The advisory council would hear and examine the pleas put forth by the district administration for slapping the draconian law on the legislators Sangeet Som and Suresh Rana.
The state government had last month slapped NSA on the two legislators, accusing them of fanning communal passions and inciting frenzy in Muzaffarnagar through their acts and speeches.
Both Rana and Som are currently in jail.
The BJP leaders have been maintaining that they have done nothing wrong and have alleged that the state government was implicating them to appease a particular community and to cover up their administrative failure which led to the riots in which 62 people were killed and more than 42,000 displaced.
While the district officials are expected to come up with evidence on the complicity of the two BJP leaders in the riots, a battery of lawyers will defend their clients and put forward proofs of their innocence.
The two legislators have already demanded a CBI probe in the riots.
It is mandatory for the district administration to get the endorsement of the state advisory council to keep the NSA charges.
