Rejecting Suganya's plea, Justice P Devadass said the investigation into the accident was still in a nascent stage.
Pointing out that the allegations against the architect were serious, the judge said it was not a fit case for granting anticipatory bail at the moment.
Advocate R Krishnamurthy had filed an intervenor petition opposing anticipatory bail relief to the woman architect saying it would set a bad precedent.
Suganya had sought anticipatory bail saying she had only co-designed the building at Moulivakkam near Porur in Chennai and that she had no role in the actual construction.
Suganya said her role as a registered architect was limited only to deciding the height and shape, height of rooms, size of windows and placement of rooms inside the flats.
"The architect does not even decide the depth of the foundation, the soil test for building stability, thickness of pillars, composition of the concrete and thickness and strength of iron rods," she said, adding that such decisions were taken by structural engineers and civil engineers.
