.

In view of growing incidents of rape in Bihar and Karnataka, Yadav said stringent anti-rape laws were needed to prevent such barbaric crimes.

Syria Islamists warn Christians as new patriarch urges peace

DAMASCUS: Islamist rebels warned two Christian towns on Saturday they will be attacked if they do not evict regime forces, as the new Greek Orthodox patriarch said Syria's often-fearful Christians will stay put and urged a peaceful end to the conflict.

Yet a key opposition group said Syria's conflict is not a sectarian one, contradicting warnings this week by a UN team that increasing sectarianism is threatening whole communities.

In a video message to the Hama provincial towns of Mharda and Sqilbiya, one of seven men armed with Kalashnikovs warned residents to expel gangs of (President Bashar al-) "Assad and shabiha (pro-regime militia) from your towns and convince them not to bomb our villages and families."

"If not, we will immediately attack the hideouts of Assad's gangs and shabiha," added the man, who identified himself as Rashid Abul Fida, head of the Al-Ansar Brigade in Hama.

Syrian Observatory for Human Rights director Rami Abdel Rahman said the towns both had pre-war populations in the tens of thousands but that most of their residents have already fled.

As the news circulated, Syria's new Greek Orthodox leader called in Damascus for Christians to remain in the country despite the conflict.

Patriarch of Antioch and All the East Yuhanna X Yazigi also appealed to warring parties to renounce violence "in all its forms" and to start a process of dialogue.

In his first press conference since succeeding Ignatius IV Hazim, who died on December 5, he said: "We Christians are here in the country and we will stay here.

"We believe that Christ is always present in this region, which is where Christianity was born."

The patriarch sought to play down dangers faced by Christians.

"What is happening to us is happening to others too. We are in the same situation as everyone else, Muslims and Christians, shoulder to shoulder, facing the difficulties," he said.

There are some 1.8 million Christians in Syria.

Many have remained neutral in a conflict that erupted in March 2011 and has killed an estimated more than 44,000 people. Others, fearing a rise of Islamism, have taken Assad's side.

The messages came two days after UN investigators described the 21-month conflict as "overtly sectarian in nature."

In response, the opposition Syrian National Council, hit out against the UN Commission of Inquiry on Syria, saying the "revolution is neither sectarian nor bloody."

"The only division that Syrian society is witnessing is between a bloodthirsty, oppressive regime... and people calling for freedom and equality," said the SNC, whose chief George Sabra comes from a Christian background.

On Thursday, the commission said the conflict threatened whole communities, and warned that newly formed armed Islamist groups were increasingly operating independently of the main rebel force, the Free Syrian Army.

Fabrice Balanche, director of the French research centre Gremmo, says 80 percent of Syrians are Sunnis, around 10 percent belong to Assad's Alawite community, five percent are Christian, three percent Druze and one percent Ismaili.

Meanwhile, there was no let-up of violence, as a car bomb in the northeast Damascus district of Qaboon killed five people, the Britain-based Observatory said.

And Haidar al-Sumudi, a cameraman for state television was gunned down outside his Damascus home, the broadcaster said.

Elsewhere, warplanes carried out air strikes on several flashpoints, among them the eastern province of Deir Ezzor and Homs in the centre of the strife-torn country, said the Observatory.

The Britain-based Observatory said at least 55 people were killed in violence across Syria on Saturday.

Despite Syria's raging war, Russian foreign minister Sergei Lavrov said he believed "no one has an appetite for external intervention" in the country's long-time ally.

"I even have the feeling that they are praying for Russia and China to continue blocking permission for external intervention. Because if there is such a decision, they will have to act, and no one is ready to act."

Lavrov also said Assad's regime is still in control of chemical weapons.

The United States said earlier this month it had intelligence showing that the regime was considering using its chemical weapons and issue a stark warning against any such action.

KAILUA: (Hawaii): Taking what promised to be a very brief Christmas break from the ongoing struggle to avoid the "fiscal cliff" of tax hikes and spending cuts, President Barack Obama relaxed with his family on Saturday at a beach retreat in Hawaii.

Congress was to return to Washington next Thursday and Obama has pledged to work with lawmakers to strike a deal to avoid the economic shock from tax and spending measures set to take effect on January 1 if a deal can't be reached, which many economists say could push the US economy back into recession.

The president is expected to indulge in some of his favorite pastimes on the island where he was born and raised: golf, an expedition for the local treat "shave ice," and an evening out with family and friends. He hit the links at the nearby Marine Corps base under sunny skies on Saturday afternoon.

On Sunday, he is expected to attend funeral services for Senator Daniel Inouye, the long-serving Democrat from Hawaii who died on Monday, but the president has no other public events on his schedule.

On Saturday, Democratic Senate Majority Leader Harry Reid said he had urged Hawaii Governor Neil Abercrombie, a Democrat, to name Inouye's successor "with due haste."

"It is critically important to ensure that the people of Hawaii are fully represented in the pivotal decisions the Senate will be making before the end of the year," Reid, of Nevada, said in a statement.

Obama's idyll was not expected to last more than four days, and he will likely retrace the more than 4,800-mile (7,725 km) trip from the Aloha State to Washington after Christmas in a bid to cut a deal with Republicans, who failed on Thursday to agree on competing tax and spending bills of their own.

Before leaving Washington on Friday evening, Obama urged Congress to come up with a stopgap measure to spare the US economy the jolt of $600 billion in tax increases and spending cuts economists say would likely derail the economy.

The president asked lawmakers for a stripped-down deal to continue lower tax rates on middle income earners and extend unemployment insurance benefits to avoid some of the worst effects of the "fiscal cliff" in the new year.

Obama's family holiday, in a quiet beach front community on the other side of the island from bustling Honolulu, should also provide some respite from the somber focus on the Newtown, Connecticut, school massacre and the consequent bitter debate over measures to change America's gun culture and prevent violence.

The president's weekly radio and Internet addresses, which in recent weeks have centered on his argument for extending tax cuts for all but the wealthiest Americans, on Saturday offered holiday greetings to US military forces.

Dense fog in Delhi, minimum temperature at season's lowest

NEW DELHI: Dense fog descended on the national capital this morning almost blinding commuters on streets as the temperature dipped to the season's lowest.

Vehicles had their fog lights on as visibility dropped to near zero levels.

The minimum temperature was recorded at 5.9 degree Celsius, two degrees below normal and down from yesterday's 6.2 degrees. The city has been witnessing comparatively warmer days in the past couple of days.

At the airport, around 20 flights were delayed while two cancelled as the fog enveloped the airport suddenly around 7am, airport sources said adding the operations were suspended for over an hour.

Railways pitches for 5-10 paise fare hike per kilometre

NEW DELHI: Faced with mounting deficit of over Rs 20,000 crore in the passenger segment, Railways is keen on raising passenger fares between 5-10 paise per km in the coming months to generate about Rs 4,000 crore revenue.

The hike could come close on the heels of railways finalising the broader contours of the proposed Rail Tariff Authority (RTA), which would be placed before Cabinet in January.

"The passenger fares should be hiked by 5 paise to 10 paise per km in the Rail Budget (2013-14). The financial condition of Railways is not good. We need funds, otherwise Railways will not survive," Minister of State for Railways KJ Surya Prakash Reddy told PTI.

The other Minister of State Adhir Ranjan Chowdhury also advocated an urgent hike in fare.

"There is an urgent need for passenger hike as railways' financial condition is bad."

Railways has incurred a loss of Rs 22,000 crore in the passenger segment this year, an increase of deficit of Rs 4000 crore from the last year.

However, a senior railway official said, "A decision is yet to be taken whether to increase the passenger fare before the Rail Budget or announce it in the budget."

Asked about the quantum of possible hike, the official said, "It is likely to be between 10 per cent and 15 per cent," something which former Railway Minister Dinesh Trivedi had proposed in the last Rail Budget.

Reviewing the performance of Railways, the PMO's has asked the chairman railway board to finalise and submit its recommendations on the constitution of proposed RTA by December 31.

RTA is expected to suggest the quantum of hike in passenger fare and freight tariff.

"We are working on it (RTA)," said Railway Minister Pawan Kumar Bansal when asked about the progress on RTA.

Government waging 'war' against people, Kejriwal says

NEW DELHI: With curfew imposed in the heart of Delhi to stop protests near the presidential palace, Aam Aadmi Party leader Arvind Kejriwal accused the government of waging 'war' against the people.

With prohibitory orders imposed in parts of the city following unending protests to ensure justice to the 23-year-old woman, Kejriwal told reporters,"This is illegitimate. How can they impose Section 144?"

"If the government would have shown such resolve to deal with rapists, the situation would have been different. It seems the government is waging 'war' against its own people."

Prohibitory orders banning the assembly of five or more people have been imposed around Parliament and Rashtrapati Bhawan including India Gate area, Rajpath and Janpath.

Congress president Sonia Gandhi's residence on Janpath also saw protests over last few days.

Delhi gang rape case draws attention of American media

WASHINGTON: The large-scale protests in India over the gang-rape of a girl in a moving bus has attracted the attention of American media which blamed it on poor law and order and a lacklustre criminal justice system.

At a time when the mainstream American media itself is battling over the issue of fiscal cliff, debating the relevance of gun-control laws in the aftermath of shootout inside a school that killed 20 children, newspapers and news channels have been taking a serious note of outburst of the peoples' anger against the rape on the young girl who is battling for her life at a hospital in New Delhi.

"These are unprecedented demonstrations," National Public Radio reported.

"They want justice for this young woman, and they want women in this country generally to feel safer on the streets, at work, in subways, and on public transportation," it said.

"Clashes Break Out in India at a Protest Over a Rape Case," headlined The New York Times, stating that thousands of protesters streamed into the heart of New Delhi to demand justice and better policing in the wake of the brutal rape.

"The roots of the problem run deep in a conservative society that is having trouble adjusting to educational and economic advances by women, long confined to the home. Demographics also play a role, with half of India's population under 25 and female infanticide and the neglect of girls creating a growing gender imbalance," the daily said.

"But India's criminal justice system, riddled with incompetence, corruption and political meddling, seems unable to respond effectively," The New York Times said.

"A young woman was gang-raped and beaten to near death on a moving bus in New Delhi, police say. She is in intensive care at a city hospital, battling for her life," CNN reported.

Official data show that rape cases have jumped almost 875 per cent over the past 40 years -- from 2,487 in 1971 to 24,206 in 2011, it said.

New Delhi police fired water cannon at protesters, it said in another news report.

"Thousands of people demonstrated outside the Indian president's residence in New Delhi on Saturday, breaching barricades and clashing with police over the brutal rape of a 23-year-old girl before authorities drove them back with sticks, tear gas and water cannons," The Los Angeles Times reported.

Congress leadership summons Andhra CM Kiran Kumar Reddy to Delhi

HYDERABAD: Amid speculations of a possible leadership change in Andhra Pradesh, chief minister N Kira Kumar Reddy on Saturday rushed to Delhi on summons from the Congress leadership.

The chief minister cancelled all his scheduled programmes for Saturday to leave for the national capital, where governor ESL Narasimhan and state Congress chief Botsa Satyanarayana are already camping. They are likely to meet Congress president Sonia Gandhi and other top leaders separately.

Visiting Delhi for the second time in a week, the governor is likely to brief Sonia Gandhi, Union home minister Sushilkumar Shinde and others about the latest political situation in the state.

The visit of the state's top leadership assume significance in view of the governor returning to the state government a file relating to its recommendation not to give permission to the Central Bureau of Investigation (CBI) to prosecute senior cabinet minister Dharmana Prasada Rao.

The governor has advised the cabinet to reconsider the issue and seek further legal opinion.

The development has embarrassed the government and the chief minister is under fire from his critics in the cabinet for passing a resolution in the cabinet rejecting the CBI request for permission to prosecute the minister, an accused in YSR Congress party leader YS Jaganmohan Reddy's disproportionate assets case.

The Congress leadership's summons to the chief minister are also significant in view of Dec 28 all-party meeting convened by the central government on the Telangana issue.

The party is under pressure from its leaders in the Telangana region to take a stand in favour of the demand for statehood to Telangana.

According to some Congress officials, the leadership is focusing on strengthening the organisation in the state in the run up to 2014 elections. They have not ruled out an expansion and reshuffle of the cabinet to give it a new look.

UP government to impose National Security Act on those who rape a minor.

LUCKNOW: The Uttar Pradesh government has decided to impose National Security Act on those who rape a minor. Arrangements to depute police in plain clothes outsides schools and colleges is also being made.

An information to this effect was given by principal secretary home affairs, UP, RM Srivastava. He told reporters that the state government was extremely serious to check incidents of rape in the state. He also informed that five persons,n who allegedly raped a minor in different cases in the last one month, have already been booked under the provision.

The state government has shown the desired seriousness regarding eve teasing, controlling which is a chance to limit cases of rape and sexual harassment much before they manifest. The officer said that police men being deployed outside schools would keep an eye on eve teasing and ensure safety of the girls. Womens' rights activists have welcomed the step.

They had been asserting on the need to check eve teasing which is quite rampant in the city. An NGO Saajhi Dunia's survey showed that nine of ten girls using public transport have faced eve teasing on a regular basis. Unfortunately they ignore the matter fearing that the perpetrator may come back with higher aggression or fear to losing their freedom.
