Low polling in the past had shown that voters in Himachal Pradesh are losing interest in parliament elections. Against 59.71% polling recorded in 2004 parliamentary elections, in 2009 elections only 58.43% voters turnout was recorded.
Contrarily, assembly elections witnesses heavy turnout of voters. Parliamentary elections are generally held in the month of May-June and this being the harvesting season; voters from rural areas do not participate in the election process resulting into low turnout.
"The way people are turning to the polling booths shows their enthusiasm and it is much more than 2009. We hope at the end, around 75% polling would be recorded in Himachal Pradesh," said Neeraj Sharma, OSD, state election department.
He said that by 9 am, state had already recorded 16.48% polling while by 1 pm 31% polling was recorded in the state. Not only the urban areas but voters in large number are turning up to the booths in the rural areas too.
To ensure live webcast of polling, Election Commission has provided the facility in selected polling stations of all 12 districts in the state. To witness the polling, 22 delegtaes from 22 countries have already reached in Shimla o Tuesday.
First voter of Independent India Shyam Saran Negi (97) and his wife Heeramani (88) had cast their votes at Kalpa polling station of Kinnaur district which is located at an altitude of around 10,500 feet above sea level. It was on October 25, 1951.
When Shyam Saran Negi and his wife Heeramani reached at Kalpa polling station, Kinnaur Deputy Commissioner D D Sharma and Kalpa SDM Prashant Deshta received them at the gate and honoured them with traditional Kinnauri caps and dryfruit garlands amid the tunes of Kinnauri folk songs played by local band.
Polling starts in all four parliamentary constituencies of Hamirpur, Mandi, Kangra and Shimla after mock poll was conducted successfully at 6.55 am. Fate of 38 candidates would be sealed today. Besides arch rival Congress and BJP, presence of AAP candidates on all four seats has made the elections interesting.
A keen contest is expected on all four days but all eyes are set on Hamirpur and Mandi seats where leader of Opposition
Prem Kumar Dhumal's son Anurag Thakur and chief minister Virbhadra Simgh's wife Pratibha are contesting.
To ensure free and fair polling, 25 battalion of paramilitary forces, 1400 home guard volunteers from, Haryana, 6000 hume guard jawans and 10000 policemen from Himachal have been deployed across the state on poll duty. Parliamentary elections in Himachal Pradesh not only test the nerves of candidates contesting the elections but also test the stamina of officials deployed on poll duty.
Tough geographical conditions has not only provided the state with unique distinction of having world's highest polling station at Hikkim village of Lahaul-Spiti situated at a height of 15000 feet, but over 2850 polling stations could be reached only on foot that too after covering a distance of 500 meter to over 10 km on foot.
