MUMBAI: Bombay High Court has asked the State government to consider installing close-in-circuit television cameras on all expressways and highways in Maharashtra to monitor vehicle movement and curb accidents due to rash driving.
A division bench of Justice A M Khanwilkar and Justice A P Bhangale is hearing a public interest litigation by Association for Aiding Justice for providing emergency medical services on national and state highways in Maharashtra including well-equipped ambulances, paramedical staff and Golden Hour treatment for victims of accidents.
Advocate Jamshed Mistry and Dipesh Siroya argued that in January 2012 HC had directed the State government to finalise an emergency medical scheme within two months. The scheme included procurement of 987 ambulances to be stationed on the expressway and national and state highways every 100 kilometres and connected to a control room . There has been no progress,'' said Mistry.
The judges observed that CCTv cameras would be effective and questioned why they were not being use. The judges asked advocate general Darius Khambata to urgently look into the matter. They said whenever tenders are floated for road constructions on build-operate-transfer basis, the government must insist on installing of CCTv cameras. Because once you (State government ) have done it, your job becomes easy. It will reduce pressure on the police and bring down the accident numbers,'' said Justice Khanwilkar. Alongwith every lamp post have CCTV installed,'' he added.
The judges also observed tendency of driving in a zig zag manner and crossing lanes leads to accidents and due to heavy vehicles occupying fast lanes leads to overtaking from the wrong side of the road by smaller vehicles. It was also suggested to the court that overloaded trailers could be stopped at toll nakas. Once CC Tv is installed, the superior officer will be able to control the mischief happening at toll nakas,'' remarked Justice Khanwilkar. The judges have asked Khambata to consider all options and report to the court at the next hearing after two weeks.
